About this file

This document contains an amendment to a solicitation for a steam and condensate replacement project at the Wilmington Veterans Affairs Medical Center. The Department of Veterans Affairs seeks to replace approximately 1,854 linear feet of asbestos-containing insulation on steam lines between multiple buildings on site. Questions and answers are provided to clarify details including the conformance wage rate for asbestos abatement laborers, laydown area location, construction signage requirements, and handling of existing storm piping and handrails. Offerors must acknowledge receipt of the amendment by June 26, 2023 at 3:00PM local time, though the proposal due date remains unchanged. A loaded construction schedule and unit pricing per linear foot of asbestos containment insulation is requested to account for potential variances in the total quantity.

QUESTIONS & ANSWERS

1. Will a lay-down area be provided to the GC for the duration of this project? If so, where will it be located? Onsite, south of the clinical addition in the grass.

1. Will a construction sign be required? No.

1. Cost loaded construction schedule required? Yes.

1. Solicitation states that there is approx. 625 linear feet of asbestos containing insulation that will need to be abated on this project. However, spec section 02 82 13.13 – 1, 1.1.2 Extent of Work states that there is 1,854 linear feet. Which one is correct? Include the 1,854 linear feet in your proposal. Provide a cost per foot value in the event that more or less ACM is found.

1. Spec. Section 01 00 00 - General Requirements; page 1; Paragraph 1.2 General Intention; item D. “Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three work days unless otherwise designated by the COR.” Please confirm who owns retaining the services of the testing laboratory.VA, it is expected that a large majority of steam piping will be shop fabricated and X-ray work will be conducted in the shop.

1. Spec. Section 01 45 00 – Quality Control. 1.1 Description – This section references Design-Bid-Build (DBB) or Design-Build (DB) construction projects. This project is neither. Disregard

Please confirm this requirement. Yes, this requirement is correct.

1. Parking spaces outside of Building 6 are not shown on the drawings. Will this affect path of new steam and condensate lines between ST-6A and ST-6B? NO, steam lines are to be run as closely to contract design as physically possible unless there is a direct conflict with non-pressurized piping systems.

1. Drawing M102, Mechanical Work Keynote #17: Please provide elevations of existing storm piping and details of existing storm manhole called out to be removed and reconstructed (between ST-6A & ST-6B). Also, please indicate where the lines are to be intercepted for re-route. See As-Builts for GES project 460-09-108 FCA Repair Replace Sewer Systems where we replaced that line.

For example, along sidewalk/ramp between ST-2 and ST-2N, outside of Building 6, between ST-6A & ST-6B, and at ramp leading to Building 7 loading dock. Remove existing rails. Store during construction. Return to normal use once construction is complete. Provide safety railing as necessary once removed until such time as it is replaced in kind.
