About this file

This document contains an amendment to a solicitation for steam and condensate replacement services. The Department of Veterans Affairs is seeking to replace steam and condensate lines at one of its Veterans Integrated Service Network locations through solicitation number 36C24423R0062. Through this amendment, the agency provides responses to vendor questions, extends the proposal due date to June 26, 2023 at 3:00PM, and notes failure to acknowledge amendments may cause rejection of offers. Key project details include replacing steam supply routes that cross an access roadway, maintaining steam service to campus buildings throughout construction, and entertaining thoroughly designed options that allow work with minimal steam shutdown times.

QUESTIONS & ANSWERS

1. Q. Request for clarification regarding the specification requirements associated with Specification Sections:

Section 33 63 00 Steam Energy Distribution 2.2 Steel Pipe and Fittings Section 33 63 00 Steam Energy Distribution 2.3 Pre Engineered, Factory Fabricated, Direct Buried, DDT Systems.

A. Follow the basis of design.

2. Q. What is the REQUIRED preinsulated pipe (steel outer conduit) coating type to be? We see references to ZINC and DUAL LAYER FUSION BOND EPOXY, in the spec’s, for use on the steel outer conduit. The basis of design brochure, (MULTI-THERM 750 Supreme), indicates 8 – 12 Mil EPOXY GOLD (Not Fusion Bond Epoxy) as the standard offering. Is 8 – 12 Mil Epoxy Gold acceptable?

A. Correct.

3. Q. The specifications say that the basis of design is Perma Pipe MULTI-THERM 750 Supreme. The published MULTI-THERM 750 Supreme brochure (attached) demonstrates that the coated steel conduit is insulated with polyurethane foam Insulation and sealed with an FRP Jacket.

A. Correct.

4. Q. Does the VA require the steel (outer) conduit to be insulated? (per attached brochure) Or just the service pipe?

A. Service pipe and casing get insulated.

5. Q. If (outer) conduit insulation is required, are FRP jackets the only acceptable jacket or are HDPE jackets allowed? These materials have different performance characteristics. There is a significant cost difference, FRP being more expensive.

A. Yes, FRP Jackets. Reference 2.3 M.

6. Q. Is Cathodic Protection required on MULTI-THERM 750 Supreme piping?

A. No, follow manufactures recommendation.

7. Q. According to the Mfg. This product is designed for use without C.P.

A. Section 2.2 Ns 2.3 Are for Reference. Follow the basis of design.

8. Q. Resumes are noted to be included under Technical Volume, sub-section A and sub-Section B, should they be included twice or is this a typing error?

A. Once is sufficient.

9. Q. DO RESUMES COUNT TOWARDS THE 25 PAGES?

A. Yes.

10. Q. Print C 103 Civil note indicates that the contractor cannot have more than 50 lineal feet of trench open when work ceases at the end of the day. Is this realistic considering the pipe must have 100% radiograph, pressure test, insulation and trench cover installed prior to backfilling? Additionally, the direct buried piping system requires witnessing by the pipe supplier/VA? Is this requirement correct?

A. Yes. These 2 Steam Supply Routes Cross Our Access Roadway.

11. Q. If this requirement is not correct is there a location where spoils can be stored and then reintroduced to the trench when the work mis complete?

A. Spoils can be stored onsite IAW DNREC requirements.

12. Q. The POP of 270 days is insufficient considering there are requirements to keep the steam service active. Additionally, the VA requires that no work be performed on days when the outdoor temperature is below 50*F in some areas of the campus. Has the VA allowed for sufficient time to complete the project considering its complexity?

A. Yes. South Loop is completely new until the final run from manhole to Building 1 And 13. All materials should be onsite and shop fabricated.

13. Q. There are areas of the project that will be difficult to keep steam service to the campus. As an example the manhole outside of the boiler plant s to double in size and go back in the same location. Would the VA consider an alternative approach for delivering steam while the required work is being completed?

A. VA would entertain a thoroughly designed option to keep steam on throughout.

14. Q. Would the VA consider temporary steam bridges to supply the buildings on campus? These could be installed and supply service to the buildings with a minimal shutdown time and allow for pipe to be properly installed, properly radiographed, properly pressure tested and properly insulated before being backfilled. Would the VA consider this solution acceptable?

A. Yes. Roadways need to remain open.

15. Q. Would the government consider waiving the sequencing requirements if there is no service interruption on the campus?

A. VA would entertain a thoroughly designed option to keep steam on throughout.

16. Q. The contractor is concerned that the speed at which the VA is requesting the work be completed in a 48 hour period, could result in a situation where we are creating an unsafe condition for the person’s performing the work. Would the VA consider the alternate approach above if it is safer?

A. VA would entertain a thoroughly designed option to keep steam on throughout.
