BUILDING 5, CONFERENCE ROOM

1. Introduction: Contracting Officer (CO): Charles “Chuck” Peck, Contracting Specialist(CS): Cheryl A. Roberts, Contracting Officer Representative (COR): Frederick Schultz. *Everett Shaver, Contracting Officer.

2. Solicitation Highlights: The solicitation was posted to FEDBIZOPPS on January 11, 2019 as a SDVOSB set aside to include three attachments. The NAICS Code for this project is 236220. The wage rate requirements (Construction) Building dated 1/4/19. All contractors should have reviewed the entire solicitation before this meeting.

3. Brief overview of project Scope of Work: This project will require bids for the Base Bid and three (3) Bid Deducts to complete renovation of the following spaces (Decedent Affairs B101, Patient Advocate B102A, Patient Advocate B112, Patient Advocate B113 Men’s Toilet B122, Women’s Toilet B123 and HAC B124 to create the following new spaces: Family Toilet Room B101, Women’s Toilet Room B102, Lactation Room B103, Men’s Toilet Room B123 and HAC B124). The project is scheduled to take 254 calendar days to complete. The Construction Magnitude is $500,000.00-1,000,000.00.

COR Comments:

0. The location of this project is in an area of HEAVY PUBLIC TRAFFIC and contactors must consider this at all times.

0. Please note the requirements of CRITICAL WALL BARRIERS, as per Drawing AD101.

0. Please note that this is a Phased project.

0. Installation of Critical Barrier and ICRA Barrier walls must be installed after normal business hours of the VA [4:30PM – 11 PM].

0. Please note that the Fire Suppression System must remain in function throughout demolition and new work installation.

0. The Contractor must provide 14 Calendar days’ notice prior to any system shut- downs to support their work.

4. Additional Information: This is a construction project that will be awarded as a SDVOSB set aside. The only award factor for this project will be price along with conformance to the solicitation. The Contractor is required to be registered in SAM, VetBizOps and VETS 4212.

5. The Bid opening will be Tuesday, February 12, 2019, 3:00 p.m. (EST). All bids can be sent by e-mail, hand carried or mailed to the Wilmington VA Medical Center, Contracting Office, Room 113 (Attn: Cheryl A. Roberts), 20 Montchanin Road, (Montchanin Corporate Center), Greenville, DE 19807.

6. Send all questions pertaining to this solicitation to Cheryl A. Roberts (CS), and Frederick Schultz (COR) by e-mail no later than Tuesday, January 29, 2019.

9. Questions, Comments or Notes?

Question 1: It is stated that: "All work within the BASE BID shall be performed between 7:00 a.m. through 4:00 p.m." What are the working hours for work that is required to take place in the corridors? For instance, the Nurse Call home run cabling to POE switch. Is it permitted to work after hours between 4:30 p.m. through 11 :00 p.m. to accomplish work required in the corridors?

VA Answer 1: All work in the Corridors shall be performed during the hours of 4:30PM to 11PM.

Question 2: The electrical power plan (EP101) indicates junction boxes, with 120-volt circuit, for the auto-flushers and auto-faucets. Where are the J boxes located? Typically, there would be transformer involved (auto-faucets below counter top and auto-flush above ceiling???). Who is responsible for the low voltage wiring?

VA Answer 2: See the attached cut sheets for Auto-Flush and Auto-Faucet [this is for “Basis-of-Design”, Approved Equal may be submitted.

These are both 120V, included are installation details showing mounting of J-Boxes [noTransformers are required].
If a 240V is selected by the Contractor, the Transformer is supplied, as part of the unit,and shall be mounted, as per the manufacturer's recommendation.

Question 3: The electrical lighting plan (EL101) indicates 1/2 shaded (emergency driver) 2'x2' and 2'x4' light fixtures circuited back to emergency panel ECP1. The same fixtures have a small letter switch designation which indicates that they will be controlled with the same switch that controls the "normal" powered fixtures in that area (panel BPG_). Are the 1/2 shaded fixtures constantly ON "night" lights, and do they require emergency drivers? The emergency drivers should be connected to, and ahead of, the local lighting circuit serving that area.

VA Answer 3: Yes, make the fixtures “nightlights” (on 24/7) [therefore, no switching]. Yes, provide Emergency Drivers.

Question 4: There are (2) fixture schedules located in the electrical plans. One on drawing EG101 and one on drawing EL101. Which one is the correct one?

VA Answer 4: Drawing EG101 is correct. Drawing EL101 shall be revised, as per the attached 'Partial Photocopy of Drawing EL101', dated 31JAN19.

Question 5: Please provide the vendor name and contact information for the existing
Fire Alarm System.

VA Answer 5: The Contractors can use any vendor that is Certified in the installation of Fire Alarm Systems.

Question 6: Please provide the vendor name and contact information for the existing Nurse Call System.

VA Answer 6: The Contractors can use any Vendor that is Certified in the installation of Nurse Call Systems.

Question 7: Will work be required in the IT closets?

VA Answer 7: There is no work in the IT Closets.

Question 8: The solicitation stated 254 days to complete the project and the Phasing schedule stated 294/300 days to complete the project which one is correct?

VA Answer 8: Please use the following for the Construction Duration Days: 300 Days [See the attached modified document for this issue.]
