About this file
This is an Issue for Bid Specifications document for construction services at the Samuel S. Stratton VA Medical Center in Albany, New York, Project No. 528A8-22-814. The specifications detail the Consolidate Primary Care 1st Floor Phase 1A renovation project, which involves select demolition, abatement, alterations, and general construction work within an occupied medical facility. The project is organized into five distinct phases with specific work scopes: Phase 1 includes cashier vestibule, agent cashier office, and cashier waiting area construction; Phase 2 encompasses reception area, shared waiting area, and equipment storage modifications; Phase 3 focuses on exam rooms, procedure areas, and corridor work; Phase 4 addresses corridor and shared waiting area completion; and Phase 5 involves public corridor sealing and finalization. Construction must occur after standard operating hours (4:00 PM to Midnight on weekdays, with weekend work permitted during standard business hours), except for basement kitchen work restricted to 7:00 PM to 3:30 AM. The contractor must maintain continuous VA facility operations, coordinate all utility interruptions with the Contracting Officer Representative (COR) with seven days' advance notice for routine interruptions and fifteen days for major system interruptions, and include mandatory two-week pauses between phases for VA staff and equipment relocation.
The project specifications require comprehensive contractor responsibilities including security compliance (VA badge requirements, key control using BEST 7-pin interchangeable cores, document confidentiality), infection control and risk assessment measures, phased demolition and hazardous materials abatement per EPA and DOT regulations for PCB transformers and capacitors, and performance of all mechanical, electrical, plumbing, fire protection, and communications work across 13 divisions. Deliverables include as-built drawings (two sets within 15 calendar days after each phase), a detailed warranty management plan submitted at least 30 days before the pre-warranty conference, maintenance and operating manuals (four hard copies and electronic versions), photographic documentation with professional-grade cameras, monthly schedule updates utilizing the Autodesk Construction Cloud (ACC) platform, and a fully resource-loaded Network Analysis System schedule with a qualified third-party scheduler. The contractor must designate a scheduling consultant with five years of experience, submit an initial schedule within 7 calendar days of Notice to Proceed, conduct monthly schedule review meetings, and maintain a baseline schedule with the critical path limited to no more than 20 percent of work activities. All project correspondence, RFIs, submittals, testing, and reports must be accomplished through the ACC platform at no cost to the contractor, with staff training required within 12 calendar days of platform access grant.
