About this file

This is a Comprehensive Asbestos Building Survey report for Building 14 (Boiler House) at the Department of Veterans Affairs New Jersey Health Care System in Lyons, New Jersey, prepared by Briggs Associates and dated November 15, 2013. The survey identified one asbestos-containing material (ACM) in the building: magnesium pipe insulation (15 linear feet) located in the lower level vault, designated as HSA# 14-08. Eight homogeneous materials were sampled with twenty-two total samples collected, analyzed using Polarized Light Microscopy (PLM) and Transmission Electron Microscopy (TEM). All other materials tested—including old and new tank insulation, window glazing, vinyl floor tiles, mastic, and roofing shingles—were determined to be non-asbestos containing. The identified ACM material is in good condition with no damage and poses low potential for human exposure and disturbance.

The recommended response action is implementation of an Operations and Maintenance Plan including six key elements: employee training and notification, worker protection measures, cleaning and maintenance operations, fiber release episode management, periodic surveillance, and record keeping with documentation and labeling. The survey documents all sampling locations with photographic records and detailed floor plans showing sample locations throughout the building. Laboratory analytical results from IATL (International Asbestos Testing Laboratories) with NIST-NVLAP accreditation confirm the presence of asbestos in the pipe insulation while confirming all other suspect materials tested negative for asbestos content exceeding the 1% EPA regulatory threshold.

19.0 BUILDING 14 - BOILER HOUSE

19.01 Discussion

Building 14 is a two-story brick boiler house and is approximately 3,500 square feet. Building 14 consists of a lower level, main ground floor and an upper mezzanine level, accessible via a metal catwalk. According to the building manager, an extensive asbestos abatement project of the boiler house was conducted in the early 1990’s.

19.02 Results

The criterion used for determining the status of a suspect material as ACM is the USEPA and OSHA criterion of being “asbestos-containing”, which is that the material is determined to contain greater than 1% by weight of actinolite, amosite, anthophyllite, chrysotile, crocidolite, tremolite asbestiform fibers. A total of eight (8) homogeneous materials were identified from which twenty-two (22) samples were collected. The analytical laboratory was instructed to analyze to the "first positive". That is, once a sample of a given homogenous material sample set was determined to contain asbestos at a concentration greater than 1% (the EPA definition of ACM), no more samples within that set were analyzed, and the remaining samples were assumed to be positive. Following PLM analysis, a total of five (5) samples were re-submitted for analysis by the TEM NOB method.

Refer to the attached Table 1.1 Summary of Homogeneous Materials, Bulk Sample Locations & Analytical Results (Appendix A-14) for a listing of the materials identified and the laboratory analytical results. Table 2.1 is a Photographic Record of homogeneous materials (Appendix B-14). Table 3.1 is an Inventory of Asbestos Containing Materials and Material Assessment findings (Appendix C-14). Color drawings in AutoCAD format are provided in Appendix D-14 Floor Plans. Laboratory data results are attached in Appendices E-14 & F-14.

The following materials, identified within the facility, have been determined to be asbestos-containing materials

(ACM):

i. magnesium pipe insulation (HSA# 14-08) found in the lower level vault;

19.03 Recommended Response Actions

Overall, all of the asbestos containing materials that exist within Building 14 have been determined to be non-damaged and in good condition. The VA should implement the Operations and Maintenance Plan (O&M) which includes the following elements:

1) Employee training and notification.

2) Worker protection.

3) Cleaning and maintenance operations.

4) Fiber release episode management.

5) Periodic surveillance.

6) Record keeping, documentation and labelling

Comments: (PC) Indicates Stratified Point Count Method performed. Method not performed unless stated. Quantification at <0.25% by volume is possible with this method. (PC–Trace) represents this limit of quantitation. (PC-Trace) means that asbestos was detected but is not quantifiable under the Point Counting regimen. Analysis includes all distinct separable layers in accordance with EPA 600 Method. If not reported or otherwise noted, layer is either not present or the client has specifically requested that it not be analyzed. Small asbestos fibers may be missed by PLM due to resolution limitations of the optical microscope. Therefore, negative PLM results cannot be guaranteed. Electron Microscopy can be used as a confirming technique. Regulatory Limit is based upon the sample matrix.

Transmission Electron Microscopy (TEM) In Accordance With :

ELAP 198.4 "Method For Identifying And Quantitating Asbestos In Non-Friable Organically Bound Bulk Samples", Revised 1/11/2005. EPA-600/R- 93/116 Section 2.5 "Asbestos In Bulk Building Materials By TEM Gravimetry."

This confidential report relates only to those item(s) tested and does not represent an endorsement by NIST-NVLAP, AIHA or any agency of the U.S. government.

Results are verifiable for only those operations and analyses performed in the laboratory.

Methodology:

The "Gravimetrically Reduced Subsample" is the portion of the submitted sample remaining following the ashing and acid treatment processes. TEM analysis occurs on this portion of the sample. Final results are calculated to represent the sample as submitted.
