PROPOSALS REMAIN DUE ON APRIL 16, 2026 AT 12:00PM EST.
All other terms and conditions of the original submission remain unchanged.
Dayna Dickson-Miller Contracting Officer
1) As per the ACM survey report the only work of asbestos abatement is in the main steam pipe insulation in the lower-level vault area which is approx. 15 linear feet. Please confirm. If there is more work then please identify on project drawings.
VA Response: Modify Section 028213.13 Glovebag Asbestos Abatement as follows:
A. Par. 1.1.B.1:
i. Delete the sentence “( ) linear meters (feet) of <50 mm (<2 inches) diameter pipe” in its entirety and replace with, “(30) linear feet of <2 inches diameter pipe insulation.”
ii. Delete the sentence “( ) linear meters (feet) of 50 - 150 mm (2 inches – 6 inches) diameter pipe insulation” in its entirety and replace with, “(15) linear feet of 2 inches to 6 inches diameter pipe insulation.”
iii. Delete the sentence “( ) linear meters (feet) of >150 mm (>6 inches) diameter pipe insulation” in its entirety and replace with, “(10) linear feet of >6 inches diameter pipe insulation.
iv. Delete the sentence “( ) fittings, saddle blocks, valves, T’s, or other mechanical appurtenances 50 - 150 mm (2 inches – 6 inches) in diameter other specify” in its entirety and replace with, “(110 qty.) fittings, saddle blocks, valves, T’s, or other mechanical appurtenances <2 inches to >6 inches in diameter.”
2) During the Prebid we noticed that the only access to basement level (to cart out the construction material) is through the single door which is shown on drawing AD101 between column lines 2 and 3. Please review the attached photo of the door from the street side and confirm that contractor is allowed to use this door as access to the basement level.
VA Response: VA takes no exception to Contractor using this door as access to the basement level.
3) Drawing S1.02 indicates to provide hexagonal netting at the underside of the slab.
Please provide a detailed reflected ceiling drawing showing the sizes of netting panels and layout of the netting. This will help to procure accurate pricing for netting.
VA Response: Refer to drawing 1/S1.02 for the netting location, as indicated by the diamond hatch. Drawings indicate existing columns which are specified as the anchor points. The specification requires wire ropes around the perimeter and at seam locations. In section 055000, add the following:
A. Par. 1.3.B: Netting.
4) At the site visit we observe that most of the perimeter steels columns are rusted but only few are shown on the drawing for rust removal. Please advise if all perimeter steel columns need to remove the rust and paint (photo of the perimeter rusted column attached).
VA Response: Follow bid document requirements to prep and paint all walls, which includes perimeter steel columns (AE401, Room Finish Schedule).
5) Drawings and specs indicate to have an AISC steel fabricator and erector. Please advise if this is a mandatory requirement. Or can be waived off.
VA Response: The requirements for an AISC steel fabricator and erector cannot be waived.
6) Please advise if all the new structural steel must be hot-dipped galvanized?
VA Response: Yes.
7) There is a spec section for Lead-Based Paint Removal and Disposal. Please confirm that abatement of lead paint is not required and only contractor has to follow the lead-safe practice in construction.
VA Response: Lead-based paint removal is required (section 028333.13). Prior to prep and paint, the Contractor must test existing surfaces to be painted for lead-based paint.
8) Spec section 01 45 00 has extensive requirements for quality control manager (QCM).
Please confirm contractor’s site superintendent can simultaneously perform the duties of QCM and contractors does not have to hire a full-time or part-time individual for ACM.
VA Response: Contingent on VA approval through the submittal process, the Project Superintendent and CQC System Manager roles may be served by one person if their qualifications dually meet both roles.
9) Drawing AE101 indicates removal of existing concrete slab. Please specify what is the thickness of existing slab and if there are any existing rebars in the slab.
VA Response: The existing concrete slab is approximately 6.5 inches thick with rebar reinforcement.
10) Please confirm all the walls of basement level, ground level and mezzanine receive new coats of paint. Also clarify if all the doors including the roll-up doors on ground level receive fresh coat of paint?
VA Response: Confirmed, all walls of basement level, ground level, and mezzanine receive prep and paint (AE401, Room Finish Schedule). Prep and paint existing hollow metal doors (099100 par. 1.1.A.13). Do not repaint the existing ground level roll-up doors.
11) Please specify the depth of new 4” sanitary line. Drawings to not indicate any depth.
Also specify if cast iron or PVC material is to be used for the new 4” sanitary line.
VA Response: Final inverts of new sanitary piping shall match existing inverts, as the invert at the sump in basement is not changing. Cast iron or copper sanitary piping are the only materials allowed per specification 221300 par. 2.1.
