About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Samuel S. Stratton VA Medical Center on March 12, 2026. The amendment pertains to solicitation 36C24226R0032 for Project No. 561A4-18-113, which addresses correcting FCA (Facility Condition Assessment) deficiencies at the Lyons New Jersey VA Medical Center. The primary purpose of this amendment is to provide answers to recently submitted Requests for Information (RFIs) and to extend the proposal due date to April 9, 2026, at 12:00 PM EST. The document includes responses to twelve RFIs covering technical specifications, operational procedures, and site-specific requirements.
Key technical clarifications addressed in the RFIs include: boiler feedwater piping sizes (4" diameter to match existing installations), condensate piping specifications (4" diameter), air compressor and filter specifications (referenced in section 235011 and proprietary to boiler manufacturer), and fuel pump sizing (revised to Preferred Utilities Size 204-S with 714 GPH capacity at 100 psi, sized to operate three boilers at 100% load during January peak requirements). The amendment also clarifies that grooved and press fittings are restricted to low-pressure, low-temperature hydronic systems only; boiler appurtenance upgrades must be performed one boiler at a time; all work can be completed during normal working hours; and internal VA commissioning will be performed. Regarding third-party coordination, the VA identified Klenzoid Inc. for water treatment services and Encore Fire Protection for fire alarm maintenance. For asbestos abatement work, contractors must conduct their own field verification and quantity estimates using a 2013 survey report provided as reference only, as exact quantities are not specified in the contract documents. All other original terms and conditions remain unchanged.

561A4-18-113 Correct FCA Deficiencies RFIs
1. New boiler feed water piping on MP-101 - can you advise on pipe sizes?
New feed water pipe is to match the existing pipe sizes. Existing boiler feedwater piping is 4”.
2. New cond. piping shown on MP-103 - can you advise on pipe sizes?
New condensate piping is to match the existing pipe sizes to which they are connected. Existing pipe size is 4”
3. Can you provide any spec on the new boiler fuel air compressors, buffer tanks, and filters?
For specifications for air compressors, buffer tanks, and filters see 235011. The air compressors and accessories are proprietary to the boiler manufacturer and must match the existing units. See sheet MP601 for the specific boiler model numbers and serial numbers.
4. Other than demonstrations, training and tests as per spec section 23 08 11, will there be any kind of separate commissioning process (Cx company) at the conclusion of the project?
The VA will provide their own internal Commissioning for this project.
5. Where applicable are grooved and press fittings acceptable? This allows for quite a bit more productivity in the field.
They shall not be used in applications where high-pressure steam, steam drain lines, high temperature condensate, boiler blowdown piping or relief/safety valve drains are utilized. Low pressure, low temperature hydronic system are acceptable.
6. Does the VA have an in-house water treatment contractor that we should work with?
A contract with Klenzoid Inc. is currently in the process of being awarded.
7. Does the VA have an in-house fire alarm company that we should work with, as applicable?
Current fire alarm system is Edward’s EST3, but we are in the process of upgrading to EST 4. The current maintenance company is Encore Fire Protection (formerly ACT- Alarm and Communications Technology).
8. Is there off-hours labor that is required? In reading through the phasing plan, it appears that all work can be performed during normal working hours.
All work can be completed during normal work hours.
9. For the boiler appurtenance upgrade work (replace meters, gas trains, venting, etc), confirming that this work shall be performed one boiler at a time and should not be batched with several boilers.
This is correct. One boiler at a time.
10. Is the roof currently under warranty / bonded by a specific roofing company? If so can you pass along their contact information?
There is no roof warranty in place.
11. I noticed that the fuel pump schedule only called for 305 GPH capacities; this will not suffice for five 700HP boilers. As shown in the boiler schedule, each boiler takes a 210 GPH input capacity, so the new fuel pumps will only be able to supply 2 boilers at maximum capacity. Likewise, the capacity for the blowdown tank would not be able to handle all 5 boilers either. I was wondering, is this a purposeful design choice or are these components meant to be listed on a per-boiler basis?
The Revised pump set is as follows:
Preferred Utilities Size 204-S 714 GPH @ 100 psi 1 ½ hp motor
This pump is sized to operate 3 boilers at 100% load. This is the January sizing requirement. All 5 boilers are not required to maintain the January load.
The Blow Down tank is designed for 3 boilers operating at 100%. Same theory applies to the Blow Down Tank as it does to the fuel oil pumps.
12. Section 02 82 13.13 – Glovebag Asbestos Abatement, Paragraph B.1 (Pages 143–144 of the specifications) references the removal and disposal of pipe insulation and associated fittings; however, the contract documents do not provide quantities for the asbestos-containing material to be removed. To properly prepare a proposal, please provide the estimated quantities of pipe insulation and fittings to be removed, or the asbestos survey report identifying these materials and quantities.
Attached is the 2013 asbestos survey report for your reference. Please note that the report does not provide exact quantity estimates for the asbestos-containing materials identified.
The information in the report is intended for reference purposes only. It is the responsibility of the contractor to review the report, verify field conditions, and determine the quantities and locations of asbestos-containing materials as necessary for preparing their proposal.
Any quantities shown in the report should be considered approximate and should not be relied upon as exact measurements. Contractors should use their own judgement when developing their pricing.
