The solicitation (36C24226R0018, dated March 6, 2026) is a Total Service-Disabled-Veteran-Owned Small Business (SDVOSB) set-aside procurement with a 365 calendar day period of performance for design and construction services.
The amendment provides answers to 32 Requests for Information (RFI) received from prospective offerors and specifies that no further RFIs will be accepted. Key submission deadlines are: SF 330 proposals due by email to Vladimir.Stoyanov@VA.GOV no later than April 13, 2026, at 12:00 PM; SF 330 review and scoring completion by April 20, 2026; interviews and presentations on April 24, 2026 (limited to the three highest-scoring proposers); and design and construction proposal negotiation on April 28, 2026. The RFI responses address critical project details including scope clarifications on equipment installation (vibrating isolators, HVAC components, AC-5 installation), structural engineering requirements, wage rates (Davis-Bacon wages apply; union rates are not applicable), submission format and requirements (email submission with VA Form 6298 for fee proposals), equipment responsibility assignments, site access hours (Monday-Friday, 7:00 AM to 4:00 PM), and clarifications regarding the role of Premier Engineering as the VA's retained consultant. The project involves mechanical, electrical, and plumbing work with an estimated construction magnitude between $2,000,000 and $5,000,000, with the design fee limited to 6 percent of the construction cost estimate.

Q1. Do vibrating isolators need to be installed on the new equipment only or on all equipment, including previously installed equipment?
Answer Q1: Vibration isolators are to be installed on new equipment only.
Q2. Who will provide the medical equipment schedule?
Answer Q2: The medical equipment schedule is part of the overall equipment schedule on drawing AS-602.
Q3. If the new AC #5 does not fit in the existing location and header re-piping is required, will this be considered a change order?
Answer Q3: The contract documents are bridging documents that convey the scope with the intent of the VA. The Design-Build team is required to include all work associated with the installation of AC #5.
Q4. Is the removal of asbestos required on the roof and in the mechanical room? Is there an asbestos report for the roof?
Answer Q4: See “Asbestos Note” for the roof on Drawing MH102. It is not believed that the piping around AC-5 in the Mechanical Room has ACM.
Q5. Are we proceeding based solely on the drawings? The drawings and specs are bridging documents for a Design-Build proposal.
Answer Q5: The contract documents are bridging documents that convey the intent of the scope of the VA. The selected Design-Build contractor is responsible for preparing the Construction Documents (Drawings and Specifications) for VA approval prior to construction.
Q6. Will any additional work not indicated in the plans be treated as a change order?
Answer Q6: No. The drawings and specs are bridging documents for a Design-Build proposal.
The selected Design-Build contractor is responsible for preparing Construction Documents (Drawings and Specifications) to be approved by the VA prior to construction. This, by definition, includes work not yet fully completed or detailed.
Q7. Programmed Equipment List Can the site provide the programmed equipment list for this project? This will help us verify alignment with the scope and ensure all dependencies are accounted for.
Answer Q7: The programmed equipment list is on Drawing AS-602.
Q8. Can the site provide the specifications for the new glass film finish planned for Room 4-100? We want to confirm product type, installation requirements, and any associated performance criteria.
Answer Q8: The contract documents are bridging documents that convey the scope intent of VA.
This detail will be determined by the architect of the Design-Build team during the development of the construction documents.
Q9. The RFO references the completion of MEP punch-list items. Can the site provide the current punch list so we can understand the outstanding deficiencies and coordinate appropriately?
Answer Q9: The MEP punch list items are listed as key notes in the Phase B work (items to be addressed in the previously completed work) and as an inventory of uninstalled items shown on individual MEP sheets.
Q10. Will union wages be required for this project? If so, can the site provide the applicable labor rates and workers’ compensation requirements? This information is necessary for accurate budgeting and compliance.
Answer Q10: This is a Davis-Bacon wage rates project; union rates are not applicable.
Q11. Confirm that the VA will provide drawings of medical equipment.
Answer Q11: Refer to DWG. AS-602.
Q12. Was a structural engineer previously hired to confirm the slabs will support the Endoscopy booms, or should we include a structural engineer on the team?
Answer Q12: Structural engineering was not performed during the bridging document development phase. The Design-Build team shall include a structural engineer.
Q13. Section 00 11 21 – 4 C Tentative Schedule: The table shows proposals to be submitted 30 days after the pre-proposal walk-through. That would be Monday, April 13. Is that date superseded by 3/31/2026 shown in the Solicitation Notice? As the VA mentioned during the walk-through, an additional week to respond might be possible. Also, it would be very much appreciated by the A/E teams.
Answer Q13: No, additional time will not be granted.
Q14. Section 00 11 21 – 4 C. Tentative Schedule: The table shows construction completion as 365 days.
The solicitation indicates a design and construction period of 365 calendar days. Please clarify.
Answer Q14: Design and construction period of 365 calendar days.
Q15. Section 00 11 21 – 5 A3 Cost Range: It shows the project cost range between 4.7M and 5.5 M. The solicitation shows a construction cost of 1M to 2M. Please clarify.
Answer Q15: As per 836.204 Disclosure of the magnitude of construction projects, the VA Construction estimate magnitude is (g) Between $2,000,000 and $5,000,000. As per 836.606-73, Application of 6 percent architect-engineer fee limitation, the Disclosure of the magnitude of the design estimate is limited to 6% of the construction cost estimate, which must also fall within the construction cost magnitude listed above.
Q16. Section 00 11 21 – 6 2.1 VA Team: This indicates the VA will retain Premier Engineering. This is different from the Pre-solicitation Notice, which states that the selected contractor shall retain Premier.
Please clarify the Premier’s role, whether they must be hired, and, if so, who is hiring them? Also, note that we have contacted Premier, but they did not attend the walk-through or provide a fee.
Answer Q16: Premier Engineering has responded to all contractors who left a voicemail or sent an email. Please reach out directly to Gregory Cheney, P.E., Executive Vice President, via email
(gcheney@pegmep.com) or call his cell phone at (908-295-5719) to obtain a proposal for AE services for this project.
Q17. Section 00 11 21 – 14 (4): This item indicates 10 hard copies and 3 CD-ROMs are required at each of the three submissions. Please confirm. That’s a lot of drawings and printing expenses.
Answer Q17: Follow the instructions in the Solicitation regarding emailing the submission.
Q18. Section 00 11 21 – 15 (2): Confirm CAD or Revit drawings of the VA RFP will be provided. Also, are they really in AutoCAD 2000 format? That is very old. A more recent version would probably be better and eliminate any possible translation issues.
Answer Q18: No CAD or Revit drawings will be provided. Only the PDF drawings already provided in the solicitation will be used.
The bridging documents were updated drawings from the design package created in 2013-2015.
BIM (i.e., Revit) was not used. If the Premier team is not selected for this project, we will provide AutoCAD drawings saved in AutoCAD 2018 format. The selected Design-Build team will need to coordinate with the VA as to what version of AutoCAD is required for the final submission.
Q19. May you please provide the previous HVAC contractor's information so we can reach out to them to order the parts needed to complete the HVAC system, since the manufacturer doesn't want to quote/provide the parts because this job was already quoted? If not, can the VA work with the manufacturer to resolve this problem, or is the VA okay with an entire system replacement using another manufacturer?
Answer Q19: The vendor’s contact information is listed in the equipment schedule on Drawing MX102. Contact the vendor, and they will provide you with a quote for the missing sections of
AC-5.
Q20. Who/what is responsible for the nurse call to provide and install?
Answer Q20: The Design-Build contractor is responsible for the installation of the Nurse Call system. For Phase A (new work), the contractor is responsible for installing the conduit, backboxes, and pull strings at locations shown on the plans. The VA is responsible for providing nurse call devices. The contractor is responsible for installing the wiring and devices in both Phase A and Phase B, in accordance with plans to be finalized during the Construction Documents phase.
Q21. We only see one camera. Are there others? Does VA provide camera equipment? Please provide specifications.
Answer Q21: VA does not provide camera equipment. New cameras need to be compatible with the current system at the police Headquarters. Loyd (Home Front) 631-307-6944
Q22. Where is the IDF (Intermediate Distribution Frame) located on the 4th floor? You refer to IRM?
Answer Q22: Closet 4-099.
Q23. What time do we have access to the site to run low-voltage cables, day/night, weekends, and what hours?
Answer Q23: Work hours are Monday – Friday, 7:00 am – 4:00 pm.
Q24. We don’t see any hospital speakers or PAs noted on the 4th floor. Please provide specs.
Answer Q24: There is a PA system in place. Located in the telephone room operator. Speakers need to be compatible with the current system. Valcom:

Answer Q26: Please refer to sheet(s) AS-121A and AS-122B to verify the TV locations
Q27. We can provide labor pricing to mount TVs, but we do not provide TVs. Do you require data cables at unmarked locations?
Answer Q27: The Design-Build team is to procure and install the TVs as shown on Drawings AS- 121A and AS-122B.
Q28. Is the electrician running and supplying the card reader system, or is this part of our scope?
Answer Q28: Part of the design-build scope.
Q29. Clarifying that we will be pricing Category 6 cabling for your Category 6E data requirements.
Please confirm.
