About this file
This is a Solicitation Amendment and Statement of Work for a construction flooring replacement project at Castle Point VA Medical Center in Wappingers Falls, New York. The Department of Veterans Affairs Network Contracting Office 2 (Hudson Valley Healthcare System) is seeking qualified contractors to replace existing homogenous sheet flooring in the Physical Therapy clinic located in Building 15H with new rubber-based resilient tile flooring and complementary wall base. The project scope includes demolition and disposal of existing flooring, floor preparation, installation of approximately 5,500 square feet of Mohawk Original Hero Rubber tile (24x24", 4mm thickness, colors to be determined), 600 linear feet of Mohawk Elemental Edges wall base, transition strips, and all necessary adhesives and finishing materials. The contractor must provide all required materials, equipment, supervision, and personnel, with a dumpster provided by the contractor; VA personnel will handle equipment movement.
This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a magnitude between $100,000 and $250,000, assigned NAICS code 238330 (Special Trade Contractors – Flooring). The performance period is 180 calendar days from Notice to Proceed, with work scheduled for December 2026 or January 2027 during normal business hours (7:00 AM–4:30 PM) in a clinical setting requiring a two-phase schedule to minimize disruptions. Proposals are due by September 7, 2026 at 9:45 AM EDT to Dany Humphreys, Contracting Officer (Dany.Humphreys2@va.gov), and must include a detailed cost breakdown and three references of similar projects. Contractors must be registered in SAM with a valid Unique Entity Identifier and verified as SDVOSB-certified in www.vetbiz.va.gov or the Dynamic Small Business Search. Evaluation criteria include price, references, and past performance, with the government reserving the right to award without discussions. A mandatory site visit is scheduled for August 28, 2026 at 10:00 AM EST in Building B9. All contractor employees require background investigation clearance prior to work commencement. Additionally, selected contractors must utilize the Autodesk Build Construction Cloud (ACC) platform for project management and official correspondence at no cost to the contractor.

STATEMENT OF WORK
620-26-15HPT Castle Point PT Flooring Replacement
BACKGROUND
The current homogenous sheet flooring in the Castle Point PT clinic located on the Main (basement) floor of building 15H requires replacement. The current material was not an ideal specification due to the inherent moisture issues on basement slab and is bubbling in multiple locations. The bubbling creates trip hazards for Veterans using the space for walking and other rehabilitation activities.
OBJECTIVES
To provide and install new rubber based resilient tile flooring and wall base for the Main Physical Therapy Area. Project will include demolition and disposal of existing homogenous sheet flooring, flooring prep, transition strips to adjacent spaces, and installation of new rubber-based tile flooring and wall base. In the current space, there is an inset walking track design that is delineated with a contrast flooring color – this will be templated and replicated in the new flooring design. This is a clinical area and will require a basic 2 phase schedule, and potentially off-hour work, to allow for minimal disruptions.
PERIOD OF PERFORMANCE Once approved and ordered; the material has a lead time of 6-8 weeks. Installation phasing diagram and schedule to be provided by contractor for approval by VA. Installation to occur during normal working hours (7:00am-4:30pm) unless subsequently requested and authorized by VA. Work to be scheduled to be performed in December 2026 or January 2027 per end user’s request. 180 Calendar Days PLACE OF PERFORMANCE Castle Point, NY – Building 15H; PT Clinic Main Therapy Area and Corridor (H-046); see drawings provided.
PRODUCT REQUIREMENTS/SPECIFICATIONS:
**Please refer to drawings provided for detailed measurements and phasing areas.
Samples for approval to be provided to VA Interior Designer for approval prior to order.
All materials needed for removal of existing flooring and installation of new product are to be included in proposal; including but not limited to glue adhesive, transition strips, and finishing materials.
5500 Square Feet (plus overage) of equal/equivalent to: Mohawk Original Hero Rubber. Colors TBD.
Proposed Field: 738 Dream;
Proposed Inset Track: 565 Navigate.
Size: 24x24””; 4mm Total Thickness;
Made in the USA.
600 Linear Feet (plus overage) of complementary Wall Base equal/equivalent to: Mohawk Elemental Edges.
Samples for field, inset track contrast, and wall base to be provided to VA Interior Designer for approval prior to order.
Glue-down adhesive suitable for the above amount of material is required for this product.
Demolition/Disposal, Floor preparation, and Installation to be included. Dumpster to be provided by Contractor. VA personnel will be responsible for movement of existing PT equipment to facilitate installation.
Security: Contractor employees are required to pass a background investigation prior to being allowed to work. This will involve completing background investigation paperwork on an account created by an e-mail link after being fingerprinted. Prior to being fingerprinted standard forms, subject to periodic updates, must be sent to the COR that involves transmission of personnel information, i.e. social security numbers. Follow up RFIs (Request For Information) from the COR are common. Since the exchange of such information may include a request for passport, work visa and green card etc., which is private and confidential, all transmission of such material to the COR must be encrypted with standard adobe pdf security. Alternatively, documentation may be hand delivered to the COR. Processing a clearance typically takes from 1 to 4 weeks depending on various unique circumstances. All paperwork submitted to the COR must be typed and signed in ink when signature is required. Prospective workers may go for fingerprints at remote VA locations and other federal facilities after being sponsored locally by the facility. Scheduling these appointments is the prospective employee’s responsibility. More detailed guidance will be provided by the COR and current up to date internet links will be provided.
Delivery: Contractor will receive and be responsible for handling materials prior to installation. VA will not be responsible for storing materials. Any overage will be returned to the VA for future repairs.
Autodesk Build Construction contractors and A/E design firms, selected by award to perform work at VISN 2 VA facilities, are required to utilize VISN 2 Autodesk Build Construction management platform, also called Autodesk Construction Cloud (ACC). Access to the platform and training portal will be provided by VISN 2 through project Contracting Officer Representative (COR) at no cost for the duration of the project. Autodesk Build is the management and collaborative environment that VISN 2 uses for all its Non-Recurring Maintenance (NRM), Minor Program projects, Feasibility Studies, Commissioning and Retro-Commissioning contracts. There is no user, license, or subscription fee to the contractor for using this cloud-based platform.
Contractor shall accomplish and complete the following tasks upon award of contract:

The contractor shall only use the ACC platform for contract required submissions, official project correspondence to be acknowledged, reviewed, and actioned by the responsible party. No additional time shall be added to the contract, nor an increase in contract amount provided for the contractor’s failure to utilize the ACC platform as the project’s official communication and collaboration system. Any correspondence out of platform shall not be the governing authority contradicting direction and will be at the contractor’s expense. Official project correspondence and collaboration include but not limited to: RFIs, submittals, schedules, shutdown requests, actionable tasks, reports, testing, safety inspections, photos, and site surveys.
