About this file

This is an amendment to a previous combined solicitation extending the response deadline and providing answers to vendor questions regarding fire alarm service procurement. The Department of Veterans Affairs Network Contracting Office is seeking maintenance, repair, and testing services for fire alarm systems at three New York locations: Brooklyn VA Medical Center, New York VA Medical Center (Manhattan), and St. Albans Community Living Center. The original response deadline of 4:30 PM ET on Tuesday, June 9, 2026, has been extended to 1:00 PM ET on Wednesday, June 10, 2026. The solicitation number is 36C24226Q0619 with NAICS code 561621 (Security Guards and Patrol Services) and PSC J063. The contracting office is located in Buffalo, NY (zip code 14215), with the point of contact being Contract Specialist Christopher Weider.

The amendment addresses vendor inquiries regarding system documentation, equipment specifications, and maintenance responsibilities across the three facilities. Key clarifications include: only PDF drawings are available (no CAD files); riser drawings exist for Brooklyn and Manhattan but not St. Albans; the contractor is responsible for field verification of existing layouts; annual smoke-control interface testing and fire pump supervisory testing are the contractor's responsibility; equipment quantities have been corrected (Manhattan's detectors were previously listed twice); and the contractor must support both EST-3 and EST-4 Edwards fire alarm systems simultaneously at St. Albans, though only authorized Edwards vendors can access EST-4 programming. The contractor will also be required to participate in EST-4 migration acceptance testing. All batteries at St. Albans require replacement, and critical area access will be coordinated with the Contracting Officer's Representative and site point of contact.
