About this file

This is an Amendment/Modification of Solicitation (SF 30 form) issued by the Department of Veterans Affairs Network Contracting Office in Buffalo, New York, dated May 27, 2026, for solicitation 36C24226Q0595. The amendment addresses vendor questions regarding medical gas systems preventative maintenance and testing services at the VA New York Harbor Healthcare System, encompassing three campuses: Brooklyn VAMC, Manhattan VAMC, and St. Albans CLC.

The amendment clarifies and modifies the original Statement of Work by providing specific answers to eight vendor inquiries. Key revisions include: (1) confirming that quarterly preventive maintenance sections requiring medical gas inspection are quarterly services; (2) amending particulate testing requirements to 25% of zones rather than all zones, with specified minimum testing quantities (Brooklyn: 14 zones minimum for Medical Air and 14 zones for other systems; Manhattan: 18 zones minimum; St. Albans: 2 zones minimum); (3) relocating dental air and vacuum system requirements from quarterly to annual testing sections; (4) consolidating and clarifying oxygen, nitrogen, and nitrous oxide system particulate testing to 25% of zones; (5) confirming Brooklyn VAMC Master Alarms are within scope; and (6) adding a new annual inspection and testing requirement for articulating booms with flexible medical gas hoses and connectors at Brooklyn VA (10 booms with 8 gas outlets each), requiring ASSE 6030/6040 certified personnel. The amended SOW replaces the original version included in the solicitation.

Christopher Weider Contracting Officer

1. Sections 4.1.1.1 through 4.1.1.14 (excluding 4.1.1.3) appear to describe standard annual Medical Gas Inspection (MGI) requirements; however, they are listed under Quarterly Preventive Maintenance. Could you please confirm whether these services are required quarterly or annually?

Ans: Quarterly

2. Sections 4.1.1.2 bullets 2 and 3 reference particulate testing for each zone. Particulate testing is generally conducted following a pipeline breach, verification activity, or suspected contamination event rather than during routine MGI services. While we can include quarterly particulate testing, this would substantially increase pricing. Additionally, current documentation does not provide enough detail to accurately determine the number of zones requiring testing.

Ans: 4.1.1.2. is hereby amended to read:

Test Medical Air system gaseous purity. (Oxygen Concentration, Gaseous Hydrocarbons, Liquid Hydrocarbons, Carbon Monoxide, Carbon Dioxide, etc.).

· The Contractor shall perform particulate contamination testing in accordance with NFPA 99 using a 0.45-micron filter device on twenty-five percent (25%) of all medical gas zones at the outlet most remote from the source. Based on the current inventory, Brooklyn VAMC has fifty-four (54) Zone Valve Boxes and requires testing of a minimum of fourteen (14) zones, and Manhattan VAMC has seventy-one (71) Zone Valve Boxes and requires testing of a minimum of eighteen (18) zones. If any tested outlet fails particulate testing requirements, testing shall be expanded to all remaining zones.

3. Sections 4.1.2.1 through 4.1.2.6 also appear consistent with standard annual MGI requirements but are listed under Quarterly Preventive Maintenance. Please clarify whether these services are required quarterly or annually.

Ans: Section 4.1.2. is hereby amended to read:

Medical Surgical Vacuum System Pumps and Compressors

4.1.2.1. Pumps and compressors shall be maintained during quarterly PM’s.

· Contractor shall test compressor run times and efficiency.

· Test check valves, check inlet filters, check rotation, check dryer valves and check torque belt.

· Test dewpoint and monitor sensor.

· Test auto drains, volts, amps and alternation.

Section 4.2.5. is hereby added to the Annual Testing Requirements:

4.2.5. Medical Surgical Vacuum System:

4.2.5.1. Test area alarms for proper pressure switch location and alarm function

4.2.5.2. Test each Vacuum inlet for available flow rate SCFM

4.2.5.3. Test operational pressure tests at each station outlet/inlet

• Test each Vacuum inlet for proper function, identification, adaptation, and mechanical integrity.

• Identify leaking/malfunctioning inlets

• Identify inlets delivering substandard vacuum/flow rate

4.2.5.4. Test all Vacuum zone valves for proper function, identification, and mechanical integrity

4.2.5.5. Check Vacuum system components for proper installation (i.e.: Brazing, Labeling, Hanging, etc.).

4.2.5.6. Check for crossed lines.

4. We respectfully request the same clarification for Sections 4.1.3 and 4.1.4 regarding quarterly versus annual performance requirements.

Ans: Sections 4.1.3. and 4.1.4. and all subsections contained within are hereby removed from Section 4.1. (Quarterly Preventative Maintenance) and relocated to Section 4.2. (Annual Testing) as Sections 4.2.6. Dental Air System and 4.2.7. Dental Vacuum System.

5. Section 4.2.1.3 references particulate testing for each Oxygen zone. Please confirm whether this testing is required for every zone.

Ans: Section 4.2.1.3. is hereby amended to read:

The Contractor shall perform Oxygen particulate contamination testing using a 0.45-micron filter device on twenty-five percent (25%) of Oxygen zones at the outlet most remote from the source. Manhattan VAMC: 71 zones (18 minimum), Brooklyn VAMC: 54 zones (14 minimum), and St. Albans CLC: 8 zones (2 minimum).

6. Section 4.2.2.1 references particulate testing for Nitrogen systems. Please clarify whether testing applies to each zone or a single representative sample.

Ans: Section 4.2.2.1 is hereby amended to read:

Test area alarms for proper pressure switch location and alarm function

· The Contractor shall perform Nitrogen particulate contamination testing using a 0.45-micron filter device on twenty-five percent (25%) of Nitrogen zones at the outlet most remote from the source. Manhattan VAMC: 71 zones (18 minimum), Brooklyn VAMC: 54 zones (14 minimum), and St. Albans CLC: 8 zones (2 minimum).

7. Section 4.2.3.2 references particulate testing for Nitrous Oxide systems. Please clarify whether testing applies to each zone or a single representative sample.

Ans: Section 4.2.3.2. is hereby amended to read:

Test Nitrous Oxide system for concentration

· The Contractor shall perform Nitrous Oxide particulate contamination testing using a 0.45-micron filter device on twenty-five percent (25%) of Nitrous Oxide zones at the outlet most remote from the source. Manhattan VAMC: 71 zones (18 minimum), Brooklyn VAMC: 54 zones (14 minimum), and St. Albans CLC: 8 zones (2 minimum).

8. We also noted that Brooklyn VAMC Master Alarms do not appear to be included in the equipment list. Please confirm whether this equipment should be included within the scope.

Ans: Yes

9. We respectfully recommend considering the addition of Boom (Flexible Hose) Inspections. We noted references to boom outlet types at Brooklyn VAMC.

Ans: Agreed.

Section 4.2.8. is hereby added and reads as follows:

4.2.8. Boom (Flexible Hose) Inspection, Testing, and Maintenance

4.2.8.1. Brooklyn VA has 10 articulating booms with 8 gas outlets per boom.

4.2.8.2. The Contractor shall perform annual inspection, testing, and preventative maintenance of all articulating booms and associated flexible medical gas hoses/connectors in accordance with NFPA 99, NFPA 70, OSHA requirements, Joint Commission standards, manufacturer recommendations, and applicable VA/VHA directives.

· Inspect flexible hoses/connectors for leaks, wear, cracking, corrosion, kinking, and deterioration.

· Verify secure hose connections and proper gas-specific indexing.

· Test all boom-mounted outlets for proper pressure/vacuum, flow, identification, and mechanical integrity.

· Verify proper boom articulation, movement, and mounting/support integrity.

· Leak test hose assemblies and fittings under operating pressure.

· Verify outlet labeling and alarm functionality, where applicable.

· Document deficiencies, repairs, and corrective actions in the inspection report.

· All work shall be performed by ASSE 6030/6040 certified personnel and coordinated with the COR and facility staff.
