About this file
This document is an Amendment to a Previous Combined Solicitation for FY26 Services related to Lockout/Tagout (LOTO) and Electrical Control Procedures (ECP) at the Western New York (WNY) Veterans Affairs Medical Centers.
The Department of Veterans Affairs, RPO East Contracting Office in Bath, New York (Contracting Officer: Nathan Northrup, nathan.northrup@va.gov) is seeking services under solicitation number 36C24226Q0539 for a base year plus four option years. The response deadline has been extended to Tuesday, June 30, 2026, at 12:00 PM Eastern Time. The set-aside is Service-Disabled Veteran-Owned Small Business (SDVOSBC), with Product Service Code R425 and NAICS Code 541330. Work will be performed at Buffalo VA Medical Center (3795 Bailey Avenue, Buffalo, NY 14215) and Batavia VA Medical Center (222 Richmond Avenue, Batavia, NY 14020). The amendment addresses six vendor questions and provides clarifications on key contractual requirements: (1) the contractor will utilize available VA-provided equipment data but must conduct field surveys for complete inventory; (2) the contractor establishes and maintains the Brady Link360 account with VA having administrative access during option years; (3) live electrical work is restricted to extreme situations with Engineering Leadership approval and requires NFPA 70E-qualified personnel, with VA staff performing all equipment shutdowns and disconnects; (4) lead contractor staff will receive PIV cards for facility access with limited VA escort availability (maximum two at Buffalo, one at Batavia); (5) the COR review process begins with example procedures for each utility source, followed by shop reviews and corrections before loading into Brady Link360; and (6) all procedures must be laminated with 10 mil anti-UV lamination, with energy magnitude required only on LOTO procedures, not on all lockout-point labels. The revised Statement of Work (SOW Revision 1) is attached to this amendment, and all other terms and conditions remain in effect.

DESCRIPTION
The purpose of this amendment is to answer vendor questions/requests for information pertaining to solicitation 36C24226Q0539 and revise SOW where necessary (revisions in yellow). The secondary purpose is to extend by two (2) business days for review of this amendment. Quote submissions shall now be submitted on or before Tuesday, June 30th, 2026, 12:00pm EST. See vendor questions below with Government answers in red. See attached SOW revision one (1).
1. Government-furnished equipment data: Will VA provide equipment inventories, EE numbers, CMMS exports, existing LOTO procedures, as-built drawings, one-lines, utility drawings, or location lists, or should offerors assume the full covered-equipment inventory must be generated through contractor field survey?
a. The Batavia & Buffalo facilities are willing to share any data we have available to assist in the creation of the LOTO program. We may not have everything that is sought, but the Contractor is welcome to utilize what we have.
2. Brady Link360 account, QR links, and data ownership: Please confirm whether the contractor should establish a new Brady Link360 account or configure an existing VA account. Please also confirm who will own and administer the account, procedures, QR links, photos, and exports after base-year completion and during option-year performance.
a. The Contractor will be responsible for creation and renewal of the required Brady Link360 account subscriptions. In the ensuing option years, per section B.3.6.K.1-2, the Contractor shall be responsible for reviewing and updating all procedures, links, photos, and exports in the Brady Link360 account. The facilities will require individual(s), TBD, to also have administrative access to the account to make any required changes.
3. Electrical/live-work boundary: The SOW states that electrical shutdowns may not be feasible and work may have to be conducted live. Please confirm whether the contractor is expected to perform any energized electrical work or operate/expose electrical equipment, or whether VA qualified personnel will operate/expose equipment while the contractor observes, documents, photographs, and develops ECPs.
a. Live work would only be conducted in an extreme situation. Before this activity could take place, Engineering Leadership must approve the work. The Contractor employee involved is required to be fully qualified per NFPA 70E standards.
Contractor staff will not be allowed to operate or expose electrical equipment, shutdowns, and operation of disconnects can only be performed by VA Electrical Staff, or other 70E qualified VA staff members.
4. Site access, escorts, and concurrent work: Please confirm expected VA escort availability, whether multiple contractor teams may work concurrently across buildings or campuses, and whether escorts will be available during approved evening, weekend, or shutdown windows.
a. The plan is to have lead Contractor staff issued PIV cards so they will have access to the areas of concern. For certain areas we will provide an escort but the number of escorts we can provide will be limited in number. Up to a max of 2 for the Buffalo location and 1 for Batavia.
5. COR review and approval workflow: Please define the expected review/approval process for draft procedures, including preferred batch size, expected Government review time, number of review cycles, and when a procedure is considered approved for printing and installation.
a. To start, the facilities shall be provided an example of each type of LOTO procedure for each source of utility (Water, Steam, Electrical, HVAC, Industrial Machinery, etc.…) Once the format and information are acceptable the contractor shall produce the draft procedures for each device. The respective shops will then review for accuracy and completeness. This process my take some time to accomplish as reviewing the procedures will be secondary to ensuring the medical facilities remain operational and all required maintenance is being performed. After review and any corrections are made the procedures shall be loaded into Brady Link360.
6. Material/specification conflicts: Please confirm the required lamination thickness/specification. The SOW references anti-UV 5mm lamination, the deliverables section references 10 mil lamination, and the sample image references 5 mil anti-UV lamination. Please also confirm whether energy magnitude is required on all lockout-point labels.
a. The procedures shall be laminated with 10 mil anti-UV lamination. The energy magnitude does not need to be included on all lockout-point labels only on the LOTO procedures. SOW will be revised and attached to amendment.
All other terms and conditions remain in full force and effect.
See attached document: Final SOW - Rev 1.
