About this file

This is an amendment to a previous combined solicitation (Amendment 0002) issued by the Department of Veterans Affairs Network Contracting Office for water quality management services at the VA New York Harbor Healthcare System. The solicitation number is 36C24226Q0399, with a response deadline of April 9, 2026 at 3:00 PM Eastern Time. This RFQ is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBCs) and uses NAICS code 541380 with a small business size standard of $19.0 million.

The amendment addresses vendor inquiries regarding the scope and pricing structure of required services. Key clarifications include: cooling tower cleaning and disinfection are included and detailed in Section B.8 of Appendix B; monochloramine system installation services are bundled with equipment costs (line item 4007, base period); the vendor retains ownership of monochloramine systems and bears full responsibility for continuous operation per SOW Section 7 Paragraph A; dental waterline testing is priced quarterly with initial samples and resampling included; sterile processing testing is priced per cycle with resampling included; no Form 1449 will be provided as this is a combined synopsis/solicitation only; and the Class C certified operator license requirement and NYCDOH Water Treatment Operator certification have been removed from technical requirements. The amendment also confirms that the VA will supply water fountain filters and that Brooklyn Retherm units are included in the requirement across all three VA campuses (Manhattan, Brooklyn, and St. Albans).
