About this file

This document is an Amendment to a Combined Solicitation for a Boiler Plant Upgrade project at the Northport VA Medical Center in New York. The Department of Veterans Affairs is seeking a Service-Disabled Veteran-Owned Small Business (SDVOSB) to perform a comprehensive boiler plant renovation, with a project magnitude between $20 million and $50 million. The solicitation (36C24225R0045) is for a firm-fixed price contract with a 1,092-calendar-day completion timeline, set to begin after the Notice to Proceed.

The project involves complex phased construction, including installing temporary boilers, demolishing existing systems, constructing a replacement steam generation system, and renovating the boiler plant building. Key requirements include maintaining hospital operations throughout construction, integrating with an existing Combined Heat and Power Plant, and implementing strict safety and coordination protocols. The solicitation is 100% set-aside for verified SDVOSBs, with a response deadline of July 9, 2025, at 11:00 Eastern Time. Offerors must demonstrate technical capability, past performance in hospital environments, and provide a detailed project schedule, with the government using a best-value tradeoff source selection approach.

Response to RFI #2

1. Although the scope is quite clear on mostly all the points, there are a few that are missing. Usually, the missing information is on one of the Schedules on the drawings, but much to our surprise, there was not schedule for the Water softener to be found. Therefore, please advise if you can provide the following information to provide a fully compliant softener.

a.Softener tank diameter
b.Resin qty per tank
c.Regeneration valve size
d.Overall pipe size
e.Meter size and qty (Could be either one or two)

Answer: Refer to Drawing P501 for the Water Softener Triplex Detail which shows the details requested. Refer to Drawing P601, Equipment Schedule which has the Schedule for WS-1 (Water Softener/Triplex).

2. We respectfully request that the Government allow for the submission of CPARS in lieu of PPQs if a CPARS evaluation exists for a project. The reason being is that some of our project POCs (with knowledge of our actual performance on particular projects) have either moved on to other agencies or have retired. Additionally, we have been told from some of our other project POCs that they will not complete PPQs if a CPARS evaluation exists. Is the Offeror permitted to submit CPARS in lieu of PPQs?

Answer: Yes, CPARS will be an approved alternate for PPQ’s.

3. Regarding Evaluation Factor 2 - Contractor's Past Performance: The RFP currently requests that offerors provide "three (3) previous similar contracts within the past three (3) years" with similar scope, size ($20M–$50M), and performance in an active medical center environment. Given that complex VA Boiler Plant projects of this magnitude are somewhat infrequent — and the SDVOSB NAICS 236220 size limitation further restricts the contractor pool — we are concerned that the current 3-year window may inadvertently limit the Government's ability to evaluate the most relevant and qualified firms with proven experience in this highly specialized sector. Our team, for example, has successfully completed numerous large VA Boiler Plant projects over the past 7 years, many of which align perfectly in scope, complexity, and environment — yet would fall outside the current 3-year look-back. To ensure that the Government is able to fully evaluate qualified SDVOSB firms with highly relevant VA Boiler Plant experience, we respectfully request that the "within the past 3 years" requirement be revised to "within the past 7 years," which is consistent with typical federal practice for complex construction past performance. We believe this would strengthen the quality of competition and provide the VA with the best opportunity to select the most experienced and capable partner for this critical project.

Answer: The “within three (3) years” requirement for past performance is revised to “within six (6) years”.

4. Regarding Evaluation Factor 2 - Contractor's Past Performance: Please advise if the projects the Offeror is to submit are to be 100% completed, substantially completed, and/or ongoing. If ongoing is permissible, please advise on the minimum project progress percentage to qualify.

Answer: Past performance information is for the 100% completion of performance of the evaluated contract.

5. Regarding Amendment 1's answer to RFI #1's request for the SF 1442: The "S02_Construction Cost Breakdown Sheet" is not the SF 1442. We respectfully request that the Government provide us with the SF 1442 for this Solicitation. The SF 1442 is the official Solicitation, Offer, and Award document that the Offeror is to sign and submit with their RFP. It further allows the Offeror the ability to formally acknowledge Amendments.

Answer: When using the combined synopsis/solicitation procedure, the SF1442 is not used for issuing the solicitation. Offerors are directed to use the "S02_Construction Cost Breakdown Sheet" that is attached with the combined synopsis.

6. Regarding Amendment 1, an SF 30 was not issued with the Amendment. Please provide as soon as possible. Without an SF 30 (and an SF 1442) the Offeror does not have a formal way to acknowledge Amendments.

Answer: The SF 30 may be used at the discretion of the contracting officer. When using the combined synopsis/solicitation procedure, the SF30 will not be used for amendments. Instead, amendments to the combine synopsis shall be publicized in the same manner as the initial synopsis. Offerors are directed to included one (1) signed copy with their proposal of each amendment published to sam.gov for the purpose of acknowledging receipt.
