About this file
This document is an Amendment (0002) addressing vendor questions for Solicitation 36C24225Q0447, which concerns station-wide generator maintenance at the Canandaigua VA Medical Center. The amendment clarifies key details about load bank testing for the 500kW Cummins generator located in Building 12, confirming that only this single generator requires testing. Vendors are responsible for providing their own load bank equipment, high-voltage electrician, and transformer for step-down testing, with no VA-provided support for these services.
The underlying solicitation is a firm fixed-price contract for annual full service, inspection, load bank, and fuel testing of six generators, set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contract covers a base year from 04/01/2025 to 04/31/2026 with four option years, using NAICS code 811310 and a $12.5 million size standard. Quotes are to be submitted to Contracting Officer Taylor Richter, with specific requirements including obtaining generator serial numbers from Section B.3.4 of the Scope of Work and coordinating all testing logistics independently.

The purpose of this amendment is to answer vendor questions pertaining to Solicitation 36C24225Q0447.
1. The scope appears to indicate that only one generator—the Cummins 500kW unit—is required to undergo load bank testing. Another contractor on site referenced potential testing of the 1MW CAT generator, but our reading of the solicitation does not support that. Could you please confirm whether: Items a) and b) under B.3.5 Item 3 are both referring to the same 500kW Cummins generator? There is only one (1) generator requiring load bank testing. It is the 500kw Cummins located in Building 12.
2. If load bank testing is indeed only required for the 500kW Cummins unit, that simplifies the logistical requirements. However, we would still need to coordinate:
a. Rental of the appropriate load bank equipment (4160V power potentially ~$18k/day high dollar cost rental single day event) This is the responsibility of the vendor.
b. A third-party high-voltage qualified electrician for hookup and disconnect if one is not provided. A third-party electrician is not provided by VA. This is the responsibility of vendor.
3. To plan accordingly, could you please confirm the following for the Cummins 500kW generator located at Building 12, South End:
· Where will the cable tie-in point be? The tie in point is in the same room as the generator located in Building 12.
· What is the proximity of this tie-in point to the generator? The tie in point is in the same room as the generator in Building 12.
· Will a VA-provided or on-site high-voltage qualified electrician be available to assist with the cable hookup and disconnection? An electrician is not provided by VA. This is the responsibility of the vendor.
4. To properly do the annual services, we would need the actual Engine Serial Numbers on the generators. All serial numbers are located in Section B.3.4 Table 1 of the Scope of Work (SOW).
5. Are there any additional documents with information on the Generators? Gen’s may have whatever ever engine the mfg. had access to at that time, so we need this info in order to make sure we have all the supplies needed. There are no additional manuals/ documents.
6. For the Load Bank Testing of the Cummins unit since it is 4160V unit a step-down transformer is required to load bank the unit since the load banks are 480V. Does the VA have an electrical contractor they normally contract with that we could work with to hook up the transformer for the testing every three years? Otherwise, additional charges would need to be included. The VA does not have a contractor they normally contract.
