ANSWERS TO SUBMITTED QUESTIONS:

QUESTION #1:

List of equipment using DI water and number of sinks?

ANSWER #1:

• 6 sinks

• 3 washer disinfectors

• 2 ultrasonic machines

• 3 Medivators

QUESTION #2:

Estimated number of cycles run per day for each piece of equipment?

ANSWER #2:

On a regular day washer disinfector is ran about 7-10 cycles per day and that’s only for one

Washer Disinfector and we have 4x so multiply by 4. Also, on a daily basis, majority of the instruments that we receive from the OR is rinsed using RO water in the sink. The trays differ by the amount of cases of the OR in a day which can range from 15-40 trays that needs RO rinsing in sink before sending to the washer disinfector.

QUESTION #3:

Does the hospital run SPD 24hours, or is there a break period?

ANSWER #3:

No, only till 11pm and on call calls on weekends and Holidays for emergencies.

QUESTION #4:

Who will provide the loop, and what material do you expect to run this in?

ANSWER #4:

The distribution loop is existing (PVC piping)

QUESTION #5:

Do they require a separate softener to supply utility water?

ANSWER #5:

No, city water does not need softening for utility water. The RO system will need an inline softener as specified.

QUESTION #6:

Does the redundant system need to be a full N+1 unit, or will straight pass DI with recirculation meet this requirement and how will this be better defined so everyone is bidding apples to apples?

ANSWER #6:

The redundant system would need to only feed two washer-disinfectors since the sinks would utilize “hand washing” in that situation.

QUESTION #7:

After looking at the equipment list, we may need to adjust the required 30gpm distribution. Can we assist in providing full specification documentation for this system based on the required instrumentation?

ANSWER #7:

Specs for washer disinfectors are attached. The other sources of demand would be the sinks and caviwave (much lower demand)

QUESTION #8:

When the old system is to be removed, where does the customer expect the temporary replacement system to be placed? Should we plan to place it outside the existing purified water system room? Or in the SPS area?

ANSWER #8:

The vendor may utilize the corridor adjacent to the existing water treatment room (Room G511 on the floor plans provided). The temporary system must leave 4’ minimum clearance in the corridor.

QUESTION #9:

What is the height designated water system room?

ANSWER #9:

The room dimensions are Height - 95 1/8 inches; Height with slab – 91 ¾ inches; Door height –

83 inches; door (width) – 42 ¾ inches; wall to wall (length) – 129 ½ inches; Wall to wall (width) –

100 3/8 inches.

QUESTION #10:

The solicitation says vendor must provide final electrical and plumbing connections. Can you confirm this is correct? If so, can you provide the power utilities available to the purified water room?

ANSWER #10:

The vendor must complete the connections. VA plumbers and electricians will be available but only on a consultative basis. Power available is 125V/20A and 3-Phase/100A.

QUESTION #11:

Even though vendor is responsible for all system maintenance an uptime, can we assume the

VA hospital staff can support (with proper training) the resetting of standard alarms that may occur?

ANSWER #11:

Yes.

QUESTION #12:

Section G (Bacteriological Sampling), Item 10 required lab analysis to begin within 8 hours of sample collection per AAMI. Our understanding of AAMI sampling procedures suggests this isn’t required. If we follow standard bacteriological sampling procedures and best practices, but don’t adhere to the 8-hour requirement listed in the specification (based on our understanding of acceptable sampling procedures for AAMI ST108), please confirm that will be acceptable.

ANSWER #12:

Yes, that is acceptable.

QUESTION #13:

The start date for the new contract appears to be February 2025. Can this start date be pushed back a month or two based on availability of the new rental/leased equipment?

ANSWER #13:

No.

QUESTION #14:

The scope of work suggests that our monthly pricing proposal must include any supplemental and emergency services as needed to keep the system in compliance with the water quality standards of ST108. However, the “Price/Cost” schedule appears to break out additional services (like additional water sampling/testing visits, emergency service calls, OT emergency services calls, and additional sanitizations), suggesting these would only be billed if used. Which approach should be use for our proposals?

ANSWER #14:

Any (if needed) pricing will not be included in a vendor’s submitted total cost, however, if there are any emergencies for water quality not meeting ST108 compliance standards at the user end point, then predetermined if-needed pricing would be utilized.

QUESTION #15:

SOW Section A states that “The system must have a built-in means of redundancy, such that the backup system can be operated should the primary system be out of service.”

Does this need to be a system that is able to support all specified equipment in the department or can it be a smaller system for providing to a smaller subsection of equipment?

ANSWER #15:

The redundant system is required to support two (2) of the three (3) existing washer-disinfectors only.

QUESTION #16:

SOW Section A states that “The system must have a built-in means of redundancy, such that the backup system can be operated should the primary system be out of service.”

Is there a space to be made available for an additional critical water system? If so, what are the dimensions, door sizes, etc.? If not, is there an alternate plan to house an additional critical water system? If so, what is this plan?

ANSWER #16:

Adequate on-site space for storage of the redundant system will be allocated. If needed, the vendor shall deploy and install the system within 24 hours of notification by the VA.

QUESTION #17:

SOW Section B states “the vendor must install and operate a temporary critical water system meeting all contract requirements until vendor’s permanent system can be installed.”

Is there a location available to house a temporary water system during the time which the old system is being replaced? If so, what are the dimensions, door sizes, etc.? If not, is there an alternate plan to house the temporary critical water system? If so, what is this plan?

ANSWER #17:

The vendor may utilize the corridor adjacent to the existing water treatment room (Room G511 on the floor plans provided). The temporary system must leave 4’ minimum clearance in the corridor.

QUESTION #18:

SOW Section B states “the vendor must install and operate a temporary critical water system meeting all contract requirements until vendor’s permanent system can be installed.”

What, if any, time would be acceptable for a planned shutdown of the old system to install the new system which would avoid the need for additional equipment (accelerated exchange of systems)?

ANSWER #18:

The planned shutdown must be coordinated with the VA and shall not exceed 72 hours.

QUESTION #19:

SOW Section C.3 states “System dimensions must within the 12’ x 15’ room designated.”

Can you confirm the room dimensions, door locations, and ceiling heights with a CAD or blueprint?

ANSWER #19:

Room dimensions designated on SOW are changed from 12’ x 15’ to: Height - 95 1/8 inches;

Height with slab – 91 ¾ inches; Door height – 83 inches; door (width) –42 ¾ inches; wall to wall

(length) – 129 ½ inches; Wall to wall (width) – 100 3/8 inches.

See also attached floor plans.

QUESTION #20:

During the site visit it was found that there are concrete pads currently in place under all pre-existing water treatment equipment. Can you provide this floor layout in detail so it can be determined how it may need to be reused and/or to provide us with the details needed to determine the scope of changing these concrete pads?

ANSWER #20:

See attached floor plans.

QUESTION #21:

SOW Section C.5 states “Vendor must install sanitary water sampling ports at all critical locations including critical water supply and return points, upstream and downstream of RO tank.”

Can the list of equipment / fixtures being provided critical water be supplied to better estimate the scope and cost of additional sample ports?

ANSWER #21:

6 sinks, 3 washer disinfectors, 2 ultrasonic machines, and 3 Medivators.

QUESTION #22:

SOW Section F.1 states “The contract includes all water quality testing as required and stipulated by AAMI ST 108.”

The supplied Table 1 has no provision for steam condensate sampling or testing. Since this is required in ANSI/AAMI ST108, is this being added as part of the scope of this solicitation?

ANSWER #22:

No, steam condensate sampling is not part of the solicitation.

QUESTION #23:

The supplied Table 1 has only 3 samples per quarterly event for utility water (pH, Conductivity, Total Alkalinity, Total Hardness, and TOC) which appears not to include all points of use stipulated by Table 6 in ANSI/AAMI ST108. Can you confirm these are not to be included in the scope of this solicitation or provide an expanded testing plan?

ANSWER #23:

There is no change to the testing plan in the solicitation.

QUESTION #24:

During the site visit it was noted that the department has several HLD (Medivator AERs) units.

There doesn’t appear to be sampling requirements in this solicitation to check for utility water bacteria or endotoxin per Table 2 in ANSI/AAMI ST108. Are these to be added in the scope?

ANSWER #24:

There is no change to the testing plan in the solicitation.

QUESTION #25:

Table 1 of the solicitation lists 12 samples per event for critical water sampling of HPC and

Endotoxin. The site visit indicated the number may not be sufficient for all points of use.

ANSWER #25:

The number of samples required is included in the solicitation; specific sampling sites will be reviewed and confirmed via a walkthrough following award.

QUESTION #26:

What equipment is being fed (make/model of any washer)?

ANSWER #26:

Per SPS: 6 sinks, 3 washer disinfectors, 2 ultrasonic machines, and 3 Medivators.

QUESTION #27:

What is the diameter and length of the recirculating loop that is in place that we are to feed?

ANSWER #27:

The length of the loop is approximately 150 linear feet with a diameter of 1 ½”.

QUESTION #28:

What is the number of drops and what we are feeding at each drop – and how often they are being used (amount of time or amount of water)?

ANSWER #28:

Per SPS: On a regular day washer disinfector is ran about 7-10 cycles per day and that’s only for one Washer Disinfector and we have 4x so multiply by 4. Also, on a daily basis, majority of the instruments that we receive from the OR is rinsed using RO water in the sink. The trays differ by the amount of cases of the OR in a day which can range from 15-40 trays that needs

RO rinsing in sink before sending to the washer disinfector.
