About this file

This document is a Request for Information (RFI) No. 008 from the Department of Veterans Affairs Buffalo VA Medical Center regarding black mastic at radiator locations and demolished pipes. The RFI addresses potential asbestos-containing material (ACM) discovered during a renovation project, specifically a tar vapor barrier on CMU walls behind radiator locations that has been tested and found to be a non-friable ACM coating.

The laboratory test results from EMSL Analytical, Inc. indicate that the black vapor barrier sample from Room 917 contains 5% chrysotile asbestos, while samples from other rooms either showed no asbestos or were inconclusive. The response recommends removing the material per note AA-1 on sheet AA-103, or encapsulating it with paint or a cementitious coat if removal is not feasible. ACM pipe insulation is already designated for removal on the drawings. The RFI is part of a broader abatement and demolition project for Building 1, Room 625B at the Buffalo VA Medical Center, with work to be completed within 21 days of award.

This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received. Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. Estimation of uncertainty available upon request.

This report is a summary of multiple methods of analysis, fully compliant reports are available upon request. All samples examined for the presence of vermiculite when analyzed via NYS 198.1. A combination of PLM and TEM analysis may be necessary to ensure consistently reliable detection of asbestos . Polarized-light microscopy is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. This report must not be used to claim product endorsement by

NVLAP of any agency or the U.S. Government . Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing. NOB= Non friable organically bound; N/A= Not applicable VCM= Vermiculite containing material.

Subject: Black Mastic at Radiator Locations & Demolished Pipe
Refer to specdrawing sheets: AA-102
Information RequestedRow1: Please see attached photo of black mastic found on the existing CMU walls behind each radiator location. Mastic has been tested and indicates ACM. Please advise as this existing condition is not identified per drawing AA-102.

Possible ACM has been identified on previously demolished pipes through the concrete to the 10th Floor. Please see attached photos. It is Welch Construction's opinion that this condition needs to be tested for ACM. Please advise.
