About this file

This document is a third-party air monitoring and clearance report for an asbestos abatement project at the Buffalo VA Medical Center. From August 30, 2023, to January 18, 2024, TRINE Environmental and Aurora Environmental conducted air sampling and project monitoring for asbestos removal activities on the 9th floor C-Wing. The project involved removing approximately 30 radiators, 200 linear feet of pipe chase materials, and 1,100 square feet of floor tile/mastic.

The report confirms that no asbestos or demolition-related dust and debris was observed outside the work areas during final clearance on December 2, 2023, and January 18, 2024. Air sample results were below the Code Rule 56 clearance level of 0.01 fibers/cc, and the project monitors concluded that the areas are acceptable for reconstruction and general occupancy. The work was performed by KASCON, with air sampling and monitoring conducted by certified NY Department of Labor project monitors using negative air pressure containment and proper personal protective equipment.

RE: 9th Floor Abatement 3rd Party Project Monitoring, Air Sampling & Clearance

EXECUTIVE SUMMARY

From August 30th, 2023 to January 18th, 2024 John Rogers of TRINE Environmental, Inc. and Jerry Milne of Aurora

Environmental, Inc, NY DOL certified Project Monitors & Air Samplers, oversaw the construction of two large containments, 5-stage decon units for floor tile/mastic, radiator removal, and TSI abatement activities that occurred on the 9th floor C-Wing

(Phase I & II). Upon completion of floor tile/mastic, radiator removal, and TSI removal, final clearance was conducted.

No asbestos or demolition related dust & debris was observed outside the contained work areas upon final clearance conducted on December 2nd, 2023, and January 18th, 2024.

Based upon the above criteria, demobilization can occur in the Phase I & II areas of the 9th floor C-Wing at the Buffalo VA Medical

Center and is acceptable for reconstruction and general occupancy/use.

PROCEDURES & OBSERVATIONS

1. KASCON erected containment and a 5-stage decon in two large areas.

2. A total of approximately 30 radiators were removed from multiple rooms throughout C-Wing.

3. A total of approximately 200 linear feet (LF) was removed from multiple pipe chases during Phase I & II.

4. A total of approximately 1100 square feet (Sqft) of floor tile/mastic was removed from both large containments.

5. All laborers wore negative pressure high efficiency particulate air (HEPA) filtered half-mask respirators and disposable suits. Up to five (5) negative air pressure devices were used to maintain a negative pressure working environment at or below -0.02 inches of water column to minimize airborne fibers from migrating beyond the Phase I & II work areas.

6. Asbestos waste was double bagged, labeled, and taken to a dedicated asbestos dumpster provided by KASCON. A waste manifest was maintained by KASCON in accordance with Code Rule 56 and will be submitted directly to Mr. Herby.

7. Inside Work Area (IWA) clearance samples results were below Code Rule 56 clearance levels of 0.01 f/cc.

PCM CLEARANCE RESULTS
