2.0 SURVEY INFORMATION
2.1 Asbestos Containing Building Mater ials (ACBM)
The US Environmental Protection Agency (EPA) defines ACBM as those materials that contain greater than 1% asbestos. Laboratory analysis of the suspect materials revealed that the materials sampled and summarized in Table 1.0 have an asbestos content of greater than one percent (1%). Complete analytical results for the materials sampled can be found in Appendix B
Table 1.0A: Asbestos Testing Results Summary: Building 61 Location Material Results Flat Roof Roof Tar 9.60% Chrysotile
Table 1.0B: Asbestos Testing Results Summary: Building 62 No. Location Material Results
None of the suspect materials sampled contain asbestos content of greater than one percent (1%).
The suspect ACBM listed in Table 2.0 below were identified and sampled and confirmed to contain less than one percent (1%) asbestos.
Table 2.0A: Non-Asbestos Containing Materials: Building 61 Exterior Brick Mortar Exterior Window Caulk Interior Plaster Walls Skim/Brown Coat Interior Plaster Ceilings Skim/Brown Coat Interior Window Caulk Drywall Joint Compound Cove Base - Brown Mastic associated with Cove Base Roof Shingle Vapor Barrier Felt Paper

TTI recommends that all identified ACBM that will be directly impacted during the proposed renovation activities be properly removed and disposed of as asbestos containing waste. All ACBM that will not be directly impacted but are within close proximity with a high potential for disturbance, should also be removed and disposed of as asbestos containing waste. Any required abatement activities shall be conducted according to all applicable local, state and federal regulations and be performed by a New York certified and licensed asbestos abatement contractor.
TTI Project No. 21-1742
The roof tar identified on the flat roof of Building 61 was sampled and confirmed to be asbestos containing. This material was not identified on building 62 during the inspection with limited access with the high reach. If roof tar is discovered on building 62 during the renovations, the roof tar should be assumed asbestos containing or bulk sampled to determine the contents of the material.
Any damaged ACBM shall be repaired prior to the start of renovation activities. The damaged materials shall be repaired and or stabilized in a manner that eliminates a potential fiber release. It is recommended that all repair activities be performed by a New York certified and licensed asbestos abatement contractor.
All ACBM identified that will not be impacted during the proposed renovation activities may remain intact and undisturbed within the building. It is recommended that all remaining asbestos containing materials be included in an operations and maintenance (O&M) program. As part of the O&M program, the condition of the remaining materials shall be periodically checked. If any of the asbestos containing materials become damaged, then the appropriate corrective actions must be performed to ensure the safety of the building occupants.
2.2 Lead Based Paint (LBP)
Building components tested at the facility that yielded lead concentrations that were greater than or equal to 1.0 mg/cm2 are summarized in Table 3.0. Additional testing, including paint chip sampling and laboratory analysis, may serve to confirm or deny the presence of LBP on these components. The results of paint chip sampling and analysis are generally considered to be more reliable than XRF readings. A complete summary of all suspect LBP components tested can be found in Appendix C.

The painted surfaces identified within table 3.0 with an XRF reading above 1.0 mg/cm2 do not include all locations of lead painted surfaces within the building. Pre renovation lead screen testing does not require physically test every painted surface within every room of the building. Screen testing includes random sampling of the various testing combinations per functional space representative the painted surfaces distributed throughout the building. Functional spaces are rooms/areas utilized for similar functions such as offices, bathrooms, hallways, stairwells, etc. For example, every windowsill within the building is not tested. If a windowsill XRF result confirms the presence of lead in one office, then it is safe to assume that other similar offices may also contain lead paint on the window sills even though they were not tested with the XRF. The locations included within the table only identify where the positive XRF shots were collected and do not define all locations were lead painted surfaces exist. It is to be assumed that the remaining similar testing combinations in similar functional spaces are lead containing as well.
Most of all exterior painted surfaces tested on the buildings were confirmed to be lead based paint and shall be handled accordingly. Engineering controls shall be utilized and administered when impacting these surfaces to ensure that the surrounding grounds and associated soil are not negatively impacted.
All construction/renovation activities that will impact confirmed and/or assumed lead painted surfaces shall comply with all applicable “Lead in Construction” and “Lead Safe Work Practice” standards. Any such activities shall conform to all applicable, local, state and federal regulations and be performed by qualified and properly trained individuals/contractors knowledgeable of the required work practices and associated engineering controls. It should be noted that Occupational Safety and Health Administration (OSHA) regulations apply to any detectable concentrations of lead in paint.
The renovation contractor shall be responsible to determine the appropriate waste classification prior to disposal of all generated construction debris utilizing Toxicity Characteristic Leaching Procedure (TCLP) sampling protocols. If the containerized waste composite sample result reported is above the US EPA RCRA threshold of 5.0 mg/L, then the waste as containerized and tested must be properly disposed of as hazardous waste. However, if the TCLP samples results document levels below 5.0 mg/L, then the waste as containerized and tested may be disposed of as nonhazardous, non-regulated construction debris.
The contractor shall conform to all applicable local, state and federal regulations while determining the classification of the waste stream as hazardous or non-hazardous. The contractor is required to collect the appropriate number of TCLP samples to be analyzed by a licensed and certified laboratory following EPA Method SW846 1311 TCLP analytical methodology. The regulations require that the TCLP samples be collected of the actual waste as containerized on site prior to its disposal.
Appendix A: General Information and Definitions
1.0 ASBESTOS
1.1 General Information and Definitions
The inspection was conducted in accordance with the guidelines established by the Asbestos Hazard Emergency Response Act (AHERA), as set forth in 40 CFR Part 763 of October 30, 1987, which provides a framework for addressing asbestos in public and private schools. The AHERA guidelines represent the most up-to-date inspection and sampling protocol available, and as such, were utilized while inspecting and sampling this building.
The USEPA defines "Homogeneous Areas" as those areas of surfacing, thermal system insulation, or miscellaneous materials, which are uniform in color, texture, and assumed to be installed at the same time. The suspected ACBM has been categorized into homogeneous areas. This assigned ID number can be used for cross-referencing between each section of the report.
The USEPA requires that bulk samples of suspect ACBM be collected in a manner sufficient to determine whether this material is ACBM. ACBM is any building material, which contains more than 1% asbestos.
Generally, for thermal system areas, three (3) bulk samples randomly taken are required to determine that suspected material is not ACBM. Suspect surfacing materials sprayed or troweled-on may require up to nine (9) bulk samples, depending on area size, to determine whether the material is ACBM.
Samples were taken in sufficient quantity in each Homogeneous Area to reliably determine the presence of asbestos. Analysis of samples collected in conjunction with this report was conducted by the EPA 600/R-93/116 method.
Please note that destructive or exploratory sampling methods were not employed during the survey. In addition, access was limited to certain areas; therefore, TTI made a prudent effort to identify all accessible ACBM included inspection areas within the building.
All accessible materials are assessed and bulk sampled, and therefore, included within this inspection report. Voids above ceilings, behind walls, and beneath floors were not assessed. Therefore, any concealed materials were not bulk sampled. Due to these conditions, a qualified person should continuously oversee all future renovation or demolition activities once they commence. During future renovation or demolition procedures, if a suspicious material is exposed that was previously inaccessible, then all activities in that area of the building shall immediately stop.
1.1.1 Drywall/Wallboard and Joint Compound
To comply with the OSHA asbestos regulation, which requires each individual layer of material be analyzed, wall board and joint compound are analyzed as separate materials. When analyzed as a separate material, if either of these materials is greater than 1% asbestos, OSHA requires the removal of this material to be class II asbestos work. As such, all work that impacts the wall board systems would be abated according to the OSHA asbestos standard. All workers performing the work will have the proper OSHA required training and protective equipment. All work will be performed by complying with the work practices and controls designated by the OSHA asbestos standard.
According to NESHAPS, if joint compound is used only at the joints and nail holes, the material is considered part of a wall board system and a composite sample may be taken. The composite samples of the sheetrock and joint compound may result in the material containing less than 1% asbestos. As such, this material is not considered an ACBM under NESHAPS regulations.
2.0 LEAD-BASED PAINT
2.1 General Information and Definitions
A visual inspection of all painted surfaces was performed and testing of all painted surfaces within the facility was conducted using a portable X-Ray Fluorescence spectrum analyzer (XRF). All testing combinations identified within each functional space of the building was assessed and tested. The condition of all painted surfaces was then documented. In addition, concrete floors, walls, and/or ceilings were tested in case the concrete is to be recycled after renovation.
The XRF used in this inspection was the Thermo Scientific Niton Analyzer. The Niton Analyzer is a spectrum analyzer that provides an on-site lead concentration of a painted surface in milligrams per square centimeter of painted surface (mg/cm2).
The XRF provides the measured lead concentration in weight of lead per unit area. Calibration checks of the XRF were frequently conducted. No paint chip sampling or laboratory analysis was performed as part of the sampling activities. Interior sides of the rooms are identified upon the location of the street relative to the facility. Side A faces the street and goes clockwise to Side D.
The HUD Guidelines define LBP, when analyzed by a portable XRF, as paint with a lead concentration of greater than or equal to 1.0 mg/cm2. It should be noted, however, that Occupational Safety and Health Administration (OSHA) regulations apply to any detectable concentrations of lead in paint.

This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received. Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. Estimation of uncertainty available upon request.
This report is a summary of multiple methods of analysis, fully compliant reports are available upon request. All samples examined for the presence of vermiculite when analyzed via NYS 198.1. A combination of PLM and TEM analysis may be necessary to ensure consistently reliable detection of asbestos. Polarized-light microscopy is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. This report must not be used to claim product endorsement by
NVLAP of any agency or the U.S. Government . Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing. NOB= Non friable organically bound; N/A= Not applicable VCM= Vermiculite containing material.
