The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the Request for Quote (RFQ). However, the small business size standard for a concern that submits a quote, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees if the acquisition—
(1) Is set aside for small business and has a value above the simplified acquisition threshold; or
(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the quoter waives the price evaluation preference; or
(3) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.
(b) Submission of Quotes. Submit signed and dated quotes to the office specified in this Request for Quote (RFQ) at or before the exact time specified. Quotes may be submitted on letterhead stationery, or as otherwise specified in the RFQ. As a minimum, quotes must show—

(2) The time specified in the solicitation for receipt of quotations due no later than Tuesday, October 15, 2024, by 1:00 PM Eastern Time;
(3) The Name, Address, UEI, DUN’s, POC information, and telephone number of the quoter must be provided;
(4) A technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the quoter shall complete electronically);
(9) Acknowledgment Request for Quotation Amendments;
http://acquisition.gov/comp/far/index.html
(10) Quote should include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotes that fail to furnish required representations and certifications, information requested in (1) to (9) and accept the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of Quotes. The quoter agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of quotes. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during testing.
(e) Multiple Quotes. Quoters are encouraged to submit multiple quotes presenting alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each quote submitted will be evaluated separately.
(f) Late submissions, revisions, and withdrawals of quotes.
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—
(A) There is acceptable evidence to establish that it was received at the delivery method as indicted by the Contracting Officer designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(B) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that quotations cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude a notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Issuance of Purchase Order. The Government may issue a purchase order to one or more quoters as identified in the Request for Quote (RFQ). Therefore, the quoter’s initial quote should contain the best terms from a price and technical standpoint. However, the Government may reject any or all quotes if such action is in the public’s best interest. The Contractor understands that the Contracting Officer (CO) may issue a purchase order to other than the quoter with the lowest priced quotation.
(i) Multiple awards. The Government may issue a purchase order for any item or group of items of a quotation, unless the quoter qualifies the quotation by specific limitations. Unless otherwise provided in the Schedule, quotations may not be submitted for quantities less than those specified.
The Government reserves the right to issue a purchase order for a quantity less than the quantity quoted, at the unit prices quoted, unless the quoter specifies otherwise in the quotation.

FAR 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
A written notice of award or acceptance of an offer, mailed, or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The following factors will be used to evaluate quotations:
(1) Technical Capability
(2) Past Performance
(3) Price
(b) Evaluation Approach. The Government MAY evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is accepting alternate quotations.
The evaluation will consider the following:
Factor 1: Technical Capability: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the Statement of Work of the Combined Synopsis-Solicitation and based on the information requested in the instructions to quoters section of the solicitation.
(a) Performance Capability: The Offeror must provide a performance capability of no more than ten (10) pages long. The Offerors capability shall provide sufficient information (detailed) regarding the Offerors capability on how they intend to perform and meet the duties/task of this requirement as stated in the Statement of Work for decommissioning Brick clinic – move request of furniture and equipment.
The Offeror shall also address how they will address any deficiencies or unforeseen events.
It is highly recommended that the Offeror submits a descriptive literature. The Offerors descriptive information enables the Contracting Officer to evaluate the Offerors submission against the statement of work. Evaluations shall be based on the information furnished by the Offeror to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the Offerors package.
***Failure of an Offeror submitting a suitable capability will not allow a proper evaluation; therefore, will result in their package being rejected from further consideration.
(b) Technical Experience: The Offeror must have experience moving and handing large and heavy furniture and equipment from a large facility. The experience shall be providing services of similar scope, size, and complexity. Offerors who provide experience that has no relations to this type of requirement will not be considered as Technical Experience.
(c) Management: The Offeror must provide a list of key personnel that includes at minimum a supervisor and alternate lead in lieu of supervisor that must be always on site during the move and coordination of subsequent moves.
(d) Certification: The Offeror must provide documentation indicating the Contractor has 30 Hours of OSHA. If the Contractor has any training or other certifications of workplace safety and health to avoid injuries, this information must be submitted with quote to determine if acceptable.
Factor 2: Past Performance
(a) The Offeror will be evaluated on their performance under existing and prior contracts of similar scope and services. The Government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration. CPARS records will be reviewed. For those who do not have CPARS will be rated as Neutral.
(b) The Offeror shall submit the following: Provide three (3) to five (5) past performance for contracts of similar scope and magnitude to be evaluated. The Offeror who does not have Past Performance must state so, as their past performance will receive a neutral rating. (Attached is a Questionnaire).
Important Note: There is a difference between Past Performance and Past Experience. The Offeror shall not confuse them as it being one or the same.
The GAO noted that evaluation under an experience factor is distinct from its evaluation of an offeror’s past performance.
The experience factor focuses on the degree to which an offeror has actually performed similar work.
The past performance factor focuses on the quality of the work performed. Offerors without a record of relevant past performance “may not be evaluated favorably or unfavorably on past performance (i.e. they should receive a “neutral” rating). FAR 15.305(a)(2)(iv).
Reference: https://publiccontractinginstitute.com/experience-vs-past-performance-and-what-about-multiple-offers/
Factor 3: Price: The Government will evaluate the price by adding the total of all line-item prices and the option months. The Total Evaluated Price will be that sum. The Offeror must be aware that Evaluation of options will not obligate the Government to exercise the options.
https://publiccontractinginstitute.com/experience-vs-past-performance-and-what-about-multiple-offers/ https://publiccontractinginstitute.com/experience-vs-past-performance-and-what-about-multiple-offers/
(a) This procurement is a Firm-Fixed-Price contract. The Offeror must outline any charges and/or any fees upfront in their quote. The Offeror is responsible to understand the maximum risk and full responsibility for all costs and resulting profit or loss in accordance with FAR 16.202 Firm-Fixed-Price contracts. Failure to do so, will result in rejected invoices of Unauthorized Charges.
(b) If there are service(s) that is not included, the Offeror must state what services are not included in their quote/package and if there is a charge for that service then the Offeror must provide that upfront.
(c) Options - This procurement has three (3) provisional Option Months. The
Government will evaluate the Price/Cost Schedule for award purposes by adding the total price for all options to the total price for the basic requirement.
FAR 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services (MAY 2024)

(a) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance.
