Project No. 526-20-107; Upgrade Generac Generators ---REMAINING RFI’s and VA/AE Responses

RFI 17. Please confirm there is no phasing involved and all the work of both tanks can be done at the same time.

VA/AE Response: YES. Phasing is required as the Medical Center cannot be without sufficient emergency power. Contractor must work on Generac generators individually and ensure that generators are fully functional and operational prior to beginning work on remaining generators. It is recommended that contractor replace Generac #3 first, before moving on to upgrade work. A proposed phasing plan will be required by the contractor to ensure minimal disruption to the Medical Center’s emergency electrical distribution systems. The phasing plan will be reviewed by Engineering COR, and approved/disapproved during the pre-construction meeting and prior to start of any work. Contractor will be responsible for ensuring that the sequence of operations and PLC controls for the Generac generators are fully integrated and functional prior to starting work on remaining generators, as well as to ensure that all Generac generators are properly integrated and functioning as per Manufacturer recommendations once all contract work is completed.

RFI 22) Drawing E-CS-101 and E-CS-102 key note # 2 states Concrete pad. Contractor to provide a structural design that meets tank requirement. --- This is not a design-build project so agency’s A/E should provide a detail drawing showing the construction of concrete pad along with foundation and rebar details if any, so that all contractors can bid on the same information and this will impact the bid offer price.

VA/AE Response: Provide 18" thick concrete pads reinforced with #5@12" Top and Bottom EW. Equipment pad shall extend minimum of 3" beyond extent of equipment. At round tanks, pad shall be square and extend the minimum 3" beyond Equipment. Please reference ASI 01 included with this response for added pad detail.

*ADDITIONAL WORK PER THIS RFI*: If not already stated as a requirement, contractor MUST include #5, coated rebar in all roadway concrete being replaced, to be consistent with existing roadway surface throughout. Also, contractor must install ALL low voltage cables necessary for cameras, etc at least 6 inches away from the electrical wires at different conduits and concrete encase.

RFI 23) Drawing E-CS-101 and E-CS-102 keynote # 3 states 12” screen wall refer to structural drawing. --- But details on dwg S201 does not show the height of the new screen wall. Please provide a proper elevation drawing indicating height of the new screen wall.

VA/AE Response: Screen wall is 12FT in height from FFE. from PEC Blast Requirement Letter Summary. Please reference E-CS-101 & E-CS-102 Keynote 3 for wall height reference.

RFI 24) Drawing E-CS-101 and E-CS-102 keynote # 4 states Access Doors. --- Please provide door and frame elevation and sectional drawing along with a door and hardware schedule.

VA/AE Response: Same response as RFI 26: Door Openings: Single doors to have a masonry opening of 4'-0" wide x 7'-4" high. Single door opening is 3'-8" wide x 7'-0" high. Pair of doors to have a masonry opening of 8'-0" wide x 7'-4" high. Door opening at pair is 7'-8" wide x 7'-0" high. Hollow metal doors and frames: Doors to be hollow metal, 14 gauge galvanized sheet steel, 1 3/4" thick. Close top edge of doors flush and seal to prevent water intrusion. Doors to be shop-primed for field painting. Door frames are to be 14 gauge galvanized sheet steel, face welded, 2" wide jamb profile, 4" high head profile. Frame depth is to be 5 3/4". Frames are to be shop-primed for field painting. Door hardware: Single doors to have continuous hinges, storeroom lockset F07, and a closer with hold-open arm. Pair of doors to have continuous hinges, auto flush bolts, coordinator, storeroom lockset F07, and closers with hold-open arms.

RFI 25) There is a spec section 07 24 00 for Exterior Insulation and Finish System, but no work is shown on drawings. Please identity work of Exterior Insulation and Finish System on project drawings with detailed thickness of each coat.

VA/AE Response: There is no Exterior Insulation and Finish system on the project. The spec section can be deleted.

RFI 26. New doors are shown on Drawings CS-101 and CS-102. No door schedule regarding size or hardware is indicated, nor is a door or hardware specification provided. Please clarify door scope.

VA/AE Response: Door Openings: Single doors to have a masonry opening of 4'-0" wide x 7'-4" high. Doors are not required to be “blast proof” as previously indicated in Amendment A0001.

RFI 27: We will be providing 5 (five) exhaust fans to power vent and interlock with the existing generators. Is it the intent to have the existing generators handle the start/stop and status functions of the new exhaust fans?

VA RESPONSE: Yes, unless otherwise specified in the solicitation drawings and specifications.

RFI 28: There are several fuel transfer pumps being installed along with a fuel filtration system, day tanks and a leak containment/monitoring system. The sequence of operations mentions a touch screen display for these systems. Is this touch screen display coming with your fuel pump packages? There are several points to be monitored like high and low tank level, leaks, pump failure etc. Are these to be available from the touch screen display?

VA RESPONSE: Fuel tank display must include all monitored points as required in scope. Contractor is responsible for touch screen display and all required wiring and installation to ensure fully functional and operational leak detection/fuel monitoring system.

End of RFI’s and VA Responses
