Question: Does the return air need to be insulated above the ceilings?
Answer: Return air insulation requirements can be found in specification section 23 07 11 “HVAC and Boiler Plant Insulation”, Part 3.2.B.4 “Concealed Return Air Duct.”
Question: Is there a quantification of sq footage of asbestos ductwrap being removed and lf of piping that is abated that remains for the project? Specs mention to reinsulate abated piping but there are no quantities or way to quantify this work.
Answer: The estimated quantities for the removal of all asbestos containing materials can be found in specification section 02 82 11 “Asbestos Abatement,” Part 1.1.2.C. For the second part of the question, asking to quantify the extent of re-insulation, refer to specification section 23 07 11 “HVAC and Boiler Plant Insulation,” Part 3.1.C, which requires all insulation removed under specification 02 82 11 “Asbestos Abatement” to be replaced in accordance with section 23 07 11 “HVAC and Boiler Plant Insulation.”
Question: It is indicated that we are to abate both the confirmed and presumed asbestos materials which means the plaster ceiling which is less than 1% ACM would have to be abated as a friable material and thereby requiring "full containment". This would prevent non asbestos certified workers (sprinkler, HVAC electrical etc.) from entering the space to perform their required trades and the called for modifications and disconnects once the containment area is in place.
This means that the abatement contractor would need to construct a containment area to remove the existing drop ceiling as well as remove electrical lights, HVAC diffusers etc. (as the possible containment of the acoustical ceiling means that the electrical contractor cannot do this work). This would be necessary to make sure we don't accidently contaminate the rest of the building when we remove the acoustical grid ceiling. We would need to go through the process of getting clearance air samples after ceiling removal, remove the containment areas, have the MEP items moved out of our way / rerouted, and then rebuild a full containment to abate the plaster ceiling.
The additional issue is that prior to ANY relocation of existing MEP above any ceiling needs to be cleaned to avoid contamination from ACM materials which may have fallen from the “stick-on” tiles coming loose. The existing mechanical / sprinkler / electrical / communication/ fire alarm / computer systems need to be defined and detailed to determine relocation. Also, we need to know in advance what specific items can be “turned off / relocated” and which items need to have new parallel systems installed before disconnection. How many items are up there to be moved, protected or cleaned to accomplish the abatement ?
Answer: In response to the above questions. Any ACMs that contain greater than 1% asbestos and will be impacted/disturbed by the renovation must be abated in accordance with NY State and EPA regulations. This includes the glue dot/mastic used to hold the acoustical ceiling tiles.
To remove this material, an abatement contractor would set up a negative pressure containment and entry would be limited to the abatement contractor until final air clearance is complete.
The ceiling plaster was identified as containing trace (less than 1%) asbestos. Materials that contain less than 1% asbestos are not regulated under EPA or state regulations and abatement procedures would not be required. However, OSHA regulations (29CFR1926.1101), which covers asbestos exposure for the construction industry, would still apply to the plaster that contains trace (<1%) asbestos. As indicated by 29 CFR 1926.1101(e)(1), the employer must establish an asbestos regulated area (i.e., negative pressure containment) if the employer has a situation where airborne concentrations of asbestos exceed or there is a reasonable possibility they may exceed either of the asbestos PELs. ECS recommends that the identified plaster with trace asbestos be properly handled and disposed of by an abatement contractor in a negative pressure containment.
In regard to cleaning, the abatement contractor would set up a containment and pre-clean components such as ducts, conduits, etc; that have visible dust or debris. At the time of our survey, ECS did observe several areas where the ceiling plaster was damaged. However, the majority of the ceiling plaster was in good condition and cleaning in these areas would not be required.
