Bid due dates have been extended to Wednesday March 24, 2021 at 2:00 PM EST. Refer to page 5 of the original solicitation for Virtual Bid Submission and Opening Instruction.
ALL bids shall be emailed to Richard Adu, Administrative Contracting Officer, at Richard.Adu@va.gov prior to the bid opening time. EMAIL SUBJECT LINE: Solicitation 36C24220B0063 – COMPANY NAME.
All the terms and conditions of the solicitation remain unchanged.
Christina Katz Contracting Officer RFI for 632-353 Renovate and Expand Emergency Department
1. Verify deck type, and insulation thickness of existing roof areas.
Response: GC to verify in the field.
2. The current Bid Due date is February 10th at 2:00pm. Has there been any consideration for a bid extension?
Response: Wednesday March 10, 2021 at 2:00pm EST.
3. RFI concerning the Arjo ceiling mounted patient lifts We understand the project will include 4 existing Arjo ceiling lift systems that we will dismount, store and re-install during renovation and 3 entirely new Arjo systems. Our questions for the project are as follows:
i. Will the existing systems that are dismounted be re-installed in the EXACT location/configuration/track layout/shape/size/ceiling height?
Response: All existing tracks are reinstalled at new locations.
New configurations are NOT exactly the same as existing.
ii. For the existing bariatric lift in C1-24, please understand that we do not have the capability to utilize gates with our 1000 lb. motor. We can only use gates and turntables with our 600 lb. systems. Can we make this room 600 lb. capable and re-install the 1000 lb. system in another room?
Response: A 1000 lb system is required at C1-24. Provide an entirely new system with 1000 lb capacity, by another manufacturer if necessary, capable of transferring patient from bed to toilet.
iii. Drawing AS620 reads AFF ceiling heights to be 8’UNO, where drawing AS610 reads ceiling heights are to be 9’? Please confirm. It is always preferable to have higher ceilings when dealing with bariatric patients, allows greater stroke length of ceiling lift motor strap.
Response: Dwg AS620 does not call for the ceiling height to be 8’-0” AFF. It calls for the bottom of the lift tracks to be at 8’-0”. Dwg AS610 calls for the ceiling height to be 9’-0” and details 3&4/AS620 shows the track suspended below the ceiling which is consistent with the heights indicated for both the track and the ceiling on the drawings.
iv. Drawing AS620 detail 2(room C1-1023) shows the rail as both new and existing ceiling lift track. Please confirm if this is a new or existing system.
Response: Primary rails are relocated existing. Transvers rail is new.
v. Will we have on-site storage provided to us when we dismount the existing ceiling lift systems? Or will we have to arrange for off-site storage?
Response: Prime Contractor’s responsibility.
vi. Will ceilings be removed for our re-installs/new installations?
Response: Ceilings will be removed.
vii. If ceilings are to be removed, will new ceilings be the same height as the existing ceilings?
Response: New ceilings are 9’ AFF. Existing ceilings are 8’ AFF.
viii. Will we be able to reuse our existing threaded rod drops or will all existing above ceiling rod need to be removed during demo? We will have to replace all lateral bracing with unistrut as we will not reuse the adjustable lateral bracing that was used with your original installation.
Response: All existing above ceiling rod will be removed during Demo.
ix. Will the awarded GC provide all necessary ICRA? Our basic ICRA is plastic and sticky mats.
Response: The GC/Prime Contractor should provide all necessary ICRA.
x. Will the electric outlets for the new systems be provided by others? Our charging detail is attached.
Response: Prime Contractor responsibility, reference solicitation documents.
xi. Are seismic installations required?
RBSD response: Seismic installations are required.
xii. Is Union labor required?
Response: Wages are per Davis-Bacon Act – reference the solicitation for further information. Competent personnel are required to work on the project and are to be paid based on the Davis-Bacon Wage Rate published with solicitation whether they are Union employees or not Union employees.
xiii. Will our installers be required to attend a safety orientation class before work begins?
Response: Prime Contractor responsibility, reference contract documents.
xiv. Are payment and performance bonds required?
Response: Yes, Payment and Performance Bonds are required per solicitation.
xv. It is understood that wage determination applies for this project. Will certified payroll be required as well?
Response: Yes, prime Contractor is responsible to provide all certified payroll and daily logs.
xvi. May we deliver materials directly to the job site? Is there a loading dock able to receive material?
Response: Prime Contractor responsibility, materials cannot be delivered to the loading dock without coordination, approval and the contractor must be present to receiving the materials.
xvii. Will any fireproofing repatch be the responsibility of others?
Response: Prime Contractor responsibility.
xviii. When will RFIs responses be posted?
Response: RFI has been posted.
xix. When is the GC bid due date?
Response: Wednesday March 10, 2021 at 2:00pm EST.
4. My biggest concern relates to the phasing and how much down time we need to build into our pricing assumptions.
Phasing & Contract Duration
a. Following award, please confirm whether NTP will be granted following completion of the submittal process or if the submittal process is part of the 795-calendar day contract duration.
Response: Submittal process starts after the Notice to Proceed (NTP) is issued by the Contracting Officer.
b. How long will the VA and the VA’s architect/engineer have to review each submittal?
Response: See attached revised specification 01 33 23 SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES dated 2/12/21, the previous specification 013323 issued with the solicitation is void. (Refer to attachment “Related to RFI# 4b Response Updated Spec Section 01 33 23”).
c. The contract bid form includes six deduct alternate bid line items which reference contract completion dates ranging between 772 to 793 calendar days. This compares to the base contract period of 795 calendar days.
i. Does this mean that the VA will have two calendar days to exercise deduct alternate no. 5 (as priced) and 23 calendar days to exercise deduct alternate no. 4 (as priced)?
Response: The completion time for each Deduct alternate in the Statement of Bid Items is for the total contract completion time from the Notice to Proceed if the VA enacts a particular Deduct alternate. If a combination of the Deduct alternates are enacted, the contract completion time would be the summation of the reduced days less the 795 calendar days for the total contract completion. For instance, if DA1 and DA2 are enacted the total contract completion time would be 754 calendar days (795 days minus 22 days minus 19 days). If all Deduct Alternates are enacted, then the total contract completion time would be 703 calendar days (795-22-19-11-23-2-15). If Deduct Alternates are enacted they will be part of the original awarded contract.
ii. If not, please clarify whether the deduct alternate pricing can be exercised after award of the base contract price and how long the Contractor must honor the submitted deduct pricing.
Response: Reference above response.
d. The contract bid documents include three phases on the site plans (1,2,3) and four phases on the interior plans 1A,1B,2A,2B). Spec section paragraph 010000-1.6.K Phasing indicates that the VA will require notice two weeks in advance of the start of the next phase.
i. Please confirm whether phases 1A and 1B can begin at the same time or if it 1A must be turned over before 1B begins. Same question applies to phases 2A and 2B.
Response: Phase 1A must be turned over before Phase 1B begins; Phase 1B must be turned over before Phase 2A begins; Phase 2A must be turned over before Phase 2B begins.
ii. Please confirm by phase how much time the VA needs to move out of / into each space. We anticipate the biggest impact will be the transition from the existing emergency department into the completed Phase 1 areas.
Response: Expected relocations associated with the construction start of Phase 1A is one week; Phase 1B two weeks; Phase 2A one week; Phase 2B four weeks. Reference solicitation documents for additional information, final durations to be determined following approved scheduled submittal by the Prime Contractor.
iii. Once the two weeks notice is provided, will the VA relocation occur within that two-week period or will it begin at the end of that two-week notice?
Response: VA relocations to occur after acceptance of the constructed space. Prime contractor is responsible to ensure all work, inspections, punchlist, training, documentation, etc. is completed prior to VA relocation, reference solicitation documents for further information.
iv. Please confirm whether these VA relocation periods are part of the overall 795 calendar-day contract duration.
Response: VA relocations are to be included in the 795 calendar days.
5. Contractor Parking / Laydown Will there be any additional areas on campus (preferably close to this jobsite) that will be available for contractor parking or additional laydown areas for office or storage trailers?

53. It has come to our attention that some of the same site work is within the Phase 6 & 7 site work contract. Will the facility be removing the scope duplication on this project from Phase 6 & 7 or will it be removed from the Renovate and Expand Emergency Department project? Please see attached plans for reference of duplicated work to be priced.
It seems we have two separate architects pricing the same area LKB for phase 6 and 7 project and RBSD for the emergency department expansion. If both projects have the same areas to be demoed and installed there will be double work and cost to the facility. Please advise
· Retaining wall layout, stair layout etc. on Phase 6 & 7 is completely different than the emergency department expansion.
· Parking area layout and space location are not the same. Please advise which design will be utilized.
· Site concrete layout and locations are not the same. Please advise as to which design will be utilized.
Please advise as to how we should proceed with scope of work regarding the project.
Response: The scope of work to be included in the bid is shown on the documents issued with this solicitation for Project 632-353 Renovate and Expand Emergency Department.
Contractors should follow the scope of work, specification and drawing as posted.
