1. Do you have the sign in sheet from the Site Visit?

Attached

2. Also is there a bid sheet with quantities?

This is bid as 1 JB

3. There is no laydown area on the drawings specified.

The contractor will be given a laydown area on the southeast corner of the VA Parking Garage. Approximate size for 2-3 small pieces of equipment. Approximate size 20’ x 25’. All debris is to be removed daily from VA Property.

4. Are there any inclement weather delays built into the schedule? If weather impacts the ability to perform in 120 days will extensions be granted?

There is no anticipated extension for work to be performed but will be entertained if the need arises.

5. Drawing CS102 calls for granite curbing to be replaced. CS103 the drawing states granite curbing but the legend / symbol calls for concrete curbing. Please clarify.

Replace all Curbing with Granite Curb as called out on drawings. To match existing

6. There's significant sidewalk work to be done in front of the Emergency Circle (Entrance FFE 492.02). Are these areas able to be completely closed? If not, please advise how work is to be completed in these areas or if temporary walk-ways are to be provided in these areas.

Drawing CS117 details a Phasing Plan that Contractors are required to follow. While in each phase, Contractors are to provide access and walk arounds as outlined in the drawings. None of these areas will be completely shut down. See notes on Phasing Plan CS117

7. Please provide catch basin fill detail

For quoting Purposes, use detail #14 on drawing CS114 for setting Catch Basins

8. Work along the back access road, phases B&C in particular, call for work to be completed in (1) weekend. There is an excessive amount of work to be done in these areas as with all the material to be removed, trench drain work, grading, new stone, and repaving. It's seemingly unfeasible to be completed in one weekend. Can these areas be left as compacted stone and work done over multiple weekends?

Phase B is the only phase that needs to be completed in one weekend. This is due to the fact that this area is our main loading dock area and cannot be replaced during the week. Roadway areas that are slated for complete removal can be left graded, compacted for short period of time.

9. Are all the sidewalks 100% owned by the VA, or does the City of Syracuse and/or Syracuse University own any areas? If not 100% owned by the VA, what authorizations / permits will be required, and would the VA or contractor be responsible for obtaining authorizations / permits? Correspondingly, what about the signage and parking meters located on the areas marked for repair; will special authorizations or permits be required for removal and reinstall? Will the VA or contractor be responsible for coordinating and obtaining authorizations / permits?

The City of Syracuse owns some of the Sidewalks. The successful Contractor will be required to coordinate all activities associated with this Including but not limited to parking space closures, sidewalk closings and obtaining any permits or authorizations for the sidewalks that the City of Syracuse owns.

See answer to question 9 above.

11. There are other ongoing exterior projects at the VA, including new signage being installed across the campus and the DAV entrance project were mentioned , what impact will they have on this project? Will one project have priority over another?

There are several outside ongoing projects at the Syracuse VA Facility. The successful Contractor will need to phase this work in an efficient manner as to not tie up areas for longer than necessary to meet contract obligations. One project does not have priority over the other.

12. During the walk through it was mentioned that the air inlets will need to be covered during construction.

Yes, as per the specifications, most of the construction area is classified as hazard level 1. However, due to the close proximity of the air louvers to construction work area, Contractors are required to treat this area as Hazard Level 2 and will be required to protect these systems from ingesting dust and debris.

13. During the walk through it was brought up if it was the Contractor’s responsibility to re-set all the existing manhole lids and rings to elevation?

Yes, the Roadway details see the elevations of both the roadway and all the lids and rings. Yes, it is the Contractors responsibility.

14. During the walk through it was brought up that some of the Sidewalks grades may not be to NYS DOT Guidelines?

Yes, After the Site Walk Through, the Architect/Engineering Firm addressed the (5) areas of concern. Addendum #1 addresses these issues. Please review Addendum #1 for details.

15. During the walk through it was brought up that if the City of Syracuse requires addition work for Design Changes that the Contractors would be responsible?

Changes that are required due to an unforeseen condition will require a Request for Proposal (RFP) from the VA to the KTR. These changes would be made via a change order to the contract. The Contractors would not be responsible if the changes are necessary.
