About this file

This is Amendment 002 to solicitation 36C24127Q0048, issued by the Department of Veterans Affairs Network Contracting Office 1 (Northeast) in Brockton, Massachusetts, effective November 3, 2026. The amendment provides answers to eleven questions submitted by potential vendors regarding aseptic janitorial and custodial services at the White River Junction VA medical facility, covering approximately 189,891 square feet.

The Government has clarified key service requirements through the Q&A responses: the 11.5 FTE staffing estimate is not a minimum but an estimated level that includes supervisory and working lead personnel; overnight floor care staff will only be required when performing waxing projects, with primary work scheduled 3:00 PM–11:30 PM Monday through Friday with federally recognized holidays off; the Government will supply all equipment, chemicals, products, and consumables for floor care maintenance; the 2,000–2,500 square feet per hour cleaning productivity benchmark is the Government's minimum performance standard, not a limitation; and alternative staffing methodologies proposing fewer than 11.5 FTEs will not be accepted, as staffing methodologies must be completely maintained by the Government. The amendment confirms that responses to the prior Sources Sought Notice are not required for eligibility; interested contractors need only respond to solicitation 36C24127Q0048. Site visits are listed in the solicitation, and the complete Performance Work Statement is referenced in solicitation 36C24126Q0048.

1. Staffing Requirements: The announcement identifies an estimated staffing requirement of 11.5 FTEs. Is this intended as a minimum staffing requirement, or is it an estimate based on the anticipated workload? Does this figure include the supervisor, working lead, and overnight floor care personnel?

The 11.5 is an estimated FTE, that does include the supervisor/work lead. Overnight personnel will only be required when they are performing floorcare waxing projects in the contracted areas. Primary work will be completed during the hours of 3pm-11:30pm Monday through Friday will all federally recognized holidays off.

2. Shift Coverage: Can you clarify the expected staffing levels for the 3:00 PM–11:30 PM shift and the midnight–8:30 AM shift? Specifically, are three dedicated floor care employees required every overnight shift, regardless of the floor care tasks scheduled for that evening?

No, the individuals will only be required on overnight shifts when we are performing waxing projects in the contracted areas.

3. Cleaning Frequencies: Would it be possible to obtain the complete Statement of Work, including Appendix 1 and any building-specific cleaning-frequency schedules? This information would help us evaluate the labor requirements across the approximately 189,891 square feet identified in the announcement.

The complete PWS is included in RFQ 36C24126Q0048.

4. Floor Care: Can you clarify the anticipated frequency and volume of stripping and refinishing, carpet extraction, and other periodic floor care services? Additionally, will the VA or the contractor be responsible for supplying the necessary equipment, chemicals, and consumables?

The VA will provide all required equipment, chemicals, products, and consumables for the floorcare maintenance.

5. Site Visit: Will interested vendors have an opportunity to conduct a site visit before the formal solicitation is issued?

Site visit Listed in 36C24127Q0048

6. The Statement of Work identifies 11.5 FTEs as the Government's estimated staffing level. D&R Williams proposes to evaluate an alternative staffing approach using staggered, overlapping shifts and a cleaning productivity benchmark of approximately 3,000 square feet per productive labor hour. Our proposed approach would maintain the required supervisory functions, designated building cleaning windows, third-shift floor-care staffing, aseptic cleaning standards, and all specified performance requirements.

See PWS in 36C24127Q0048

7. Would the Government consider a staffing proposal utilizing fewer than 11.5 FTEs where the contractor provides a comprehensive staffing matrix, building-specific workload calculations, and a quality control plan demonstrating the ability to satisfy all contractual requirements?

No, staffing methodologies will be completely maintained by the government.

8. Additionally, please confirm whether the stated cleaning productivity benchmark of 2,000–2,500 square feet per hour is intended as a mandatory performance limitation or a Government planning estimate.

2,000-2,500 Sq. feet is the minimum amount of square footage per hour determined by the government.

9. Who pays for the chemicals used for housekeeping in these locations?

All cleaning chemicals and supplies are provided by the VA medical center

10. Is a portable van required to go between buildings or is there a location in each building for supply storage and management?

We have a small electric vehicle that can support the driver and one additional employee. This can be used by the contracted employees after training and with a valid license that will be available to transport supplies and personnel between the cleaning locations.

11. Is a response to the "Sources Sought Notice" necessary to be eligible to bid when the actual RFP comes out?

NO, a response to 36C24127Q0048 is all that is required, the Sources Sought Notice was issued to notify the Public of the requirement and to seek vendors.
