About this file
This document is a Federal Acquisition Regulation (FAR) clause addressing the evaluation of quotations or offers in federal contracting.
The contracting officer shall evaluate all quotations or offers in an impartial manner, with transportation charges included from the supplier's shipping point to the delivery destination. Evaluations must be based on criteria established within the solicitation, and all quotations or offers shall be considered. The contracting officer has broad discretion in fashioning suitable evaluation procedures, though parts 14 and 15 procedures are not mandatory. If telecommuting is permitted, agencies shall not unfavorably evaluate an offer based on telecommuting unless the contracting officer executes a written determination per FAR 7.108(b). For price and other factors, quotations or offers must be evaluated efficiently and with minimal burden. Contracting offices may conduct comparative evaluations of offers, including evaluation of factors such as past performance. Evaluation of past performance does not require a formal database and may be based on the contracting officer's knowledge and experience, customer surveys, past performance questionnaire replies, the Contractor Performance Assessment Reporting System (CPARS), or other reasonable bases. For acquisitions using electronic response methods, the contracting officer may identify suitable quotations or offers after preliminary consideration, including screening based on readily discernible value indicators such as past performance, warranty conditions, and maintenance availability. Where evaluation is based only on price and past performance, an award should be made to the lowest priced quotation or offer with the highest past performance rating, representing the best value.
