About this file

This file is an amendment and questions and answers document for solicitation 36C24126Q0569, a Request for Quotation (RFQ) for grounds maintenance services at the VA Connecticut Healthcare System West Haven VAMC. The solicitation is a combined synopsis/solicitation for commercial items issued as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 561730 with a small business size standard of $25.0 million. The government intends to award a firm-fixed price contract for grounds maintenance at West Haven and Newington facilities. The RFQ was initially scheduled to close on June 16, 2026, but was extended three times—to June 23, 2026, then July 1, 2026, and finally to July 21, 2026 at 10:00 AM. Contractors must complete the provided price schedule with their quote submissions and supply all resources necessary to perform grounds maintenance in accordance with the attached Performance Work Statement.

The amendment addresses Requests for Information (RFIs) submitted by potential offerors regarding stormwater system conditions and infrastructure details. Key clarifications provided include: limited stormwater system inspection data exists regarding accumulated debris and depths; the government has no knowledge of areas with slow-draining history; utility as-built plans with invert elevations are unavailable; water hydrants may be available for filling jets/vacuum trucks with costs to be determined; storm drain replacements will be identified individually by size and material type; and termination cover replacements will be determined on a case-by-case basis per VA policy rather than requiring replacement of all covers regardless of condition. All other terms and conditions of the solicitation remain unchanged.
