About this file
This document is a Request for Information (RFI) response addressing scope clarification gaps for the Upgrade Steam Distribution Phase 2 project, identified during preliminary cost development.
The primary issues concern DDC (Direct Digital Control) electronic component requirements and control specifications across multiple heating system components. The VA response confirms the general intention for DDC control on all loads, explicitly rejecting pneumatic devices due to obsolescence. Control strategy varies by space type: OEC (Occupied End-user Controls) spaces receive modulating DDC controls for stability and comfort; OP (Occupied Public) spaces receive read-only DDC controls; and U/TEC (Utility) spaces receive economical on/off controls with temperature probes. The project requires 168 thermostats and 247 control valves system-wide across six buildings, distributed across OEC, OP, and U/TEC categories. Low voltage supply panels (PSHA500) will be distributed to support selected thermostats and controls, with one panel supporting approximately 20 devices, located within 100 feet of devices. Thermostat specifications call for digital readout capability, remote setpoint adjustment within restricted ranges for OEC areas, and BACnet compatibility. The response identifies specific equipment requiring DDC controls (finned tube radiators, cast iron radiators, convectors, unit heaters, and steam heating coils) while excluding others (duct coils, certain expansion tank returns) from DDC scope. Additional clarifications address steam control valve replacement requirements, high-level float alarms for condensate pumps, and equipment-specific control provisions across multiple building drawings.

RE: Upgrade Steam Distribution Phase 2
RFI-001
We are currently reviewing the project plans and specifications to develop project costs. During this review, we identified gaps in the HVAC and DDC scope within the documents that will need to be addressed by the design team. An initial list of identified items is outlined below. These issues need to be resolved so the scope is clearly defined and we can continue developing the project costs accurately.
1. M301 detail 1, 2, 3, & 4 seem to indicate that for all pneumatic applications the units need to be upgraded to DDC electronic components. These details also show a remote thermostat for radiator valve: wired.
Example detail from M301
However the general new work notes on the MP series drawings seem to indicate the cast iron radiators and fin tube radiators shall have a thermostatic radiator valve.
Example from 01-MP103
Please identify exactly what Finned Tube Radiators, Cast Iron Radiators, Convectors, Unit Heaters, & steam heating coils shall be provided with DDC Electronic components and devices?

VA Response:
This RFI response is to confirm IN GENERAL the intention is for DDC for all loads. The Pneumatic controls and system once in place are beyond economical use, therefore there shall be no pneumatic devices called for.
See attached scanned new work plan drawing set for highlighting loads and guidance to assist with cost estimation. The controls intention for each room or area is labeled as OEC (occupied end-user controls), OP - Occupied Public (i.e. readout only), U/TEC for utility (a stairwell unit heater) – no read out, just a probe and economical controls such as on/off.
The intention will be distribution of local PSHA500s to support the T-stats and controls selected. See page 3.
Preference for OEC/OP spaces shall be modulating controls for greater stability and comfort. These low voltage supply panels shall be mounted above ceiling or mechanical spaces identified. They shall be located within 100 feet of the low voltage device. The summary below assumes 1 PSH to every 20 devices. Field controller selection and quantification to be DDC supplier responsibility with the assistance of the new work scans of this RFI. Equipment branch line voltage is often available from abandoned loads or within 75 feet and rarely greater than 150 of PSH placements.
Requirements for selected Tstat chosen shall be Digital read out, ability for end-user to increase or decrease setpoint over a remotely settable range (OEC areas), BACnet capable. VA believes based on Primary, TEC3000 would support this but there may be more economic offerings including non-OEM.
The following is a summary of low pressure ~ 5psi loads (FTR, UH [VUH, UH, CUH], CIR, FCU, etc.). It does not include new domestic water heaters, AHU, MAU, RHC, Humidifier, HX, Condensate alarms, or other DDC loads which are identified on the attached scans. Exact low voltage and field controller layouts shall be provided by contractor in shop drawings for means and methods.
Contractor is responsible for providing a complete and functional system.

2. Some pages on the MP series drawings include a “keyed new work note” describing the new work for the associated piece of equipment.
Example from 01-MP114
Some pages on the MP series drawings include a note stating “NO WORK” which would indicate no scope for the respective piece of equipment.
Example from 01-MP113
However some pages in the MP series drawings show equipment which does not include a KEYED NEW WORK NOTE or a note stating “NO WORK”.
Example from 01-MP111

Please confirm scope on these pieces of equipment that are missing notes. Are these pieces of equipment intended to receive new control valves etc? The following list is not an exhaustive review and there may be additional equipment that require review.

1. M301 detail 4 would indicate the unit heaters are to be provided with DDC control. However M401 schedule note 1 and 15/16-MP101 keyed new work note 9 would indicate the unit heaters are to be provided with line voltage package controls (non DDC controls). Please advise level of control for unit heaters.
