RFI Questions Submitted with Answers 36C24124B0033

Amendment 0002

523A5-19-003 - Police Service Relocation Brockton, MA VAMC

Question 1 - Specification section 02 82 11 paragraph 1.2 states that the quantities for abatement are on the drawings but the only drawing that mentions abatement is drawing ID1.0, The notes on this drawing say abate as needed. It does not confirm the presence of hazardous materials and it does not provide any way to calculate quantities for a fair competitive price. We request a hazardous material report or quantity information be provided.

Answer: See the provided ACM Sampling Reports for the Crawlspace and the remainder of the building. (See “BR-25-01”, “BR-25-Basement”, and “Pages from VA BHS Crawlspace Soil Sampling - B25”)

Question 2 - The scope of work mentions MEPS work but there are no drawings. Will drawings be provided so we can provide an accurate bid?

Answer: Contractor to make connections for Mechanical, Plumbing, and Sewer at the nearest possible tie-in location as allowable by code. VA is providing as-built documentation, but the Contractor is to VIF. For the electrical, the existing “Panel C” shown on the designs shall be replaced. The HVAC Unit will be tied into this new panel. All remaining power for the space shall come from Panel “COPS” in Room 125B. Outages for this panel must be limited in number and coordinated at least 4 weeks in advance with the VA. (See “25-H1”; “25-H2”, “25-P1”, “25- S1”, “25-S2”, “25-S3”, “25-S4”, “Pages from Site Security As-Builts B25”, and “2024-03- 06_Rev1 Elec ID1.3”).

c. The preferred location is on the roof of the building. The GC owns verification by a structural engineer that the building roof can support it by providing calculations demonstrating this. (See 2024-03-06_Rev1 Elec ID1.3)

d. See the response to Question 2.

e. See the response to Question 2.

f. See the Specifications Booklet for the Specifications for the Plumbing Fixtures.

g. VA confirms that the demountable partitions will be purchased by the VA. The GC is responsible to provide necessary utilities to the partitions.

h. See the response to Question 2.

Question 5: Keynote 1 on drawing ID.,0 is shown in logistics room 120. The only wall shown in dashed line to be demolished is the wall that boarders the corridor. Is this the only wall in the roof to be demolished?

Answer: No, there is a section of wall to be demolished between the Logistics Storage Room and the EMS Closet to accommodate opening to the new restroom.

Question 6: Will the VA be issuing a tax-exempt certificate for materials and equipment installed on this project?

Answer: Yes, upon award tax exempt certificate will be issued

Question 7: There is a keynote 2 in EMS closet 120 on drawing ID1.0 but there is no door to be removed. Is this note an error? If it is not an error please identify the door to be removed.

Answer: This is a typo on the drawings. There is no door to be removed in this room.

Question 8: Keynote 8 on drawing ID1.0 calls for demolition and removal of supply and waste lines to the source but none of the drawings show where the source is. Please provide location of the source of these lines so we can calculate the proper quantity? Also please advise if we will be required to saw cut and demo the concrete floor to remove these lines or can they be abandoned in place?

Answer: See the response to Question 2.

Question 9: Keynote 10 on drawing ID1.0 includes prep for new exposed ceiling to the deck above but drawing ID1.2 shows a new 2’x2’ suspended acoustical ceiling in the area. Will a new suspended acoustical ceiling be installed or will it be exposed to the deck above in this area?

Answer: Suspended acoustical ceiling tiles will be installed in this location.

Question 10 - Do the demountable partitions come with the electrical and data outlets or do these need to be provided by our electrician.

Answer: The GC is responsible to provide whip connections to the top of the demountable partitions for electrical. The data connections must be brought to the demountable partitions to the height of the data connection point. The outlets are provided in the demountable partitions.

An office needs to comply with electrical codes and have outlets every 6’ and all workstations need to have 1 Quad data, 1 Quad electrical and 1 duplex (total of 6 electrical outlets per station).

VA has provided a drawing showing typical DIRTT Connections from another project. (See DIRTT Power - VA Brockton FL4 MH Offices)

Question 11: What is the finish floor to roof deck height?

Answer: This product is not being used. This product on the Finish Key Plan can be ignored.

(See 2024-03-06_Rev1 Finishes ID1.4)

Question 13: Who is responsible to hire the 3rd Party IH Services necessary for asbestos abatement?

Answer: The GC is to provide the 3rd Party IH Services. The IH cannot be a 2nd tiered subcontractor under the abatement contractor.

Question 14: – Two Test Drains for Sprinkler System are not shown on the drawings. One is in the Janitor Closet (Room 125) the other is in Room 121. What work will be done to accommodate these drains?

Answer: The test drain in the Janitor’s Closet can be demolished. The test drain in the current 121 Space will be demolished. A new test drain will be installed and connect into the roof drain leader as noted on the drawings. (See “2024-03-06_Rev1 Demo ID1.0” and “2024-03-06_Rev1

RCP ID1.2”)

Questions 15: Inside the space there are multiple electric panels and disconnects not shown on the drawings. What work will be done to accommodate these panels and disconnects?

Answer: There is panel labelled “Panel C” in the space. That is to be replaced with a new panel.

All other panels and disconnects can be made safe and demolished back to their source. (See “2024-03-06_Rev1 Demo ID1.0”)

Questions 16: Work inside the crawl space may be necessary. Is the GC required to fulfill all requirements of Permit Required Confined Spaces?

Answer: The existing fans and heater unit in Room 120 shall be demolished.

Questions 18: Specification Section 10-26-00 refers to wall & door protection. I do not see any schedule indicating where this material is to be installed. There are no designated locations on the plans for this material. Please advise.

Answer: This Spec section was inadvertently included and can be ignored.

Questions 19: Per section 280500 it s tates that the Lynxx Panic Alarm System is to be duplicated, the Exacq Vision system it to be extended/relocated, the Hirsch Velocity system is to be duplicated. Unfortunately, these terms – duplicate, extended and relocated are not defined with specificity. Please detail what specific equipment is being relocated from one building to the other, what equipment should be purchased as new in duplicate, what equipment should be physically removed and re-installed at the new location. In addition, this specification s tates that there shall be no down time for these system but then states if there is downtime – it must be scheduled in advance. This is a contradiction – please confirm that down time is acceptable if scheduled in advance but more importantly how long each system can be “down” if scheduled in advance. This is needed for bidders to determine if a new equipment is required to maintain full operation.

Answer: Specification 28 05 00 Section 1.1C can be deleted in its entirety.

Questions 20:

Answer: Exterior Construction to infill the window shall be brick veneer. At exterior walls, the interior wall shall be reinforced CMU Wall per Detail 4, truss type horizontal reinforcement, full thickness Sound BATT Insulation, Metal Studs, and GWB.

RFI: Masonry

We noticed that the partition a t the interior that is the full length of the wall not jus t the window s ize .

Then noticed there was a partit ion type 5 where there is no infill.

Let me know how should carry these areas .

Question 21: Window schedule has windows A-D described as Double Hung Commercial Exterior Windows, with hollow metal frame to match Brockton Campus Bronze finish. I also found under "Painting Notes" it calls for Doors & Windows to be prepped to a Ballistic Level 5 Condition.

We installed all new Aluminum Windows around this building when we did the Courtyard with you guys.

1) Double Hung Windows are not available in Hollow Metal. Please clarify

2) Finish to match Campus would be Bronze Anodized (to match the windows we did). Hollow Metal frames do not come Bronze Anodized. Please clarify

3) Do the exterior windows need to be Level 5? If so, do we need to quote Ballistic Anodized Bronze Aluminum

Windows? Please clarify

Answer: VA requests aluminum windows per the Specifications. Aluminum windows are to match the existing windows on Campus. No additional ballistics requirements need to be met for the windows.

Question 22:

1. Plans indicate a symbol exists for which hardware set is to be installed on a parcular door.

There is no such symbol shown on plans. Please advise.

2. The hardware schedule does not match listed door numbers. Addional hardware & corresponding door numbers are required. Please advise.

Answer:

1. See sheet ID3.0 for hardware requirements.

2. See sheet ID3.0 for door requirements.

Question 23: Our subcontractors just provided us with additional RFIs, please see below.

1. Do any of the walls, doors, windows require physical security construction other than the holding cell and armory? – See Sheet ID3.0 for physical security requirements.

2. Are detention grade plumbing fixtures required for the holding cell? Is a lavatory in addition to the water closet to be provided? – See Specification 22 40 00 for plumbing fixture requirements in the holding cell. All fixtures are to be detention grade.

3. Please provide the elevations for the windows. – See Sheet ID3.0 Window notes for window elevations.

4. The SOW indicates to install a VAV system, however this is in conflict with the 3/1/24 HVAC Design guide which requires that HVAC systems be 20% more efficient that ASHRAE 90.1-2016. Please advise. – This design was completed prior to this issuance of the design guide. Contractors to provide what is shown in the design.

5. Can a VRF system be provided in lieu of the proposed VAV system. – No please install a VAV system as shown on the drawings.

6. Please confirm that adequate three phase power is nearby to support the proposed VAV system.

– The new VAV system does not need 3 phase power. The only power needed would be low voltage to control the damper and a reheat valve.

7. Please confirm the existing panels have enough capacity to support the proposed VAV system. – See the response to #6 above.

8. Please advise if the VA is providing the equipment for the CCTV, Security and other related access control for the contractor to install or is the VA providing and install the systems. – The GC is to furnish and install all materials related to the CCTV, Security, and other related control items.

Question 23: There are issues with the door schedule, drawing ID1.1, drawing ID3.0, and the door hardware sets listed on 08 71 00. They are not are not coordinated. The door schedule on ID3.0 has only door numbers 1,2, or 3 but the hardware schedule lists door numbers 101, 102, 103, 105, 106, and 105A.

• What do we bid? The plan or the hardware schedule in 08 71 00? What doors on the plan correspond to the door numbers in the HW schedule? – Sheet ID3.0 lists the required hardware for each door per room type.

• The door schedule on ID3.0 indicates there are 17 doors but drawing ID1.1 only shows (1) number 3 door, (3) number 2 doors, and (6) number 3 doors (10 doors total). The door schedule has (6) doors total. How many doors are we to provide? – Sheet ID3.0 has been updated to correct this discrepancy. [See “ID3.0_Schedules & Details_20240319”]

• The door schedule calls for security option SDO 228. What is this option? – See ID3.0 Physical Security Notes for SDO 228 information.

Question 24 –

1. Drawing ID3.0 calls for hollow metal windows but the specification includes a section 08 51 13 which is Aluminum. Also, the finish calls for matching Brockton Campus Bronze and the Bronze is an anodized aluminum color. We do not believe the hollow metal will meet the proper therms or U-value. Do you want Aluminum windows are we to provide the hollow metal per the drawings?

2. Also, do we need to provide blast resis tant frames or anti-terrorism frames?

Answer: See the response to RFI #21.

Question 25 - Are there specific requirements for the calculations for the roof HVAC?

Answer: Yes, calculations must be performed by a PE registered in Massachusetts.

Question 26 – Sheet ID3.0 states that a requirement of the holding cell is that “An observation window consisting of reflective glass protected by clear polycarbonate must be provided.”

Where is that to be provided?

Answer: This shall be installed in the door of the holding cell. The door shall meet the requirements of the design and specifications of the doors but should also be provided with an observation window. The window shall allow one way viewing from the corridor into the cell.

Question 27 – Can VA confirm the wall types at the Men’s Locker Room?

Answer: Wall types have been updated. [See “ID1.1_Floor Plan_20240319”]
