MATOC RFIs Amendment 6
1. Please provide the sample transmittal letter indicated in Exhibit B, Past Performance Questionnaire.
Response: The sample transmittal letter is the second page of the past performance questionnaire attachment.
2. Please confirm that Factor 2 Past Performance (Page 22 of 132 of the RFP), if only containing the Past Performance Evaluation Questionnaires, will include no information other than who those questionnaires were sent to, as these forms will be sent directly to the Government and should not be included in the proposal.
Response: Factor 2 Past Performance, is only containing the Past Performance Evaluation Questionnaires and will include no information other than who those questionnaires were sent to (along with their contact information). The actual responses to the questionnaires will be sent directly to the Government and should not be included in the proposal.
3. The construction industry continues to experience significant cost volatility in nearly all commodities that cannot be anticipated. Subcontractors are receiving unforeseen increases in material costs from their suppliers, sometimes on a weekly basis, that can be as high as 10% or more. How is the Government going to accommodate the current price escalation being experienced in the marketplace with regards to commodities such as wood, steel, plastics, etc.? Can an Equitable Price Adjustment (EPA) per contract length clause be added to the RFP?
Response: No, all task orders are firm fixed price.
4. The construction industry continues to experience significant volatility, resulting in material lead time delays, in nearly all commodities that cannot be anticipated.
Subcontractors are receiving unforeseen increases in material delivery durations from their suppliers. How is the Government going to accommodate the current extended lead times and material manufacturing and delivery delays that are occurring in the construction industry?
Response: Contractors are responsible for notifying Contracting/Engineering of issues with material lead times that will adversely affect planned project completion schedules and will be addressed on a task order basis.
5. Confirm that the Government will allow proposers a minimum of seven (7) business days to respond to the RFP starting from the date that the Government responds to 100% of the RFIs received.
Response: All requests for information (RFI) for the MATOC and seed project must be received NOT LATER THAN the tenth working day prior to the closing of the solicitation. Responses to the RFI’s received will be posted not later than five working days prior to the closing of the solicitation. Offerors are strongly encouraged to submit questions early in the process.
6. Could you please confirm the bid due date is extended to Sept. 13, 2023?
Response: The proposal is due by 1:00PM EST on September 13, 2023.
7. Please confirm that we are required to submit a price proposal for the seed project in order to be considered for one of the twenty (20) multi-discipline… (\IDIQ) …construction contracts awarded to construction firms.” (Source: SF1442, Section 10, paragraph 2).
Response: To be considered for an award of a MATOC IDIQ, all offerors shall submit a price proposal for the seed project (for price evaluation purposes).
All Offerors shall state in their price proposal if they DO or DO NOT wish to be considered for award of the seed project.
All offerors requesting to be considered for an award of the seed project shall also submit bid bonds with their price proposal.
