Notice of Task Order Request for Proposal VISN 1 Construction MATOC Seed Project 523-19-602 Install Site Security Campus Wide

Issue Date: 7/27/2023 Proposal Due Date/Time: Due date/time of the MATOC Proposal Request for Information (RFI) Due Date/Time: RFI’s shall be submitted by the prime contractor on the Exhibit D Proposal Inquiry Form. Telephone RFI’s will not be accepted. Responses will be provided in a Question & Answer format in an amendment to the solicitation. All questions and requests for information (RFI) must be received NOT LATER THAN the tenth working day prior to closing of the MATOC RFP and will be posted not later than five working days prior to closing. Offerors shall email RFI’s directly to Heather.Libiszewski-Gallien@va.gov.

Project Number: 523-19-602 Project Title: Install Site Security Campus Wide JP VA Medical Center (VAMC): VAMC Jamaica Plain, 150 South Huntington Ave, Jamaica Plain, MA 02130

Project Description: Installation of campus wide security system which includes (but is not limited to) site improvements, fencing, gates, physical barriers, guard booths, cameras, site lighting and upgrades to the police station dispatch area.

General Information

1. All references to “Bid” or “Bidder” shall be understood to mean “Offer” or “Offeror”.

2. Magnitude of Construction: Between $5,000,000 and $10,000,000

3. NAICS: 236220, current size standard $45M. Each offeror shall meet the small business size standard at the time of award.

4. Site Visit: An organized site visit is schedule at 10:00AM EST on 8/9/2023. Only one site visit will be conducted unless otherwise stated by the Contracting Officer. Participants are to meet the COR, Guillermo Socorro , in the Main Lobby of Building 1, VAMC Jamaica Plain, 150 South Huntington Ave, Jamaica Plain, MA 02130. The COR can be reached at 617-435-8572. Questions will not be answered during the site visit and shall be submitted by the prime contractor on the Exhibit D Proposal Inquiry Form.

5. Offer Acceptance Period: Offerors providing less than 120 calendar days for Government acceptance will not be considered and will be rejected.

6. Contract Clauses: All provisions and clauses from the VISN 1 Construction MATOC are applicable to this requirement. If there are any conflicts between the contract clauses and the information outlined in the resultant task order, the MATOC Contract language takes precedence over the information in the task order.

7. Specifications and Drawings: All Applicable specifications and drawings will be provided electronically along with the Request for Task Order Proposal. No hard copies will be made available to proposing contractors.

8. VetCert Verification: Task Orders are 100% set aside for verified Service-Disabled Veteran Owned Small Businesses (SDVOSB’s). The Government will review the Veteran Small Business Certification (VetCert) database at https://veterans.certify.sba.gov and verify SDVOSB status. The award of this requirement shall not be delayed due to the loss of SDVOSB verification.

9. Limitations on Subcontracting: All contractors shall complete the VAAR 852.219-75 VA Notice of Limitations on Subcontracting - Certificate of Compliance for Services and Construction with the submission of their proposal in accordance with 13 CFR 125.6. The certification can be found in the solicitation.

10. Performance and Payment Bonds and Alternative Payment Protections for Construction Contracts: In accordance with FAR 52.228-15, contractors are reminded that any amount awarded over $35,000 shall require Payment Bonds and an Alternative Payment Protection.

Awards exceeding$150,000 shall require both Payment and Performance Bonds. The penal amounts must equal 100 percent of the original contract price.

Payment and performance bonds are required. The Contractor shall furnish required performance and payment bonds within 10 calendar days after award of the task order.

11. Bid Bonds/Bid Guarantee: Bid guarantees shall be required whenever a performance bond or a performance and payment bond is required. In accordance with FAR 52.228-1, the amount of the bid guarantee shall be twenty percent of the bid price or $3,000,000, whichever is less.

Bid bonds are required.

12. Liquidated Damages: N/A to this task order.

13. Construction Wage Requirements (formerly Davis Bacon): Contractors shall comply with Construction Wage Rate Requirements. The current determination is General Decision

MA20230001. The determination that is current at the time of the task order award is the determination that will apply. Current determinations are available at:

14. 52.211-10 Commencement, Prosecution, and Completion of Work. The Contractor shall be required to (a) commence work under this contract within 1 calendar day after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 545 calendar days. The time stated for completion shall include final cleanup of the premises.

15. Proposal Submission: See MATOC Instructions in the solicitation for information on proposal submission. Provide pricing for Item 1 only, do not price the deducts.
