MATOC RFIs Amendment 7

1. RFP Page 12 - Section 3.2.1 Delivery Locations, By Mail: "...It is the responsibility of the offeror to ensure that the proposal is mailed to allow time for the proposal to reach the correct office by the proposal due date and time. Note that if you overnight mail the proposal the day before the due date, the proposal will not be received at the correct office by the due date and time and will be considered late."

Question: If an offeror were to submit their proposal via the US mail or commercial currier (UPS, FedEx, etc.), what is the preferred carrier to use and how many days in advance should it arrive in order to be received at the correct office and considered on-time?

Response: There is no preferred carrier. A proposal will not be considered late if there is acceptable evidence to establish that it was received at the Government installation designated for receipt of proposals and was under the Government’s control prior to the time set for receipt of proposals (reference FAR 15.208).

2. RFP Page 13 - Section 3.3.3 states "...For ease of reference, consecutive page numbering with tabs is required."

Question:

Will the following numbering format be acceptable?

Cover .... i Table of Contents .... ii TAB A .... iii Page 1, 2, 3 TAB B .... iv Page 4, 5, 6, etc.

Response: Yes.

3. RFP Page 12 - 3. PROPOSAL DUE DATE SCHEDULE AND DELIVERY LOCATIONS Given the stated delivery limitations for currier-based services, will the government allow offerors to submit "BINDER #2, Factor 3 Price" electronically in line with the submission deadline and then ship the physical binder after the deadline so that it is complete. This request is based off delays in not receiving sub pricing until right before a proposal is due.

Response: Physical binders and electronic copies shall be received by the due date and time as specified.

4. RFP beginning on pg. 11 "The RFP issued via AMD 0001 places incomplete proposal and submission instructions in the "Submission Requirements and Instructions" section beginning on pg. 11 while mixing in additional submission requirements within the "Proposal Evaluation and Basis for Award" section beginning on pg. 16. This is confusing when these two distinct sections do not correlate with each other properly and offerors are forced to bounce back and forth to determine what is actually required for submission.

Example:

3.4.1. BINDER 1-FACTOR 1, TECHNICAL INFORMATION beginning on pg. 13 should contain what is required for Binder 1, Factor 1. However, there is no mention within the "Submission Requirements and Instructions" section of any of the Subfactors 1-6 provided under the "Proposal Evaluation and Basis for Award/3. FACTOR 1 TECHNICAL EXPERTISE" section 3.1 beginning on pg. 19.

(Additionally the title of Factor 1 is named differently between the two sections of the

RFP)

Question: Will the government please clarify and reissue the submission requirements/instructions and the evaluation factors so that these sections are clearly separate from each other?

Response: The solicitation will remain as is.

5. RFP Page 13 & 14 - 3.4.1 and 3.45

Both sections state "Technical Proposals shall not include price or pricing information."

and "Do not include price or pricing information in this section."

Question: Please confirm the pricing information reference is only regarding the pricing of the seed project and not related to any of an offerors past performance or experience project information.

Response: Factors 1 and 2 include technical and past performance and no price information shall be included with these factors. Factor 3 includes price information for the seed project.

6. RFP pg. 13, Section 3.4.1 and pg. 19, Section 3 The heading for Binder1, Factor 1 is listed as "TECHNICAL INFORMATION" and "TECHNICAL EXPERTISE" in the RFP

Question: What is the correct title for Binder 1, Factor 1?

Response: Technical Information

7. RFP pg. 14, Section 3.4.9 states

"3.4.9. Past Performance References – (REQUIRED and must be submitted by the client/evaluator directly to the Contracting Officer) – Offerors shall prepare and submit to prior client(s) up to two (2) Past Performance Evaluation Questionnaires (Exhibit B) for projects listed under Factor 1; Technical Expertise shall have a form completed (Exhibit A).

Question: Please confirm offerors should ONLY request a PPQ for two of their 3-5 past performance project examples submitted via EXHIBIT A and not for all of their past performance projects being submitted.

Response: Submit up to 2 Past Performance Evaluation Questionnaires for projects listed under Factor 1, Technical Expertise.

8. RFP pg. 13, Section 3.4.1 states "... Include the question before each narrative. This will allow for ease of evaluation."

Question: Please clarify what specific questions the government is referring to in this statement.

Response: What the Government is requesting as part of the technical subfactors. For example, the Government is requesting the following as part of Subfactor 2, Organization. Include what the Government is requesting under organization then the offeror’s response/narrative below.

3.5.3.1.Provide an Organizational Chart listing company personnel and their roles to ensure adequate coverage to support VISN 1 facilities. Organizational chart shall include but is not limited to Project Managers, Site Superintendents, Quality Control Managers, Safety Managers, and Infection Control Managers.

Offeror’s response/narrative:

9. Section 3 FACTOR 1 TECHNICAL EXPERTISE, 3.2:

Please clarify the statements “Each question should be covered in sufficient detail to clearly address all required information. Answer questions in order presented... It is advisable to state the question then give the answer.”

Question: What specific “questions” is the government referring to?

Response: Same response as Question 8.

10. SPECIAL MATOC REQUIREMENTS pg. 11, Section 22.6 PAPERLESS

CONTRACTING

Question: In response to the government's paperless initiatives, will the requirement for offerors to print, compile, and submit (6) proposal binders please be reconsidered so that our electronic submission is all that is required?

Response: Provide three (3) hard copies and one (1) electronic copy.

11. Section 3.4.3 states

The “Government intends to use the Project Information Sheet (Exhibit A) for the evaluation of experience.”

Question: Please clarify if Project Information Sheets are to be included in Binder 1 under Factor 1, Technical Information, or in Factor 2, Past Performance Information.

Response: Project information sheets are to be included in Binder 1.

12. Page 20 of 132, Section 3.6 SUBFACTOR 3 QUALITY CONTROL states in 3.6.1.1

“Submit a quality control plan for the 523-19-602 Install Site Security Campus Wide JP project”; however, 3.6.1.2 states “Discuss within the plan how quality issues will be dealt with on various types of construction projects.” Instructions within 3.6.1.2. seem to refer to the broader MATOC while 3.6.1.1 refers specifically to the Seed Project.

Question: Please clarify if the Quality Control Plan should be specifically for the Seed Project, or for the MATOC as a whole.

Response: 3.6.1.1 seed project, 3.6.1.2 MATOC.

13. Page 21 of 132, Section 3.7 SUBFACTOR 4 SAFETY states

A safety plan be submitted for the Seed Project (3.7.1.1). However 3.7.1.2 asks that we discuss our Safety Program in general.

Question: Please clarify if the required safety plan is specifically for the Seed Project, or is the Government wanting us to describe the safety program that will be utilized for the MATOC as a whole.

Response: 3.7.1.1 seed project, 3.7.1.2 your company’s safety program.

14. Page 22 of 132, Section 3.9 SUBFACTOR 6 SCHEDULE

This section requires that a sample cost-loaded schedule be provided for the Seed Project (3.9.1.1). 3.9.1.2 requires that written plan for schedule execution be provided.

Question: Please clarify if the written plan is to specifically discuss the Seed Project, or should it discuss the MATOC as a whole.

Response: Seed project.

15. With RFIs still outstanding, will the government please extend the submission deadline?

Response: The proposal due date is extended to 1:00PM EST on September 20, 2023.

16. Section 3.3.4 states submission shall be in binding format, section 3.36 states electronic submission. Please clarify submission process.

Response: Provide three (3) hard copies and one (1) electronic copy.

17. Can the proposal due date please be extended as Seed Project RFIs are still pending?

Response: The proposal due date is extended to 1:00PM EST on September 20, 2023.

Seed Project RFIs Amendment 7

1. Sheet CL101, shows lawn, but scope for lawn area missing and it is not clear which area should have lawn, please clarify.

Response: Refer to specs, section 1.10 Restoration.

2. Sheet CL503, detail D3, shows CIP concrete wall but height of this wall and thickness of its footing is missing in drawings, we assumed 6'h for wall and 10" thick for it is footing, please clarify.

Response: Refer to drawings, page S101, details 2 and 3.

3. Sheet S101, detail #1 shows, foundations type A1, B1 & C1 for vehicular gate, but it is not clear which footing corresponds to which gate, we assumed type B1 footing for all vehicle gate, please clarify.

Response: Refer to specs, SECTION 32 31 40 HIGH SECURITY FENCES AND

GATES.

4. Sheet S101, detail #1, vehicular gate foundation, show column B* - E*, but these are dimensions are missing, which dimensions belongs to the columns? please clarify.

Response: Refer to project specs, columns dimensions will be determined by the needs of the fence and gates manufacture.

5. Sheet S101, detail #1, vehicular gate foundation, note state "* - refer to final vendor drawings", but final vendor drawings are missing, please clarify.

6. Solicitation shows "per task" for project duration, please specify total project duration in calendar days.

Response: The period of performance for the 523-19-602 Install Site Security Campus Wide JP project is 545 calendar days.

7. Does the VA require an ILSM for this project?

Response: Yes, and also Section 106 of the National Historic Preservation Act (NHPA).

8. Can the project schedule be printed on 11 x 17 paper? We are concerned that the data will not be legible if limited to an 8 1/2 x 11 sheet.

Response: Yes.

9. RFP Page 13 - Section 3.3.3. "Written proposals shall be prepared on standard 8.5 x 11-inch paper (charts may be landscaped but must be on 8.5 x 11-inch paper) and shall be in a legible font size (10)..."Question: Can offerors submit their cost loaded schedule on 11" x 17" paper instead of 8.5" x 11" so that is it easier to read and requires fewer pages.

10. Addendum #4 RFI response #5 calls for the unit to have a 15-minute forced entry rating which was not listed in any other specs or drawings, is not achievable in a U.L level 3 booth and has not been done for other VA sites included this site as well. Due to this the 15-minute forced entry is NOT included.

Response: 15-minute forced entry rating is required.

11. Specs calls for “ventilation silencers” which we do not know of and are not offered for a wall mounted system and is NOT included.

Response: Ventilation silencers are required.

12. Confirm that the Government will allow proposers a minimum of seven (7) business days to respond to the RFP starting from the date that the Government responds to 100% of the RFIs received.

Response: All requests for information (RFI) for the MATOC and seed project must be received NOT LATER THAN the tenth working day prior to the closing of the solicitation. Responses to the RFI’s received will be posted not later than five working days prior to the closing of the solicitation. Offerors are strongly encouraged to submit questions early in the process.

13. Is the current VMS software licensing sufficient to cover the new cameras being added, or will a licensing upgrade be required?

Response: Licensing upgrade will be required.

14. Will all the work in "Police C1-38" be done during normal business hours?

Response: No, all work is to be performed off hours, weekdays from 5:00 pm to 5:00am and weekends all day and have to coordinated with engineering and police. Once awarded, a separate detailed schedule is to be submitted by the GC specific for that area for the off-hour work.

15. Will all the work in "Office C1-37" be done during normal business hours?

Response: No, all work is to be performed off hours, weekdays from 5:00 pm to 5:00am and weekends all day and have to coordinated with engineering and police. Once awarded, a separate detailed schedule is to be submitted by the GC specific for that area for the off-hour work.

16. Who is to provide and install the console?

Response: The contractor. Refer to drawing page AS101, keyed notes 3.

17. Who is to provide and install the console equipment?

Response: Equipment is existing, relocation for remodel by contractor and reinstallation on new console by contractor.

18. Please provide a responsibility matrix for the existing console workstations temporary relocation and final re-installation.

Response: The GC is responsible for all equipment temporary relocation and final installation.

19. What is considered a grade to change to the larger foundations, considering the whole job is on a hill?

Response: Refer to the structural drawings.

20. Does site security need to be maintained during construction i.e., temp fence?

Response: Only on existing fencing areas.

21. Is it required that all foundations of existing fence be removed. Either way, every fifth post will be on top of an existing foundation anyway?

22. Will all post foundations require rebar or just the gates?

23. Can you please confirm if the Bid Bond for the Seed project needs to be on Government

Form 24 or will you accept the AIA bid bond form? Additionally, please confirm the percent required for the bid bond.

Response: The bid bond for the seed project must be on a Standard Form 24. The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000.00, whichever is less.

24. Please identify the current security company and security technology company.

Response: ADT.

25. Key Note 6 on E-105 calls for an Ice Melt System. What is the Design and Specification for the Ice Melt System.

Response: Refer to drawing page E-301.

26. Will off hours work be required for this project?

Response: All police office work is to be performed off hours, weekdays from 5:00 pm to 5:00am and weekends all day and have to be coordinated with engineering and police.

Once awarded, a separate detailed schedule is to be submitted by the GC specific for that area for the off-hour work. All exterior work can be performed on regular hours if they do not conflict with hospital operations. If required work interferes with vehicular or pedestrian traffic, it will need to be schedule for off hours.
