Requests for Information
VISN 1 MATOC
1. Please advise where the instructions for proposal submission is in the solicitation. I am not finding the proposal requirements listed anywhere and if we are to submit via email or hard copies.
Response: There was a system error when posting the original solicitation. The full solicitation with the instructions can be found in Amendment 001.
2. Please provide “Instructions, Conditions, and Notice to Offerors” for the referenced
VISN 1 MATOC.
3. I’m unable to locate the MATOC instructions regarding the Technical Package and binders that will be required for the MATOC proposal requirements. Please advise.
4. Please provide specific instructions regarding the required contents of the Price and Technical Volumes for the MATOC proposal. The RFP documents do not provide these details.
5. The prior VISN 1 MATOC Contract solicitation had a “Submission Requirements and Instructions” section, please advise if this solicitation will contain a similar section.
Response: There was a system error when posting the original solicitation. The full solicitation with the instructions and submission requirements can be found in Amendment 001.
6. Can the proposal be emailed, or does it need to be mailed?
Response: Offeror is required to submit three (3) hard copies and one (1) electronic copy in response to this solicitation. See 3.2.1 of the submission requirements and instructions for methods of delivery.
7. Please advise if there is a technical proposal requirement for this solicitation. If so, please advise the contents.
Response: Yes, see the Proposal Evaluation and Basis for Award section of the RFP located in Amendment 0001.
8. Does the price proposal need to be separate from the technical proposal?
Response: Yes, see 2.3 of the Submission Requirements and Instructions for proposal contents.
9. What are the contents of the price proposal?
Response: See 3.4.10.1 of the Submission Requirements and Instruction section of the RFP Amendment 0001.
10. What are the page limit, margin size, and font requirements for the price proposal?
Response: There are no page limitations. For the other details see the Submission Requirements and Instruction section of the RFP Amendment 0001.
11. What are the page limit, margin size, and font requirements for the technical proposal?
Response: There are no page limitations. See the Submission Requirements and Instruction section of the RFP Amendment 0001.
12. Submission Instructions:
Page 6 of the solicitation and Part 15. of the Task Order RFP directs offerors to the solicitation for proposal submission instructions. The only reference we can find is "Please see the “Instructions, Conditions, and Notice to Offerors” for more information on submission requirements." However, this section and the provided documents do not specify any specific submission instructions or requirements for responding to this RFP.
Will the government please provide the following information regarding this RFP?
* What is the total capacity of this MATOC?
* Is it a single or two-phase submission process?
* Detailed submission requirements and instructions for offerors.
* Proposal evaluation criteria for submitted offers.

13. Reference Special MATOC Requirements document, Part 4.2.3. Is there maximum number of NO BIDS a contractor can have before they are removed (off ramped) from the MATOC?
Response: Contractors are encouraged to bid at the maximum extent practicable.
However, there is not a maximum number of no bids a contractor can have.
14. Reference Special MATOC Requirements document, Part 4.5.1. Will any of the task orders be awarded using the "Best Value" evaluation procedures, or will they all be based on low price?
Response: As noted in section 4.5.1 of the Special MATOC Requirements, “The basis of award of each task order will be price. However, other available documentation and information may be considered to determine the most advantageous offeror to include minimum order requirements and/or impact on ongoing performance of other orders placed with the contractor”.
15. Please confirm the Seed project is going to be awarded.
Response: The VA presently does not have funding for the seed project, but has a reasonable expectation of funding and intends to make award in FY24.
16. Please advise what the estimated award date is.
Response: The MATOC is expected to be awarded in FY24.
17. Per page 22 of the solicitation, section 4.1.2.1, please confirm that only two Past Performance Evaluation Questionnaires are required regardless of how many projects are submitted for Factor 1; Subfactor 1.
Response: Submit up to 2 Past Performance Evaluation Questionnaires for projects listed under Factor 1, Technical Expertise.
18. Does proof of OSHA training need to be provided for all the PMs and Site Supers on the organizational chart?
Response: See 3.5.2 of the Proposal Evaluation and Basis for Award section. More specific safety requirements are requested as part of 3.7 Subfactor Safety. Specific qualifications will be included in Task Order specifications and/or Statements of Work.
19. Please confirm the sample cost-loaded schedule should have a start date of August 1st, 2023.
Response: The sample cost-loaded schedule should have a start date of August 1st, 2023 as indicated at 3.9.1.1 of the Proposal Evaluation and Basis for Award section.
20. Is an overall QC program summary needed in addition to the QC plan for the seed project?
Response: No
21. Is an overall infection control program summary needed in addition to the infection plan for the seed project?
Response: No
22. What is the page limit for the technical proposal?
Response: There is no page limitation for the technical proposal.
23. Will the VA accept one electronic copy of the proposal in lieu of hard copies?
Response: Provide 3 hard copies and one electronic copy as indicated in the submission requirements and instructions.
24. Please confirm Factor 1 is solely comprised of Sub-factors 1-6.
Response: Factor 1 Technical Expertise is solely comprised of subfactors 1-6.
25. Reference sub-factor 1 “Capability and Experience” can we use projects > 50% complete to fulfill the requirements of the Project Information Sheet (i.e. Exhibit A)?
Response: Prepare a Project Information Sheet for Contractors (Exhibit A) for a minimum of three (3) and a maximum of five (5) completed projects as indicated under Subfactor 1 “Capability and Experience”.
26. Factor 2- will the VA accept CPARS to fulfill the requirements of past performance in lieu of a Past Performance Evaluation Questionnaire (i.e. Exhibit B)?
Response: Past Performance References–Offerors shall prepare and submit to prior client(s) up to two (2) Past Performance Evaluation Questionnaires (Exhibit B) for projects listed under Factor 1.
27. We request a 2-week extension to the proposal due date.
Response: The proposal is extended by one week until 1:00 PM EST on September 13, 2023.
28. Are there any different ranges of magnitude for this MATOC in addition to the magnitude of $5,000,000-$10,000,000.
Response: Reference FAR 52.216-19 in the solicitation. Task orders will range from $2,000-$15M.
29. Is there an overarching MATOC general safety, infection control, and quality control plan?
Response: No, safety, infection control, and quality control plan will be addressed at the task order level.
