2. Responses to RFIs receive for project 631-21-011 Modernize, Replace, or Install Elevators in 8 Buildings, Solicitation 36C24123B0011.
1. Can current building as-builts be provided for (1, 2, 3, 5, 8, 11, 12 & 25)? Heavy emphasis on building 11 & 25.
VA Response: There are record drawings for each building that will be made available to the awarded firm. However, there is no current up to date as-built drawing for the entire building since there have been multiple renovations/upgrades that have taken place.
2. Are any contractors proprietary or required for use on this project (e.g. Fire Controls, Fire Protections, Building systems, Communications, CCTV, etc.)?
VA Response: Review drawings and specifications, The programming of all new and existing fire alarm system shall be by Northeast Integrated System.
All New cylinders shall be BEST Locks, 7-pin Small Format Interchangeable Core to Match Existing System.
The Physical Access control system components must be FIPS210 and HSPD- 12 compliant, and must integrate with Premisys/Identicard system.
3. The specifications require full-time 3rd party geotechnical supervision during earthwork. However, it appears the drawings do not have boring samples for BLDG 11 & 25? Are geotechnical samples available?
VA Response: A limited Geo Tech survey was performed on building 25, around the area of the new addition. Please see the attached report. There was no Geo Tech survey performed on Building 11.
4. Will the VA have issue with the contractor performing GPRS in areas where the ground will be excavated?
VA Response: Performing GPRS is required before excavating.
5. The solicitation states, “Footing Subgrade: At least one test for each layer of soil on which footings shall be placed. Subsequent verification and approval of each footing subgrade shall be based on a visual comparison of each subgrade with related tested subgrade when acceptable to COR.”
Please clarify the criteria for visual acceptance by the “COR”. Would this approval not be conducted either by a geotechnical engineer or by the engineering firm of record in the presence of the COR?
VA Response: The question refers to section 01 45 29 TESTING AND LABORATORY SERVICES, Paragraph 3.1.B. Outlining the testing procedure below footing walls. Section 31 20 00 EARTHWORK paragraph 3.2.F.2 Building Earthwork, does not allow placement of fill below footings. Inspection of the footing subgrade shall be included in the Geotechnical Engineer’s report required in paragraph 3.2.A.5. Results and recommendations shall be reviewed and approved by the COR.
6. Would the VA consider reducing the requirement for site management to 2 qualified site managers provided the superintendent was qualified in the safety role?
VA Response: The specification calls for a Superintendent, a Site Safety and Health Officer (SSHO) and a Contractor Quality Control (CQC) System Manager on-site at all times.
The VA would accept having a Superintendent that is also assigned the additional duty as the Safety Manager, and a CQC System Manager on-site at all times. However, the General Contractor must provide adequate supervision for all locations (buildings) of work whenever work is being performed. This supervision must come from the General Contractor and must be a competent person. This project will potentially have work in multiple buildings concurrently and the General Contractor is expected to provide required additional supervision if needed.
The Superintendent, Site Safety and Health Officer (SSHO) and Contractor Quality Control (CQC) System Manager must meet the requirements specified for each role. This includes any alternatives.
7. For areas where electrical rerouting is required, can facilities give us a quantity and details of utility runs affected if as-builts or record drawings are unavailable? No conduit labeling was present or visible.
VA Response: This question was in reference to building 11. After reviewing electrical conduits in building 11. We can see both EMT and RMC. The footage is approximate, and the true numbers of conductors within are unknown. 1” and below use max #12 AWG conduit fill. 1 ¼” and larger are expected to be feeders. Numbers reflect current conduit runs and do not cover relocated footage. There are at least 19 different runs on 4 different floors, basement-attic. 1 ½” - 40’, 1 ¼” - 20’, 1” – 20’, ¾” - 260’.
There are also pneumatic air controls lines, sprinkler and fire hose piping, fire alarm, water, and steam piping passing through the space.
8. Pg. 61 Section (7) of the solicitation calls for liquidated damages. No dollar amount is listed. Can the Contracting office please clarify? What is defined as a data breach? Is there specific VA training that is accessible to ensure our team avoids an incident of this nature?
VA Response: Liquidated Damages starts on page 61 under paragraph 7 and the costs can be found under subparagraphs c. and d. The term data breach is found in Section 7(b) on page 62 of the solicitation. Section 9 on page 63 of the solicitation provides the training required.
9. Will TB tests be required for badging? If so, please verify time prior to access that is allowable.
VA Response: TB testing is not required for badging. See section 01 00 00 paragraph 1.4 B for badging requirements.
10. Pg. 170 of the specifications section 3.7 “Concrete” states “concrete quality is established to satisfaction of COR with concurrence of COR and perform periodic inspections thereafter as determined by COR.”
What are the criteria of “satisfaction” of the COR? Will the COR be traveling offsite to inspect the batch plant? What are the criteria of “thereafter as determined by the COR”? What testing methods, tools and sieves will the COR be utilizing to determine “satisfaction”?
VA Response: “satisfaction of COR with concurrence of COR” is an error. It should read “satisfaction of COR with concurrence of EOR”. Satisfaction of the COR will be achieved by consistently meeting the approved mix design. The COR may or may not perform an off-site plant inspection.
11. Pg.170 of the specifications section 3.7 A-5 states “When concrete is batched or mixed off immediate building site, certify (by signing, initialing or stamping thereon) on delivery slips (duplicate) that ingredients in truck-load mixes conform to proportions of aggregate weight, cement factor, and water-cement ratio of approved trial mixes.”
How many trial mixes should be accounted for? What is the ACI code that we are to conform to that defines these trial mixes? Where is this trial mix to be delivered to, or where is it to be inspected? What is the volume of said trial mix?
Will delivery slips be sufficient, or will the COR perform batch plant inspections and require trial mixtures prior to all pours to include cellular grout mixes?
VA Response: See section 03 30 00 for trial batches/mix design requirements. The trial mixes are used for to develop the submitted mix design. ACI 211-1-91 should be the applicable guide. This process is typically performed by the concrete supplier and the batches would remain at the plant.
Delivery tickets with the batched proportions would meet the requirement. The contractor provided testing agency will verify the batch information prior to placement, and reject loads that do not meet the approved mix design as part of the CQC program. The VA will review the tickets, onsite, as well as plant test results. This would include the cellular grout mixes as well.
12. Pg.172 of the specifications section 3.7 B 11 states inspection and “report of observations”. Will this be required to be a 3rd party inspector?
VA Response: The contractor will provide the QC lab and inspector. See Section 01 45 00 Part 3.2. The VA/EOR will also visit the site during placement to ensure that proper testing and inspection are being performed on the project.
13. Pg. 252 Since this is an IFB and these states quantities of abatement could vary “Significantly” is there a quantification of significantly? I.E., an assumed amount to be accounted for before a change of conditions is warranted.
VA Response: See section 02 82 11 paragraph 1.2. Variations in Quantity.
Minor variations (+/-10 percent) in quantities of ACM within the regulated area are considered as having no impact on contract price and time requirements of this contract. Anything beyond the 10% is to be reported to the CO and COR.
Where additional work is required beyond the above variation, the contractor shall provide unit prices for newly discovered ACM and those prices shall be used for additional work required under the contractor.
14. Pg 249 Section 02 82 11 – 1 States “nothing in this section may be interpreted as limiting the extent of work otherwise required by this contract and related documents”. This contradicts the statement made in section (A) “In the event the Asbestos Abatement Contractor discovers a conflict in the contract documents and/or requirements or codes, the conflict must be brought to the immediate attention of the Contracting Officer for resolution.”
The first section states to assume any quantity and the second statement states to report changes for variance in quantities. Which is to be assumed?
VA Response: See section 02 82 11 paragraph 1.2. Variations in Quantity.
Minor variations (+/-10 percent) in quantities of ACM within the regulated area are considered as having no impact on contract price and time requirements of this contract. Anything beyond the 10% is to be reported to the CO and COR.
Where additional work is required beyond the above variation, the contractor shall provide unit prices for newly discovered ACM and those prices shall be used for additional work required under the contractor.
15. Dwg. E-CS101 shows in Note 3 a temporary ADA access ramp. Will this be provided, or should the contractor include in their scope?
VA Response: Contractor to provide temporary ADA access ramp for the duration of construction.
16. The ability to shield the facility from noise dampening or abate during elevator pit drilling, as required by the specification, is likely not possible. This is specific for building 11. This work would likely have to be conducted on a weekend. Is this suitable to the VA and Facility?
VA Response: Yes, weekend work is acceptable. Building 11 will be vacant during the elevator shaft construction. The building will be occupied once the elevator shaft is built.
17. Section 2.17 “Hydraulic Cylinder Casing and PVC Liner Provide New” states all the jack holes be cleaned and relined with PVC.
a. Does the government have a preferred vendor already performing these services onsite?
VA Response: This scope is only performed during a modernization. Elevator cylinder replacement can be completed by any qualified elevator contractor or their designated subcontractor.
b. Due to Noise abatement requirements, this would likely have to be done after hours, in areas that remain perpetually occupied concessions would have to be made during this vac operation. All efforts will be made to abide by abatement requirements.
VA Response: For cylinder replacement, the contractor will need to provide and coordinate this operation conforming to the General Requirements. Since the elevators are all simplex operation, schedule for taking each elevator out of service will need to be coordinated with VA along with barricades and access during this process.
After hours work is acceptable.
c. This portion of the scope was not made available for viewing. Is the government aware that, due to age, the elevator’s sleeves may not fit in all jack tubes? If this unforeseen condition happens, the drill team will need to be brought in to redrill the hole. Can the government confirm via its DOR or elevator shop drawings that these casings will fit?
VA Response: Existing hydraulic elevators will not change capacity and new cylinders will be the same size. Scope involves cleaning out well hole casing and installation of PVC liner within existing casing. Without conducting destructive testing, there is way to check the size of the casing, however Elevator Contractor to have the listed scope for new PVC liner and well hole cleanout. Original casings for VA projects normally have a minimum of 16” casings which are adequate for listed scope. Elevator contractor will need to provide shop drawings for the project and at that time; the successful contractor will need to confirm all dimensions and conditions.
d. During operations with shafts of this age, collapse is a high risk due to varying states of corrosion of the casings. Should the contractor assume pricing to account for jack tube collapse or will the government view this as an unforeseen condition?
VA Response: Contractor to assume that the well hole is cased, and they will need to provide the cleanout of the existing well hole. Provide listed scope in base bid from elevator subcontractor and well hole provider.
e. Should the contractor assume that vac operations should be conducted after hours? There is no way to mitigate a blockage of walkways for temporary periods of time with the hoses.
VA Response: See section 01 00 00 paragraph 1.6.K.2. and the ICRA requirements in the list of attachments.
Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc. to facilitate patient and staff access. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period.
To conduct operations, after hours is an acceptable means and method.
18. Work by others section 1.4 states, “remove all non-related equipment in machine room (Air Horn, ext.)”. Can the government please define what it considers non-related equipment by room (1, 2, 3, 5, 8, 11, 12 & 25)?
VA Response: The demolition of elevator machines and equipment, mechanical equipment, plumbing and electrical equipment in the elevator equipment rooms are noted on the drawings. Any miscellaneous equipment that is not needed in the new elevator equipment rooms should be removed from the site. No existing equipment shall be disconnected and abandoned in place. For example, if the air horn is not indicated to be replaced, or re-installed in the new elevator equipment, and the VA COR has confirmed that it is not needed, then the item shall be removed from the space, in its entirety.
19. Section 2.38 states to retain existing cab shells. 2.38C states to provide new front return wall panel, entrance columns etc. Is the intention to replace these or wrap these items in new stainless steel (which is typical)? If the government wants to replace the wall panels? If replacement is preferred it is advised to replace the shell. If this is the intent of the government, the contractor requests that an amendment be made stating this in the SOW/Specific
VA Response: Provide new front return and/or entrance column. New return to be installed along with new sill on the front entrances.
Additional Statement/Clarifications
20. Bids should include Qualified Shoring Subcontractors involved in this project for Building 11 and Building 25.
21. The voltage for items on the Luminaire Schedule on drawing E-001 should be 120 V. There is no 277 V on campus.
3. Provide the Site Visit Sign-in sheet for the 631-21-011 Modernize, Replace, or Install Elevators in 8 Buildings.
4. Provide an updated Davis-Bacon Wage Determination.
