SUBMITTED RFI QUESTIONS:
14 through 24
Question 14- Auto Door Operators:
Please confirm VA want all doors (Auto & ICU Doors) as standard sliders without the blast rating since no manufacture has a certification currently.
WBRC A/E 2019-3-27:
- Door 001 will be switched from a sliding door to a swing door of the same size and will meet specified PSDM blast requirements. Door will have a wall mounted ADA push button located in vestibule 001 to egress. Door will have a wireless, bollard mounted, ADA push button mounted on bollard closest to the door.
- Door 014A will be switched from a sliding door to a swing door of the same size and will meet specified PSDM blast requirements. Door will have a wall mounted ADA push button located in vestibule 014 to egress. Door will an audio video entry security intercom, as described in SK 003, dated 3/28/2019.
- Interior ICU doors are to remain as currently document and have no PSDM requirements.
Question 15- Is it possible to reissue Site Planting Plan LP101 on this project?
Plan has been reissued in which legend/notes are clear Question 16- All Painting Related:
1. There is no finish specified in Section 062013 Exterior Finish Carpentry for the cellular PVC trim, moldings, cornice, entablature, etc. Does exterior PVC need to be field painted or will it be furnished with a factor finish? Intended to be maintenance free, therefore factory applied finish is acceptable. Any nail holes shall be properly sealed so that rust stains do not appear over time.
1. Section 081400 Wood Doors references both factory finished doors and field finished doors, but the Door Schedule on A-601 only indicates that new wood doors are stained. Are these new wood doors factory stained or will they be stained in the field by the Painter?
Factory finish is acceptable
1. Is there any painting required in the attic besides at the Stair and new Mechanical Room? For example, do the outer faces of the shaft walls need to be painted? The catwalk? Any MEPs? No additional painting is required in/above concealed spaces above ceiling(s).
1. The existing plaster walls to remain along the building's perimeter are in very bad shape, and paint on most existing surfaces is peeling badly. Can you clarify the following?
A) Is it your intent to have the existing plaster walls skim-coated and left in perfect condition for the Painter? GC (through their sub) shall provide walls that are prepared for paint by removing any loose debris and applying a skim coat of plaster/mud.
B) If not, what surface prep does the Painter own at existing plaster walls? (see above)
Question 17- 1.) Scope of work 11.0 GC Supplied – GC Installed calls for exam room Casework to be furnished and installed by the GC. There is no specification for the Casework. Please provide.
Basis of design for casework (caregiver station) is Herman-Miller Compass that is available through Creative Office Pavilion (COP). It is intended to have the furniture manufacturer also due the installation of the furnishing. See spec:
Mark Lemay Senior Account Executive p: 603-647-4333 x309 Creative Office Pavilion www.creativeofficepavilion.com
2.) Scope of work 11.0 GC Supplied – GC Installed calls for exam room Head Boards to be furnished and installed by the GC. There is no specification for the Headboards. Please provide.
Basis of design for casework is Herman-Miller Compass that is available through HSI (Hospital Systems, Inc.). It is intended to have the furniture manufacturer also due the complicated installation of the headwall. (See specification above for basis of design specification) Stefanie Renwick HSI (Hospital Systems, Inc.)

3.) Please provide drawings for the buildings that are to be demolished.
Here is a pdf that includes Buildings: 3,4, 13, and 14. These drawings are 1/8” = 1’-0” when printed on an 18x24.
Question 18- Spec Section # 08 11 13 – Hollow Metal Doors and Frames Please advise to the Blast Charge Weight and Standoff Distance for the one HM Frame for opening 015B Decon? The specs do not have that information in there.
James Landau, PE PLLC 2019-3-27: Section 08 11 13, paragraph 2.1.A, states that the blast values are contained in the VA Physical Security Design Standards Data Definitions, January 2015. Those values are 13.5 psi peak pressure with an impulse of 51 psi-msec.
Question 19-
RFI:
Auto Door Operators: Please confirm VA want all doors (Auto & ICU Doors) as standard sliders without the blast rating since no manufacture has a certification currently
Changes to doors 001 and 014A are documented in Addendum 002.
Question 20-
Please confirm the make-up requirements for the Psychiatric Blast Resistant Windows G and H.
085653.2.4.C.2 seems to indicate a blast rated window with an interior window that has 1/2" polycarbonate.
James Landau, PE PLLC 2019-3-28: 085653.2.4.C.2 is referring to an IG unit with an added 1/2" polycarbonate pane and aluminum framing attached to the interior side of the IG unit frame. The IG unit will be an annealed outer lite and an annealed/laminated with PVB lite inside. Framing holding the polycarbonate pane shall have a concealed multipoint locking system and concealed 4-bar hinge.
Question 21-
1. The Air Barrier, Waterproofing spec calls for a certified ABAA installer. The cost to be a certified installer by ABAA are too high to maintain. Especially with a limited amount of projects out there that are to be ABAA certified. In addition there are multiple inspection cost that impacts an owner of the project and ABAA assumes not responsibility for the work.
Requesting an exception to delete the ABAA requirement. Please clarify. WBRCwould recommend the VA opt to keep this requirement, as it provides a desired level of quality control. VA concurs
2. Masonry:
· The unit masonry spec calls out for UL fire rated masonry units, are these required or is ETC block acceptable?
WBRC A/E 2019-4-2: Wall assembly must meet UL and class requirements listed in contract documents.
· We are figuring the 2 stairwells and elevator to be 2hr rated, and the 2’8” high knee wall at detail C1/AS312 is to be unrated. Is this correct?
WBRC A/E 2019-4-2: All walls are to have ratings as indicated on life safety drawings. At detail C1/AS312, UL rating is not required below basement slab of existing building. Wall to be constructed per structural and architectural documents.
· Will the stairs and elevator go before the framing?
WBRC A/E 2019-4-2: Contractor means and methods Will we have access around the site with a forklift?
VA does not have an issue with forklift use as long as all Safety precautions are in place and any damaged lawn/grounds are repaired. Ultimately this is the GC’s decision.
Question 22- Damp-Proofing:
Drawing F1/AS101 calls for damp-proofing from column lines E to H at Column line 2.2, but there isn't a detail or a specification for this. Is damp-proofing required, if so will it have protection as well?
WBRC A/E 2019-4-2: Waterproofing, with protection board to be provided along column lines E, H and 2.2 in lieu of damp-proofing.
Modified Bituminous Sheet waterproofing:
The specification has section 071352 Modified Bituminous sheet waterproofing calling to waterproof foundation walls and split slab, but the drawings don't represent any waterproofing on the foundation walls or a split slab. Will this section be required? If so, can it be clarified where it will be installed.
WBRC A/E 2019-4-2: See note above. Waterproofing and protection board also to be provided on all foundation walls adjacent to occupied space.
Question 23- Sewer note 8, sheet CU101:
Please advise on Sewer note 8, sheet CU101 – during construction it appears that we will be cutting off the gravity flow of the sewer just to the north east of the new addition. We may want to install the 4,000 gallon surge tank and use it for temp storage, until the new station is up and running. That duration could be quite a while. Not knowing If we are allowed to use that tank for temp storage, and not knowing the daily flow, it will be difficult to calculate for temp pumping. Please advise.
WBRC A/E 2019-3-27 The engineer does not want to provide direction on contractor’s means and methods, however, it is anticipated that temporary pumping would occur.
Provisions should be made for temporary pumping. The existing daily flow from the pipes being cut is unknown. The 4,000-gallon surge tank may be used in conjunction with temporary pumping.
Question 24- Fixtures:
Please advise that no make or model numbers are shown in the spec or in the PL601 fixture drawing?
Question 24- Questions have come to light concerning the humidifier SH1. The information supplied in the schedule is minimal and in the spec section see below it calls out page 23 84 12 which has little or nothing about the units.
My other concern is the unit a standalone or is it an integral part of the roof top unit.
WBRC A/E 2019-4-3: The basis of design is a gas-to-steam humidifier to be furnished and installed by the Mechanical Contractor in the RTU service vestibule as indicated on drawing M-102. Please refer to detail D5 drawing M-503 for configuration arrangement and drawing M-601 schedule for performance data.
CLARIFICATIONS
During the design of the Clinical Services Building (CSB) VHA Police were in the process of upgrading the security camera and software. At the time of the CSB design (2017) Police were considering purchasing Axis cameras with Genetec Omnicast software/server. They did not end up making the purchase and decided to go with a different product. The security cameras at the Manchester VA are American Dynamics and supported by Victor software. Please disregard the SOW giving direction to use the brand name of Axis and Genetec.
