About this file
This is an amendment to a combined synopsis/solicitation notice for a requirements contract for Combi Ovens for the Department of Veterans Affairs. The VA seeks to procure Rational iCombi Pro brand-name or equal gas and electric combi ovens (thermally insulated cooking chambers) for use across VA Medical Centers nationwide. The solicitation includes four primary CLIN offerings: a 10-full size electric model (LM100EE), a 20-full size natural gas model (LM100GG), a 20-full size electric model (LM100GE), and a 10-full size natural gas model (LM100EG). Each primary oven CLIN is accompanied by optional line items for warranty, certified installation, training, water filtration systems, and cleaning supplies. The solicitation also includes CLIN 0005 for planned maintenance service plans at three labor-only levels and three labor-plus-parts levels with annual, biannual, or quarterly service frequencies, plus additional optional service CLINs for filter replacement, unplanned visits, software updates, and emergency calls.
Offers must be submitted via email by 9:00 AM Eastern Time on May 5, 2026, to Contract Specialist Michael Andrews and Contracting Officer Sara Vickroy. Questions are due by April 27, 2026. The contract will be awarded as a single-award firm-fixed-price requirements contract for one 12-month base year with four 12-month option years, with delivery FOB destination. The solicitation is full and open competition with no set-asides, and vendors must be registered in SAM prior to submission. Offerors must demonstrate compliance with 15 salient characteristics covering integrated cooking systems, steaming and convection functions, temperature ranges, Energy Star rating, programmable cool-down, integrated cleaning, warranty coverage, pan capacity, gas and electric configurations, temperature monitoring, certified installation with pre-installation site visits, water filtration systems, annual service plans, post-warranty support, and preventive maintenance services. The NAICS code is 333241 (Food Product Machinery Manufacturing) with a 500-employee size standard, and the product service code is 7310. This amendment updates FAC references to FAC 2026-01 (March 13, 2026), removes reserved FAR clauses, and extends the questions deadline from April 22 to April 27, 2026.

1. SCOPE OF WORK
The Veterans Health Administration (VHA) Non-Expendable Equipment (NX) National Program has identified the COMBI OVEN product line as a candidate for inclusion in the National Equipment Catalog (NEC). This will be accomplished via the awarding of a VA-wide (otherwise referred to as “national”) single award Requirements contract.
Combi Ovens are thermally insulated chambers used in cooking for warming, cooking, and baking food, typically fueled by either natural gas or electricity. Food service ovens have thermostatic controls, which turn the oven on and off and select the temperature at which the oven will operate, and, usually, a timer. Food service ovens may have complex, computer-based controls allowing a wide variety of operating modes. They may be freestanding or countertop units.
The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Combi Ovens to be used by cooks throughout the VA medical centers and facilities. The period of performance is for a base of 12-months with four 12-month option periods.
2. REQUIREMENT
This requirement will be “Brand Name or Equal” which requires the quoter to indicate that each product is being offered as an “equal” product to the Rational iCombi® Pro and Combi Oven. For each equal product, the Offeror must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The Offeror must also clearly identify the item by brand name (if any) and make/model number. Finally, the Offeror must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements. Finally, the quoter must be authorized by the OEM to perform installation, annual service, post-warranty support, preventive maintenance services and repairs.
