PRE-PROPOSAL SITE VISIT:

Note: Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Upon arrival, offerors are required to meet with the Facility Manager (contact information listed below) at the loading dock in the rear of the building (follow signs for back side loading dock). Offerors shall provide identification and check in by signing in on the sign-in sheet. The scheduled site visit will begin promptly at 10:00 AM. Late arrivals may not be provided the opportunity to conduct the site visit. If, during time of travel, the offeror becomes disoriented, the offeror is instructed to contact the Facility

QUESTIONS AND ANSWERS:

Note: This amendment addresses a selection of the submitted questions. Additional questions will be answered in a future amendment.

Q: In paragraph 9.0 Contractor furnished items, the government states "All equipment, supplies (including paper towels, toilet paper, and soap, in addition to cleaning equipment) shall be Contractor-furnished. Paper supplies and soap shall fit into

Government furnished dispensers."

In paragraph 10.0 government furnished equipment, the government states "The

Government will supply all paper and soap dispensers." Can the government please provide the model or description of the toilet paper, paper towels, and soap dispensers?

A: See attachments F, G, and H

Q: How far is the outside trash receptacle from the building 92?

A: The dumpster is about 20 feet from the loading dock in the rear of the building.

Q: Can the government please confirm window cleaning is needed for both interior and exterior windows?

A: The PWS only require the cleaning of the window ledges. The CLIN structure will be updated on a later amendment to allow for accuracy in the price quotes.

Q: The government indicates "…a portion of the 1 floor and 2nd floor" of bldg. 92 requires janitorial services. Will the government please clarify that the remaining portion of bldg. 92 is restricted area, and that this area is the area that may from time to time require janitorial services in an ad hoc basis?

A: Only the second floor and a small part of the first floor will be included in the scope of work. No other part of the building will be cleaned as part of this contract. The rest of the building is cleaned by VA other employees.

Q: The government states "The square footage of Bldg. 92, 1st and 2nd Floor, is approximately 14,000 square feet (2,000 sq ft - 1st Floor & 11,704 sq ft - 2nd Floor)."

Can the government please confirm this square footage is the square footage offerors are to estimate cleaning services and not the entire 1st and 2nd floor square footage?

A: Offerors will be required clean a portion of the 1st floor and the entirety of the second floor.

Q: Is there an incumbent contractor for this requirement?

A: There is no incumbent for this requirement.

Q: As an AbilityOne supplier, should we propose the use of AbilityOne-compliant cleaning products or continue using the same brands currently in use at the Doris Miller VA Medical Center?

A: The Government is unable to make recommendations on how the offeror should construct their quotes.

Q: The documents show SDVOSB must be in VetCert. I’m a certified by the SBA SDVOSB and VOSB. Approval letter attached. However, it is not showing up in VetCert Dashboard. I’ve submitted tickets to the helpdesk to get this resolved. Am I still eligible to submit for this RFQ?

A: The Government must be able to verify the offeror's socio-economic status in VetCert at the time the quote is submitted.

Q: Is this available for SDVOSB businesses to respond to or just certain ones based on being on an IDIQ for the VA? Just trying to clarify before spending resources for this response?

A: This requirement is for any SDVOSB concerns verified in VetCert with an active SAM certification capable of performing services janitorial services.
