About this file

This document is a Request for Information (RFI) Response for Solicitation 36C10F26R0083 concerning the B13 Warehouse Retrofit and Renovation project at the Roseburg VA Medical Center, with project number 653-104.

The RFI response addresses 30 questions from potential contractors regarding scope clarifications, technical specifications, and procedural requirements. Key technical clarifications include: connecting new exhaust fan and Energy Recovery Ventilator (ERV) equipment to the existing Metasys controller; fire-rating requirements for walls (A2 and A5 rated as 2-hour, E3 as non-rated, C5 not used); addition of (6) Lithonia 2x4 lighting fixtures with dimmer and occupancy sensor to the Print Shop; confirmation that Building 11 does not include synthetic roofing work while Building 13 roofing includes synthetic tiles per specification 07 32 13.13; and clarification that the vault door on Sheet S-100 Detail C1 is to be demolished and removed by the general contractor. The response confirms that accurate electrical as-built panel schedules do not exist and contractors must include circuit tracing in their base bids. Electrical shutdowns exceeding 8-10 hours must be spread across multiple days with coordination between the contractor, Contracting Officer Representative (COR), medical center, and affected services per Specification section 01 00 00 1.6.K. Fire alarm programming, testing, and final acceptance by SecureCom vendor are included in the contractor's scope. The general contractor shall propose subcontractors during the proposal phase rather than identifying them in advance. Phase 1 scope now includes furnishing and deploying one 53-foot climate-controlled pharma-grade storage trailer for AHEC pharmaceuticals at Building 1 loading dock with electrical service from Building 65. The proposal submission deadline has been extended to Thursday, September 10, 2026, at 4:00 p.m. PST, with electronic bids submitted to 003C4C.acquisitions@va.gov. A pricing schedule will be included in a solicitation amendment, with price evaluated for reasonableness as a factor in establishing competitive range and making best-value award decisions. Language allowing contractors to propose earlier completion dates has been removed from the scope.

B13 Warehouse Retrofit and Renovation

1. Do you want to connect the new exhaust fan and ERV to the existing Metasys controller (located on the first floor near the office in Building 13) in order to allow the Metasys system to perform scheduling functions for this equipment?

Response: Yes, connect the new exhaust fan and ERV to the existing Metasys controller.

2. On page 17 of solicitation, it says the proposal is submitted electronically, EXCEPT for the Bid Bond. Does this mean an electronic copy is not acceptable? If not, where do we send it?

Response: An electronic Bid Bond is acceptable, and can be e-mailed to:

003C4C.acquisitions@va.gov

3. Page 48 of 91 on the solicitation it states liquidated damages of $408.07 per day. We have never had to pay liquidated damages on a VA project, more specifically the Roseburg VA. Is this amount correct and how will we ensure the VA operations don’t affect the contractor from finishing on time. It’s our understanding that these buildings will remain occupied.

Response: The liquidated damages is a prescribed FAR clause that is rarely assessed but necessary.

3. Who do we send our electronic bid to? Michelle Belkot or just to 003C4C.qcquisitions@va.gov?

Response: E-mail 003C4C.acquisitions@va.gov In the event the Contracting Officer is out of the office, the entire ERO team is monitoring our group e-mail address.

4. ERV-1 is scheduled but not shown anywhere on the prints.

Response: ERV-1 is on M-402, which was inadvertently left out of the IFC set. See attached M- 001 and M-402 for ERV-1 and associated ductwork demolition and replacement.

5. Project# on page 1 91 states the project# is 653-104. Pages 6-34 of solicitation at the top says it’s project# 653-105. Please clarify which number is correct.

Response: Building 13 project number is 653-104.

6. GI012 shows no fire ratings, but the wall types shown on A-102 say wall types A2, A5, E3, & C5 are fire-rated and require through penetrations and joints to be sealed with fire sealant.

Please confirm wall rating requirements for wall types A2, A5, E3, & C5 mailto:003C4C.acquisitions@va.gov mailto:003C4C.acquisitions@va.gov

Offerors are advised that any offer wherein pricing is deemed unfair or unreasonable will be rendered ineligible for award.

Response: Pricing schedule will be included in the solicitation amendment.

8. This solicitation is being issued as a Design-Bid-Build procurement (Reference Revolutionary FAR Overhaul Subparts 36.1 and 36.2. One Firm-Fixed-Price (FFP) contract will be awarded.

My understanding from the walkthrough is that this is a proposal only and is not pricing evaluation provided?

Response: Price will not be rated but will be a factor in establishing the competitive range prior to discussions (if held) and in making the best value decision for award of any resultant contract(s). It will be evaluated for reasonableness as well. Please refer to page 31 of the solicitation.

9. Is the intent that we identify subcontractor/trade partners now for the proposal? Or is the intent that we are proposing as the general contractor, working with your team, and then bidding the project out to subcontractors like we typically would on a negotiated public works

Solicitation: 36C10F26R0083 RFI Response Page 3 of 6 project? It’s an important question because if we need to show specific trade partners now, that modifies how we approach our write-up to this proposal.

Response: Proposing as the general contractor.

10. What manufacture of composite tile would you like on roofs? Also, just pitch roofs on building 11 not flat roof outback?

Response: B11 does not have any synthetic roofing as part of the scope of work. For Building 13 refer to specification section 07 32 13.13 - Synthetic Roof Tiles for basis of design.
