About this file

This is a GSA Real Property Lease (RLP) Exhibit A template for net-of-utilities lease arrangements with the Department of Veterans Affairs. The document establishes requirements for lease pricing and building operations when the Government pays utilities directly.

Under this arrangement, offerors must price rent exclusive of electric, gas, and water utilities, with all other required services and utilities included in the rental rate. Offerors must submit a statement from a registered professional engineer confirming that all HVAC, plumbing, and energy-intensive building systems can operate under the control conditions specified in the lease, given that the Government will pay for utilities directly. The engineer's statement must also identify any building systems that do not conform to ANSI/ASHRAE Standard 90.1 performance values or more restrictive state and local codes. Additionally, offerors must submit a Building Operating Plan with their proposal that includes a schedule of startup and shutdown times for each building system, including lighting, HVAC, and plumbing, with the plan effective on the Lease Term Commencement Date. This template is part of RLP No. 36C10F25R0048 and represents the GSA Template R100 for VA net-of-utilities leases updated as of May 26, 2026.
