About this file
This is Amendment No. 04 to Request for Lease Proposal No. 36C10F25R0048 issued by the Veterans Affairs (VA) for an Outpatient Clinic (OPC) facility in Conroe, TX.
The amendment extends the final proposal revisions due date to November 20, 2026, at 4:00 PM EST. It addresses a submitted question regarding acoustical requirements in Section 3.44.D of GSA Template L100, specifically clarifying whether partitions must be designed to lab-rated Sound Transmission Class (STC) assemblies or if field testing is required. The VA's response clarifies that partitions shall be designed in accordance with lab-rated STC assemblies per ASTM E-336 standard. The Lessor remains responsible for constructing walls that meet the acoustical ratings specified in the lease construction drawings, specifications, and applicable Facility Guidelines Institute (FGI) requirements. Any additional acoustic enhancements or testing requirements beyond standard template language should be addressed through Tenant Improvements (TI). The government reserves the right to independently test these acoustic levels. All respondents must acknowledge receipt of this amendment by initialing every page and signing the acknowledgment form, with the acknowledgment required to be received with the revised proposal offer.

AMENDMENT NO. 04
REQUEST FOR LEASE PROPOSAL NO. 36C10F25R0048
October 27, 2026
Veterans Affairs (VA)
Conroe, TX - Outpatient Clinic (OPC)
1. Final Proposal Revisions due date is extended to November 20, 2026, 4:00 PM EST.
2. Question Submitted and Response:
Item 10 - Section 3.44.D of GSA Template L100 (Acoustical Requirements): there can be significant differences from partitions built to meet lab-tested STCs versus field testing for STCs. Please confirm if VA intends the partitions to be designed in compliance with lab-rated STC assemblies or if field testing is required.”
Response: Any additional acoustic requirements that go beyond the standard boiler-plate L100 template language should be shifted to TI, if required. The Lessor is still responsible for constructing walls that meet the acoustical ratings specified in the lease construction drawings, specifications, and applicable Facility Guidelines Institute (FGI) requirements. This ensures that the base acoustical standards are maintained, while any VA-specific enhancements or testing requirements are clearly identified and addressed through TI. Referencing compliance, partitions will be designed in accordance with lab-rated STC assemblies (ASTM E-336). Lastly, the government reserves the right to independently test these levels.
