AMENDMENT NO. 04
REQUEST FOR LEASE PROPOSAL NO. 36C10F25R0024
Date October 28, 2026
Veterans Affairs (VA)
Katy, TX - Outpatient Clinic (OPC)
REQUEST FOR LEASE PROPOSAL NO. 36C10F25R0024 Question Submitted and Response:
1. Final Proposal Revisions due date is extended to November 16, 2026, 4:00 PM EST.
2. Question Submitted and Response
Section 3.44.D of GSA Template L100 (Acoustical Requirements):
Question: There can be significant differences from partitions built to meet lab-tested STCs versus field testing for STCs. Please confirm if VA intends the partitions to be designed in compliance with lab-rated STC assemblies or if field testing is required.
Response: Any additional acoustic requirements that go beyond the standard boiler-plate L100 template language should be shifted to TI, if required. The Lessor is still responsible for constructing walls that meet the acoustical ratings specified in the lease construction drawings, specifications, and applicable Facility Guidelines Institute (FGI) requirements. This ensures that the base acoustical standards are maintained, while any VA-specific enhancements or testing requirements are clearly identified and addressed through TI.
Referencing compliance, partitions will be designed in accordance with lab-rated STC assemblies (ASTM E-336). Lastly, the government reserves the right to independently test these levels.
