In an effort to provide the VA with the most meticulous and accomplished lease proposal response, would a 30-day due date extension please be considered?
General Question At this point the LCO is not considering an extension.
Under the RLP, section 1.02, C. "The Government requires 300 parking spaces, reserved for the exclusive use of the Government. These spaces must be secured and lit by the Security Requirements set forth in the Lease….."
Does the VA require perimeter fencing or just controlled access with arm gates? Regarding fencing, is it required around the site and/or staff parking areas? If so, where are those requirements defined including location, height, material, pedestrian gates, and vehicular gates?
Bowling_Green_RLP.pdf (1.02, C) Adhere to FSL II requirements.
11 Would the VA like to have the staff and Veteran parking be separated? Bowling_Green_RLP.pdf (1.02) It would be preferred however it is not a specific requirement. Each Offeror should determine how the site will be laid out and the flow of parking required that best suites the property.
12 Is the staff parking area required to have any type of access control (i.e. arm gates and access controls)? Bowling_Green_RLP.pdf (1.02, C) Adhere to FSL II requirements.

Match the form that was issued with the RLP package.
Appendix A2 Lease Design Narrative - 4.2.10 Millwork. Please clarify the casework requirements for the Clinical Laboratory. Will such casework be plastic laminate with solid surface per Agency Specific Requirements or will it be steel laboratory casework?
Bid as shown in solicitation package. Reference Appendix A.2 LDN, Sec 4.2 Architecture. Lessor A/E to confirm items on the PRCL that apply to TI and request finish options during post-award DID.
Appendix A2 Lease Design Narrative - 2.2 Codes vs. 4.5.3 Medical Gases. Please confirm there are no medical gases in the scope of this project.
Bid as shown in solicitation package. Reference Appendix A PFD regarding Full Gas Cylinder Storage and Empty Gas Cylinder Storage requirements. Reference Appendix A.2 LDN, Sec 4.4.13 Special Conditions and Appendix A.2 LDN, Sec
4.5 Plumbing requirements.
Appendix A2 Lease Design Narrative - 4.6.1 Generator. The exhibit states that a standby generator will be required even if the code does not require an Essential Electrical System. Please confirm that the systems listed in paragraph
4.6.1.3 can be on a single "equipment branch" ATS and that no "critical branch" is required for receptacles.
Bid as shown in solicitation package. Lessor A/E to determine best design for facility electrical systems based on RLP package, applicable codes, and AHJ requirements.
Appendix A2 Lease Design Narrative - 4.6.1 Generator. The exhibit states that a standby generator will be required even if the code does not require an Essential Electrical System. Please confirm that the systems listed in paragraph
4.6.1.3 are the only systems required to be on standby power, and Life Safety systems such as emergency lighting can be handled via battery backup if deemed feasible and economical.
Bid as shown in solicitation package. Lessor A/E to determine best design for facility electrical systems based on RLP solicitation package, applicable codes, and AHJ requirements. The list shown in Sec 4.6.1.3 are the only items required to be on generator power, unless code or AHJ requirements require otherwise.
Appendix A2 Lease Design Narrative - 4.6.1 Generator. The exhibit states that a standby generator will be required even if the code does not require an Essential Electrical System. Paragraph 4.6.1.3 states that the loads for the standby generator shall be in accordance with the Room Data Matrix. We do not see specific power requirements listed in that matrix. We do not see any Emergency Power requirements listed in the matrix except under "SURGICAL SUITE" which is not applicable based on the Program For Design.
Bid a shown in solicitation package. There is no Surgical Suite required in the Appendix A PFD.
Appendix A2 Lease Design Narrative - 4.6.1 Generator. The exhibit states that a standby generator will be required even if the code does not require an Essential Electrical System. Please confirm whether the Mobile CT unit mentioned in 4.1 Additional Site/Civil Requirements will require an emergency power connection.
No emergency power connection is required for Mobile CT unit.
Appendix A2 Lease Design Narrative - 4.8.3 Telecommunications Spaces. The exhibit lists a Demarc room, an MCR, and a minimum of one TR. It also discusses that the MCR and TR could be the same space in paragraph 4.8.3.2.14.1.
a - Please confirm the MCR and TR would be part of the ABOA, which is what we typically see for leased facilities.
b - Please confirm whether the Demarc will be non-ABOA lessor space or part of ABOA. We have seen RLPs interpret this space either way.
e - If Demarc is non- ABOA, please confirm whether the Lessor can place the Lessor's telecommunications equipment within the Demarc room.
a) Bid as shown in solicitation package. Reference Appendix A.6 Concept Plan regarding ABOA and non-ABOA designated areas. MCR & TR are ABOA spaces.
b) Bid as shown in solicitation package. Reference Appendix A.6 Concept Plan regarding DEMARC areas. DEMARC is shown as non-ABOA space, per this drawing.
c) Bid as shown in solicitation package. The solicitation does not prohibit DEMARC space for shared VA tenant and Lessor telecommunications usage, provided there are no security or RF interference issues.
Appendix A2 Lease Design Narrative - 4.8.3 Telecommunications Spaces. Paragraph 4.8.3.3.8.5 states to size the TR per the TR Design Checklist . That document states that the size of TRs for buildings other than "Inpatient hospital (VA medical center) main clinical building " should be determined via the serving zone WAO count. However, the Appendix A Program For Design states to provide 2 TRs, each at 170 SF. Please clarify whether the Program For Design or Lease Design Narrative will rule.
Bid as shown in solicitation. For the purposes of the solicitation, the 170 SF is the largest these rooms can be by VA OIT standards. This is a TI feature and will be determined/finalized during post-award design meetings with VHA personnel.
Appendix A Program For Design. This document lists two 80 SF Special Systems Rooms in addition to the TRs. Having designed many EHRM projects, our understanding from DCIE and HEFP is the VA intends the special systems such as nurse call, fire alarm, and security systems to be placed within the TRs. Paragraph 4.8.8.5.3 supports this philosophy stating "Nurse Call equipment shall be located in Main Computer Room and Telecommunications Rooms. " Similarly, paragraph 4.8.8.6.3 states "Access Control equipment shall be located in Main Computer Room and Telecommunications Rooms. " Other systems in the Lease Design Narrative also state to place said equipment into MCR or TR. Please confirm whether the Special Systems Rooms can be eliminated.
Bid as shown in solicitation. Lessor A/E to confirm items in the RLP package that apply to TI during post-award design.
Appendix A2 Lease Design Narrative - 4.8.3 Telecommunications Spaces. We frequently see it accepted to use the MCR as a distribution point for CAT6A cable to reduce the number of TRs, thereby using more of the ABOA for clinical use. Please confirm whether the 1 MCR and 1 TR would be acceptable, assuming the proper coverage using the 90-meter diamond method is achieved.
Bid as shown in solicitation package. Please note, Betterments offered by the proposal should be identified accordingly. Please note, this may be adjusted by the GOV during the post-award design of TI components.
Appendix A2 Lease Design Narrative - 4.8.8.5 Nurse Call System. The exhibit states to provide nurse call system.
Please clarify which departments (or Functional Areas) would require the nurse call system. Please clarify where the annunciators and master station should be located since the clinic areas do not have central nurse stations.
Bid as shown in solicitation package. This is a TI feature and will be determined/finalized during post-award design meetings with VHA personnel.
Appendix A Program For Design. This document lists an OIT Workroom. Appendix A.6 Concept Plan also shows an OIT Workroom. However, neither of these documents shows the MCR outlined in Appendix A.2 Lease Design Narrative paragraph 4.8.3.2. Please confirm the OIT Workroom is a separate space (not a mislabeled MCR) and both the MCR and OIT Workroom must be provided.
Correct: this is a separate, programmed space for VA OIT and is not intended to be a MCR. Please note, this may be adjusted by the GOV during the post-award design of TI components.
47 Will proposals submitted by email with a link to a file sharing program such as SharePoint be accepted? RLP/3.02.A As a shareable folder or link that can be downloaded.
Both the RLP and Lease list Source Selection Technical Submission Package as a document that will be part of the Lease. Will you confirm this is considered Volumes I and II of the Offerors initial and, if applicable, revised offer?
RLP/4.06.B & Lease/1.07 Portions of the Awardees Volume I Technical submission package will be attached to the L100 and others mentioned by reference. In addition, Volume II relevant pricing information will be included.
The RLP indicated AutoCAD shall be used to generate plans, whereas the Lease specifies Revit in one section and the use of either format in another section. Is Revit acceptable for generation of all plans.
RLP/3.06.O.2 & Lease/4.02, 4.12 Both software programs are part of the Autodesk software suite. Either will be acceptable for this project, provided the design can be provided in .dwg format.
Additional requirements state that Patient Care Procedure Room and toilet shall be full Bariatric Design. Will you confirm that this corresponds to room OCB37 in the PFD?
LDN/4.2.2
Room Code OCB37 is a Multi-Use/Bariatric Patient Care Room. Please note, rooms may be adjusted by the GOV during the post-award design of TI components (i.e., room size, door widths, etc.).
Additional Mechanical Requirements states that spaces listed under Sec 5.3.3.3 are required to be reviewed and approved by HEFP. The LDN has no Sec 5.3.3.3. Does this reference a different document?
LDN/4.4.13
Concur, there is no Sec 5.3.3.3 in the LDN. GOV will strike this reference to LDN Sec 5.3.3.3 in the awarded Lease documents. The VA HEFP review of mechanical systems is an Inherent Government Function during the post-award design review processes. GOV will strike this line from RFP.
The revised LDN will be reissued with Amendment No. 1.
