About this file

This document contains a question and answer matrix from a pre-bid meeting for a federal solicitation to lease clinical space for a VA outpatient clinic in Allentown, Pennsylvania. The solicitation requires the construction of a new clinic building totaling approximately 25,000 rentable square feet to house primary care, mental health, laboratory, and radiology services including an area for a mobile MRI unit. Key requirements include parking for 600 vehicles, a generator, security systems, and HVAC systems designed to meet VA specifications. The deadline for initial proposals was not provided but the government estimated award date is spring/summer 2025. The document clarifies various technical requirements and confirms whether certain items are considered shell costs or tenant improvement costs for proposal purposes.

These are the public multiple user toilet rooms, required as part of the shell rent.

2 Lease Design Narrative - Section 4.1.2 - Special Systems Room

Is the Special Systems Room detailed in the LDN required to be a separate room?

This room is not shown on the RLP Conceptual Floor Plan.

This room is not shown on the RLP Conceptual Floor Plan.

Yes

4 Lease Design Narrative - Section 4.3.6.1 - Critical Dimensions

The LDN states 'Corridors within the Radiology Department and dedicated path from ambulance entry shall be 8 feet minimum throughout to accommodate stretchers.'

Does this mean the dedicated path from the Ambulance entry to the Radiology Department is required to be 8 feet minimum? Verify the path or the corridors that are required to be 8 feet wide from the Ambulance entry to a specified destination.

Yes, these corridors are to be 8 feet wide minimum. The exact cooridors will be determined during the design process.

5 Room Data Matrix - Interior Finish Note J / Project Room Contents Document

The Room Data Matrix states the 'Soffit above upper cabinets to be gypsum board'. However the Project Room Contents states the upper cabinets are required to have a sloped top.

Which configuration does the VA prefer?

Sloped tops per the project room contents list is the prefered upper cabinet. Possible exceptions to this could be determined during the design process.

Lease Design Narrative - Section 4.2 Site/Civil/Landscape - "Additional Site/Civil Requirements"

Please provide a minimum size of "generous green space", it's intended use, and preferred relationship to other site and/or building elements.

The location of and size of Green Space is expected to be dependent on the size and shape of the entire site.

Fencing is also required around any outside ground level HVAC, power Transformers, Transfer switches and utility areas, etc.

8 Lease Design Narrative - Section 4.3.12 Doors and Frames

Are both exam room doors to be swinging doors (no sliding barn doors except possibly at dental operatories)?

The Room Data matrix and hardware schedule, is planned around swinging doors for both doors on the typical exam rooms. Sliding doors would also be allowed, on the staff side, if determined during design process.

9 Lease Design Narrative - Section 4.2.2 Parking Of the 600 required parking spaces, is there a desired quantity of parking spaces reserved for VA staff vs patients?

Reference FSL document section 1.8 An exact quantity will be decided during project design, based on site shape and layout.

10 Block Diagram An MRI trailer is indicated on the block diagram, however, it is not mentioned anywhere else in the RLP. Is a space for an MRI trailer required, and if so, can the VA provide its requirements?
