1. Q. Plan Sheet SF501 is listed on the Title Sheet however not issued. Instead, Sheet
SB501 is issued twice. Please Advise.
A. Plan Sheet SF501 was issued in Amendment #1 dated January 15, 2020 as an additional structural drawing.
2. Q. Reference: Division 01 - General Requirements Specification Section 07 32 13
The above references indicate Clay Tile Roof is part of this project. Plan details indicate that the new roof for the Boiler Building is to be a Standing Seam Metal Roof. Please clarify.
A. Disregard spec section 07 32 13 Clay Roof Tile from: 1) Table of Contents spec section 00 01 00; and 2) spec book. Plan details showing standing seam metal roof are correct—see spec section 07 40 00 Roofing Panels for new standing seam metal roof. Cross-reference question #92.
3. Q. Have you chosen a size for the floor and wall tile for the bathroom and shower yet? Any information on this would be appreciated.
A. Tile sizes are now shown on Amendment 2 revised Room Finish Schedule on Drawing AF601.
4. Q. Please confirm that the only new lightning protection system required is shown on sheet EP103.
A. Yes, this is the only new lightning protection system required.
5. Q. Please provide photos of the marble partition that is called to be reused, shown on sheet AD103 sheet note 02.67

6. Q. Please provide specifications for BIM modeling as required per the coordination note on sheet GI001”
A. BIM Model not required. Contractor to provide AutoCAD drawings in lieu of BIM.
7. Q. The door schedule on sheet AE601 says “RE:C4/AE602 under the size column for door no’s 1A100.2, 1A100.3, 1A100.4. There is now detail C4 on sheet AE602, please provide the correct detail and page number that references the door sizes for these doors.
A. See Amendment 2 revised Door Schedule on Drawing AE601 which now correctly identifies detail for door size.
8. Q. Please confirm which of the overhead coiling doors will be automatic type openers and which will be manual chain hoist operable
A. All overhead coiling doors on this project are motorized, automatic, per spec section 08 33 00. There are no manual overhead coiling doors.
9. Q. Spec section 10 26 00 for wall protection has been provided, however no locations are shown on the finish schedule. Please clarify if wall protection is required and provide a finish schedule listing the locations.
A. Disregard spec section 10 26 00 Wall and Door Protection from: 1) Table of
Contents spec section 00 01 00; and 2) spec book.
10. Q. Please confirm if it will be the contractor’s responsibility to include the cost of the mobile office as listed on sheet GI701 note 13.04.
A. Confirmed, it is Contractor’s responsibility to include cost of mobile office, as listed on sheet GI701 note 13.04.
11. Q. Will the mobile office listed on sheet listed GI701 note 13.04 require any furnishings to be provided by the contractor? Please provide descriptions of any furnishings that the contractor will be responsible to provide.

14. Q. Please describe how the contractor is to treat the pallets of roof tiles that are to be returned back to the VA per note 2.64 on sheet AD104. Is there a maximum height that they are to be stacked to? preferred size of pallet? Will they require transport by the contractor, or will the VA transport the tiles once they are stacked onsite and turned over the VA?
A. Refer to Amendment 02 revised Note 02.64 on sheet AD104 for added instructions on palletizing existing clay roof tiles and returning to VA.
15. Q. Please provide specifications for the breakroom lockers located in room 1A103.
A. Refer to Amendment 02 added spec section 10 51 13 Metal Lockers. Also, add spec section 10 51 13 to Table of Contents spec section 00 01 10. Cross reference question #105.
16. Q. Please provide specifications for millwork/ casework.
A. Refer to spec section 06 20 00 Finish Carpentry.
17. Q. Who is responsible for any necessary repairs or maintenance of temp boiler #1 for the duration of the project?
A. A. The VA will be responsible for maintenance and repairs of Temporary Boiler #1. Note: this will serve as the redundant boiler for the duration of the project. Boiler #2 will be provided, maintained and repaired by the General Contractor.
18. Q. Please confirm that temp boiler #1 will be repaired and fully operational prior to the beginning of this project.
A. A. The VA anticipates Temporary Boiler #1 will be fully operational prior to construction beginning.
19. Q. Please provide the existing manufacturers’ information including as-builts and weights for Temporary Boiler 1 (VA Provided).
A. A. 99,480 lbs. (Shipping Weight), 132,000 lbs. (Operating Weight).
20. Q. Will the VA supply the Fuel oil needed for the temporary boilers?
A. GC to filter, polish existing fuel into temp tank. VA will provide additional fuel for temporary boilers serving hospital needs. GC to provide fuel for testing and other construction purposes by monitoring fuel consumption by meter.
21. Q. If the contractor is to provide the fuel oil, what is the anticipated usage per month for boiler #1?
A. GC to provide fuel for testing and other construction purposes by monitoring fuel consumption by meter.
22. Q. What is the current steam load capacity per month provided by the current boiler plant?
A. 13,000, to 15,000 lbs. per hour.
23. Q, Will the VA supply the Fuel oil needed for testing and fill-up of the generator?
A. Contractor provides fuel for generator testing and other related construction activities. Contractor to fill tanks at end of testing.
24. Q. Note 4 on sheet MD100A states that the contractor is to test the soil along the existing piping and tank farm and submit a plan for soil remediation. It states that the VA has tested the soil and found no contamination. If hydrocarbons are found and remediation is required, will it be considered a modification to the contract?
A. Yes, a contract modification may be required in the event hydrocarbons are identified.
25. Q. The existing Guy wires appear to be anchored to the adjacent buildings, but the new plan shows the Guy wires anchoring to Building 14. Please describe what repairs/if any are required at the existing Guy wire locations.
A. Guy wires anchored to adjacent buildings are for antennae to remain. These guy wires are existing to remain. See revised note B on Sheet AD104.
26. Q. Sheet ES102 general sheet note D says “add alt 2”. Please clarify.
A. Disregard general note D on ES102. It does not apply.
27. Q. Sheet ES102 sheet note #9 says to eliminate work to power gates under deduct alternate #2. The CLIN schedule does not mention this work in this alternate.
Please clarify if this work is deducted and also the extent of the deduct, IE wire, conduit, breakers etc.
A. All work to provide power to the gates is eliminated under Bid Item 2, Deduct Alternate 1. This includes conduit, wire, circuit breakers and connections to power the gates.
28. Q. Please confirm that liquidated damages will begin to accrue only when the contractor has failed to achieve substantial completion of the work by the date specified in the contract.
A. Correct. Liquidated damages will accrue after the period of performance period, 1095 calendar days after issuance of Notice to Proceed.
29. Q. This is a phased project, please confirm that liquidated damages will not be assessed for the late delivery of an individual phase.
A. Liquidated damages will be for the entirety of the project. Not individual phases.
30. Q. If the contractor proposes an alternative number of calendar days for completion of the project (i.e., 1100 days), please confirm that liquidated damages will not begin to accrue until the expiration of 1200 days, which represents the number of days specified in the solicitation and contract.
A. Proposals submitted with alternate calendar days are not acceptable. Proposal will be considered Non-Responsive.
31. Q. Should the contractor include in its price compensation for security personnel at t the project, after work hours, for the duration of the project. A. The Prime Contractor is responsible for security of the project. If the contractor does not provide onsite security, the VA is not responsible for ensuring the overall security of the project.
32. Q. Should the contractor include in its price compensation for video surveillance of the project site for the duration of the project.
A. Provide video surveillance as required by bid documents, for new construction, per spec 28 23 00. Video surveillance monitoring construction work activities is not required.
33. Q. Is the government expecting the contractor to hire a professional photographer for this project? Can contractor personnel provide the photographic documentation of this project?
A. Provide photographic documentation per 01 00 00 General Conditions articles 1.30 and 1.31.
34. Q. Is the government expecting the contractor to furnish an online domain/web hosting and redundant server to house project related documents, including photographs?
A. Yes, Refer to spec section 01 00 00 article 1.30 & 1.31.
35. Q. Part 1A of the Technical Proposal Criteria, includes a statement “prime contractor only”. Is the government expecting the response to Part 1A to be limited to only the prime contractor’s corporate experience and project? Will the government consider a key subcontractor’s experience in response to this Part?
A. No. Prime Contractor shall demonstrate relevant corporate experience as stated in 1A.
36. Q. What will the contractor do with the Temporary Boiler # 1 following completion;
are we to leave it in place, relocate it somewhere on-site? Please describe and provide location it is to be moved to if required.
A. Temporary Boiler #1 will be left in place by the Contractor upon project completion.
37. Q. Detail D5 on MP403 is missing, please provide.
A. Disregard reference to D5/MP403 on drawing MS101.
38. Q. Sheet MS101 area noted C5/MP405 has keynote 7 (deduct 2). Is this a deduct option as it does not match the location description of the plan note.
A. Disregard Keynote 7/MS101 callout on plan adjacent to reference C5/MP405 between buildings 16 and 45.
39. Q. Can the General Contractor use CPARS in lieu of the Past Performance
Questionnaire included in the solicitation?

44. Q. Specification 23 50 1; Specification 23 50 11, page 26, 2.7 Fuel Oil Pumping
Equipment, A. ‘Oil pump and motor assembly shall be factory assembled in an epoxy-enamel coated carbon steel waterproof enclosure with external threaded connections for pump suction and discharge...’
Page 28. F. ‘Pumps, motors, valves, piping and accessories shall be furnished as a factory-built unit. All items of equipment shall be mounted.a steel drip pan base with an area sufficient to extend beyond the limits of all equipment…’. These are conflicting statements. Which is correct?
A. Article 2.7.A applies to the temporary pump skid serving portable boilers. Article
2.7.F. applies to permanent pumps 14-FOPS1. In article 2.7.A, revise “(for below grade installation)” to “(for temporary pump skid serving portable boilers)”. In article 2.7.F, add tag to read “Arrangement (14-FOPS1 Pump Set)”.
45. Q. Drawing MP7.03; Drawing MP7.03 shows the back-pressure regulator appropriately placed in the fuel oil system. There appears to be an additional pressure device with 3-valve bypass at the discharge of the pump set. Please provide clarification as to what this is and its purpose.
A. The indicated valve is a pressure relief bypass.
46. Q. Drawing MP403, D3; Specification 23 50 11; The flash tank detailed on MP403, D3 is not indicated on the Mechanical Schedules.
Additionally, Specification 23 50 11, page 26, 2.6 Flash Tank, C, 7. Condensate Pipe: Provided perforated schedule 80 steel pipe inside tank as shown. No condensate pipe is shown on detail D3, MP403. Does this exist?
A. Correct, there is no flash tank schedule. Provide flash tank in accordance with the dimensions on D3/MP403. Provide perforated condensate inside tank as specified. This pipe is typically available from tank manufacturers and extends approximately half way into the length of the tank.
47. Q. Page "10 of 181" & "Page 80 of 181"; The solicitation states that "Offers are required to submit an original and five (5) copies plus five (5) CDs of the technical evaluation factors/responses spiral bound (no 3 ring binders)…"
As the printing and assembly process of proposals usually comes down to the wire, we request that the VA please allow 3-ring binders for ease of assembly. Spiral binding our proposal will require us to outsource our printing/assembling needs.
A. Absolutely no 3-ring binders are allowed. You will be considered non-responsive.
48. Q. Page "91 of 181"; Factor 2 - Past Performance; In lieu of Past Performance
Questionnaires, we ask the VA to please allow the submission of CPARS evaluations. Main points of contact for several of relevant, recent projects (as outlined as acceptable in the solicitation requirements) have retired or are no longer employed by the VA; obtaining completed PPQs from these individuals will be a challenge.

49. Q. Project Duration; The solicitation indicates the Contractor shall complete the Project within (1200) calendar days after receiving notice to proceed.
Section 01 32 16.15 1.5.A “The Complete Project Schedule Submittal” states “…The final Project Schedule in its original form shall contain no contract changes or delays which may have been incurred during the final network diagram development period and shall reflect the entire contract duration as defined in the bid documents”.
The solicitation (page 94 of 181),“Short Schedules”, states the offeror must provide for completion within the time frame (number of days after receipt of the Notice to Proceed). The maximum anticipated days of completion for this project is indicated on the Standard Form 1442. This duration shall establish the contract completion date. Short schedules will not be accepted. Critical path activity durations shall total the number of days indicated on Standard Form 1442”.
Drawing Number GI702 indicates Phase 2 Duration of one (1) Year (365) calendar days. Since “short schedules” are not allowed and the Government owns all the float (i.e. Contractor has no chance for equitable adjustment based on potential Government delays), does the Contractor need to carry labor, travel, general conditions and indirect overhead costs for a period of (1200) calendar days? This will result in substantial costs. Based on the Phase 2 Duration (i.e. 365 calendar days) the (1200) calendar days is unrealistic (too long) and will result in inflated costs to the Government. Request duration is reduced to (730) calendar days.
A. Revised Period of Performance reduced to 1,095 days.
50. Q. Factor 1B "Project Personnel Experience" requires biographical data for seven (7) different personnel. The Specifications do not outline that a dedicated SSHO or QA/QC Specialist is required on this Project. Specifically, there is no QA/QC specification.
Please confirm the Project Superintendent can serve all three (3) roles on-site, and the Contractor is only required to have one (1) full-time person on-site (i.e. the Project Superintendent).
A. Yes. One person can serve as the SSHO& QA/QC roles as well as the Site Superintendent.
51. Q. Specification 23 50 11, Page 22, Section 2.3; The blowdown tank Specification 23
50 11 and the scheduled Blowdown Separator Schedule on Drawing MP601 are inconsistent.
The Specification calls for the, "blowdown tank volume to be twice the volume of a 4" blowoff from the largest boiler connected to the tank." Schedule depicts the blowdown separator to be 1'-8" diameter x 6'-5" length. The Specification calls for a 40 PSIG ASME Vessel, and the Schedule shows a 150 PSIG MAWP pressure rating. Please clarify which is correct.
A. Provide blowdown tank as scheduled. Disregard the last sentence of article
2.3.A: “Tank volume shall be twice the volume of a 100 mm (4 inch) blowoff (reduction in boiler water level) from the largest boiler connected to the tank.” In article 2.3.C.3., revise design tank working pressure from 40 psig to 150 psig.
52. Q. Drawing MP705, Detail D3; Indicates the requirement for Opacity Monitors, however 230911 2.8 states that Opacity Monitors are "not used". Please advise if Opacity Monitors are required and if so, please provide a spec. If Opacity Monitors are required to be outdoors based on installation requirements, please outline NEMA rating and outdoor requirements.
A. Disregard opacity monitor on detail D3/MP705.
53. Q. Solicitation, Page 75 of 181; The requested document "Contractor Vendorization
Form - VA10091" was not provided with the Solicitation. Please provide.
A. Form – VA10091 is attached
54. Q. Please confirm the size of the existing fuel oil tanks that need to be demolished.
A. Three (3) 25,000-gal USTs, one (1) 550-gal UST, 8000-gal aboveground day tank
55. Q. Please confirm the Government wants a Photographic Documentation indexing and navigation system (similar to Multivista), as outlined in Specification 01 00 00 1.23.
A. Yes, confirmed, bid documents require photographic documentation.
56. Q. Stainless Steel Tubing, Specification 23 09 11 (stainless-steel tubing); Please confirm that the stainless-steel tubing requirements (as outlined in 23 09 11) are COMPLETELY depicted on the drawings. It is assumed that all the mechanical details and P & ID’s on the drawings outline the extent of the stainless-steel tubing.
A. Stainless steel tubing specified in 23 09 11 applies to factory- piped control panels, in and on the panels. Factory-piped control panel tubing is not depicted on the drawings. Chemical feed system stainless steel tubing is shown on the drawings.
57. Q. Please confirm that the controls series drawings depict the complete extent of required interconnecting conduit and wiring as required for a complete system (as outlined in Specification 23 09 11) – including, but not limited to, the Automatic Boiler/Burner Control System, Burner Management System with Safety Interlocks and Accessories, Main Instrumentation and Control Panel, Boiler/Burner Control Panels, Computer Workstation, Flue Gas Oxygen Analyzers, Flow Meters, Pressure sensors and transmitters, Boiler draft gages, temperature sensors and transmitters, recorders, and Boiler Plant Building Dangerous Gas Detection System.
A. Boiler Plant control drawings do not depict typically conduit and wiring. Provide a complete conduit system as specified in section 23 09 11.
58. Q. Please confirm the Government is paying the natural gas company to set the meter and regulation station, as well as handling all upstream gas piping to the M & R Station.
A. Cost to set the meter and regulation station is to be covered by the Prime Contractor.
59. Q. What phase is the steam/condensate distribution piping to occur in?
A. Provide site distribution piping indicated on drawing MS102A in Phase 1.
Provide all other site distribution piping in Phase 2.
60. Q. Please confirm the Government will furnish all fuel oil for filling the tanks.
A. GC to filter, polish existing fuel into temp tank. VA will provide additional fuel for temporary boilers serving hospital needs. GC to provide fuel for testing and other construction purposes by monitoring fuel consumption by meter.
61. Q. Is the Contractor to include a tap fee for connection to existing sanitary manhole on Sheet PL101?
A. Yes, this fee is to be covered by the Prime Contractor.
62. Q. Sheet MS102A, Note 1; Please provide photograph(s) of location of pumped condensate road bore.
A. Buildings 7, 40 and 41 were added to MS102A site plan to clarify location of the piping road bore.
63. Q. Have the Gaskets for the valves that are to be demoed for this project been checked for asbestos?
A. Correction to spec section 02 82 11 as follows. After article 1.1.2.B text, add additional text as follows: “Also, see Drawings HA101 and HA102 for additional ACM quantities. And, (100) quantity valves to be demolished have asbestos-containing gasket material. Cut pipe before and after valve, wrap valve as single component, and dispose, all in accordance with ACM abatement procedures.”
64. Q. Please clarify the floor finish for the following rooms:

• Room 1A101 Chemical Storage Area

A. No reference to steel tanks could be found on C4/MP502. Provide fiberglass tanks as scheduled and specified.
83. Q. Please clarify, the specified duplex pump assembly referenced below grade in specification 23 50 11 article 2.7.A is shown above grade on drawing MP703.
Which are we to construct?
A. Article 2.7.A applies to the temporary pump skid serving portable boilers. Article 2.7.F. applies to permanent pumps 14-FOPS1. In article 2.7.A, revise “(for below grade installation)” to “(for temporary pump skid serving portable boilers)”. In article 2.7.F, add tag to read “Arrangement (14-FOPS1 Pump Set)”.
84. Q. Is a steel waterproof pump enclosure required as drawing MP703 states? It is located inside the building.
A. No mention of an enclosure is found on drawing MP703. Provide enclosure for the temporary pump skid serving portable boilers. Enclosure is not required for 14-FOPS1. See response to related question #83.
85. Q. The return and supply flow meters have no specification, please provide.

A. Provide flow meters as specified in Section 23 09 11 article 2.7.C.
86. Q. What is controlling the tank selection control valves? Is this to be done by the duplex pump control panel?
A. Provide fuel oil controls in accordance with D5/MP705.
87. Q. In regards to Specification 23 50 11 Item 2.7H. Please indicate the spec section and drawing numbers indicated in this paragraph. We are unable to locate these drawings and schematics. Please advise.
A. Section 23 50 11 – 2.7.H. references Section 26 29 11 for motor controllers. See diagram D5/MP705 for fuel oil controls.
88. Q. Are any of the valves located in the typical burner piping box on Plan MP703 detail B3 the responsibility of the fuel oil piping contractor? We believe these valves are to be provided by the boiler manufacturer, please advise.
A. Work indicated within the dashed box noted “Typical Burner Piping” is typically furnished by the burner manufacturer. Regardless of who furnishes it, provide the work.
89. Q. Please confirm that any warranty referenced in the specifications, even if it modifies FAR clause 52.246-21, beyond one year is intended to only be a manufacturer’s warranty for the product as referenced in the specification section.
90. Q. One RFI with multiple questions

A. The Prime Contractor is responsible for paying necessary tap fees.

And, (100) quantity valves to be demolished have asbestos-containing gasket material. Cut pipe before and after valve, wrap valve as single component, and dispose, all in accordance with ACM abatement procedures.”
4. Will the government furnish AutoCAD files for this project for use to generate the drawing called out on cover sheet G1 001? Look at the requirement for 3-dimension coordination drawings in Rivet.
A. Yes, 3D rendering will not be required. AutoCAD, 2D drawing will be in lieu of
Revit files.
5. Sheet PL101 calls for a P414 in room 1A104, the Plumbing fixture schedule on sheet P001 does not have a P414 listed.
A. Revised fixture tag P418 to P414 in fixture schedule on drawing P001.
P414 is currently specified in 22 40 00 – 2.10.C.
6. Could the VA provide photos of boilers and their tags, all associated piping and equipment to be demoed?

7. Is the exit point level with the ground?
A. It is unclear what is referred to as “the exit point” in the question.
8. Will 3D coordination drawings (BIM) be required for this job?
A. Yes, see Section 23 05 10 – 1.4.H.1. and Coordination Notes on drawing

Electrical: 1. Who is supplying the extra temporary boiler?
A. Temporary Boiler #1 is provided by the VA, to serve at the redundant boiler for the project. Temporary Boiler #2 is provided by the contractor, is to serve as the primary boiler.
2. What is the time period allowed for the existing boilers to be shut down for installation/connection of the temporary boiler? Does this work need to be scheduled after hours? weekends? etc.?
A. The boiler can be isolated at the main header for relocation while existing boilers supply the facility with steam.
3. What is the time period allowed for the temporary boiler control room connection? Does this work need to be scheduled after hours? weekends? etc.?
A. Phase 1 – Boiler Plant staff to relocate to the temporary control room once both temporary boilers are relocated and online. This work does not need to be scheduled after hours.
4. Will there need to be temporary backup generator on site to back up the two temporary boilers for the length of the project?
A. At the end of Phase 1 construction, the temporary boilers will be connected to the new generator installed in Phase 1. This provides the necessary emergency power to the temporary boilers for Phase 2 construction.
Structural: 1. Page SF501 is missing from the structural drawings, could you please provide?
A. Plan Sheet SF501 was issued in Amendment #1 dated January 15, 2020 as an additional structural drawing.
Fencing: 1. What page or pages does it show how much or where the security fence goes? Sheet AE502 only provides the details.
A. Refer to Sheet AS100 for security fence locations.
General Requirements: 1. Will the contractor be required to provide unarmed guards at the project site after construction hours?
A. The Prime Contractor is responsible for security of the project. If the contractor does not provide onsite security, the VA is not responsible for ensuring the overall security of the project.

Specification Section 07 32 13. The above references indicate Clay Tile Roof is part of this project. Plan details indicate that the new roof for the Boiler Building is to be a Standing Seam Metal Roof. Please clarify.
A. Disregard spec section 07 32 13 Clay Roof Tile from: 1) Table of Contents spec section 00 01 00; and 2) spec book. Plan details showing standing seam metal roof are correct—see spec section 07 40 00 Roofing Panels for new standing seam metal roof. Cross-reference question #2.
93. Q. Footing Step Clarification Reference SB101, plan North
On the new addition, footing step location and elevation changes are noted on plans. However, on the top right corner of the plan there is a "FTG STEP" called out with no apparent elevation change. Please clarify if this step is intended to denote an elevation change, and if so, please clarify the elevation(s) at this area.
A. On Drawing C3/SB101, Disregard extraneous note stating “FTG STEP” in upper right corner of new addition (near generator pad) east of column line J.
94. Q. Testing -Reference Spec Section 01 00 00 Spec Section 01 45 29
Section 01 00 00 indicates testing by VA. Section 01 45 29 indicates testing by contractor.Please clarify.
A. Section 01 00 00 article 1.2.C states, “Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans
Affairs, the Contractor shall notify the COR in sufficient time…(emphasis added).” This means GC shall notify COR in sufficient time for those tests identified to be performed by VA. For tests not subject to testing by VA, including but not limited to testing identifed in spec section 01 45 29 Testing Laboratory
Services, GC provides testing.
95. Q. Security Fencing Clarification Reference: Plan sheet AS100, Notes 32.18 and
02.69
On AS100, it appears that some of the fencing is not clearly visible on the issued sheet. Please clarify the extent of the fencing, and related components to be included in Deductive Alternate #1.
A. Refer to Amendment 2 revised Sheet AS100 for clarified fencing. Cross reference question #103.
96. Q. Masonry Grout Fill Clarification Reference: SB501, Detail B1
Detail B1 on SB501 is calling for all CMU (above and below grade) to be grouted solid throughout. However, some notes and details only discuss filling cells solid below grade and periodically at verticle reinforcement locations above grade. Is detail B1 on SB501 intending for cells above grade to be filled at reinforcment only, or are the entire walls to be filled? Please advise.
A. In drawing B1/SB501, revise not to state, ”…GROUT CMU SOLID ALL
CELLS.”
97. Q. Site Surveys Reference: Spec Section 02 21 13
A specification for site surveys is included in the bid documents. The plans include several sheets of surveys. Please clarify if additional surveys will be required beyond what is included in the bid documents.
A. Yes, additional surveys are required per spec sections 01 00 00 and 02 21 13, and other spec sections, as well.
98. Q. Building Expansion Joint Clarification Reference: Plan AE101 note 07.36; Plan
AE501, detail D3, note 07.36
Note 07.36 on the above referenced sheets calls for Nystrom EWCF-200W expansion assemblies. These appear to be for roof-to-roof and roof-to-wall applications, and may not funtion correctly at some of the locations shown on plans. Please advise.
A. Refer to Amendment 2 for revised note 07.36 on AE101, which provides additional clarification on expansion joint assemblies.

Shading / Graphics are very hard to read. The "gray" areas are actually black in color and cannot read notes and arrows that are placed on top. Impossible to determine the fencing information and the fencing layout does not match the electrical site plan. Please re-issue.

104. Q. Temporary Control Room Specification Section 01 00 00, page 18 indicates 8' x

105. Q. Metal Locker Specifications Reference: Plan AE101 note 10.18
Please provide a specifation for metal lockers.

106. Q. Section 01 32 16.15 (Design/Bid/Build)
Section 01 32 16.15 indicates "(Small Projects - Design / Bid / Build). Please clarify.
A. Section 01 32 16.15 correctly applies to this project, as this project is a design, bid, then build project.
107. Q. Sand-Filled Partitions Reference: Sheet GI501 Partition Types, and Sheet
AE101
In room Generator 1A111, there is a note pointing to partition type "R" that states
"sand-fill all cells". This is a shaft wall assembly, and not CMU construction.
However, partition type "M8S" is a sand-filled partition per sheet GI501. Please advise if this note is intended for the nearby "M8R" (CMU) walls.
A. Refer to Amendment 02 revised drawing D1/AE101. Note indicating sand-filling shaft wall has been removed. Also, on GI501, Partition Type M, revise asterisk notation to state, “* GROUT-FILL ALL CELLS.”
108. Q. Add Alternate #2 Indicated on Electrical Sheet Reference Sheet ES103.
Note 13 indicates ADD ALTERNATE #2. Spec Section 01 00 00, Page 2 does not list any ADD Alternates. Please advise.
A. There are no Add Alternates. Refer to Item 110 below for revised Keynote 13.
109. Q. Security Guard Clarification Reference: 01 00 00 / C
The above referenced specification notes the GC shall provide unarmed guards at the project site (if required by VA) after construction hours. Please advise if provisions for guards are required.
A. The Prime Contractor is responsible for security of the project. If the contractor does not provide onsite security, the VA is not responsible for ensuring the overall security of the project.
110. Q. Security Fence Clarifications
1. Can we get some sort of clarification on what equipment is wanted i.e. The
AS100 and ES103 sheets show slide gates at 3 location with readers. The specs call for barrier gates and readers and there is no mention if cards for these locations are required or what type of reader is to be provided i.e. proximity, barcode, or AVI.
A. The card readers at the gates are part of the Physical Access Control
System (PACS) and along with the gate security hardware are to be fully connected and operated through the PACS. The card readers are specified
Section 28 13 00 Physical Access Control System.
2. On the ES103 drawing Number 13 key note to provide PACS work for gates and doors noted under ADD Alternate #2 can someone provide clarification this?
A. Response:
1) Replace Keynote 9 with the following: "NEW PACS DOOR/GATE
HARDWARE, CARD READERS AND ACCESSORIES. REFER TO THE
"SECURITY DOOR/GATE HARDWARE AND ACCESS CONTROL
MATRIX" ON SHEET E503 FOR REQUIREMENTS. FULLY CONNECT ,
INTEGRATE AND CONTROL ALL GATES AND DOORS INTO THE NEW
BUIDING 14 PACS"
2) Replace Keynote 13 with the following: "ELIMINATE PACS WORK FOR

3. There is mention on the drawings that the readers at some location are to owner furnished, does this go for all location as this is not fully described as to new or not?
A. There are no notes on the drawings that card readers are furnished by the owner. All card readers are new and shall be furnished by the Contractor as part of the new PACS System.
111. Q. Note 11 on Sheet CU107 There is a note 11 pointing to an item of work.
However, Note 11 indicates "RESERVED". Please clarify.

A. For fold down shower seats, GC to provide basis of design (or approved equal) shower seat as manufactured by Dreamline, Shower Seat Model SHST-
01-PL (or equal). GC provides shower seat, blocking and installation per manufacturer’s instructions.
113. Q. Note 12 Clarification - Sheet CU107
Please indicate the extent of work for Note 12 on Sheet CU107. This note is indicated at back of Building 14.
