SECTION 01 00 01
1.1 GENERAL INTENTION
A. Completely prepare site for building operations, including demolition and removal of existing structures, and furnish all work, including, but not limited to: labor, materials, manpower, tools and equipment required to perform the construction of the Western New York National
Cemetery, as required by drawings and specifications.
B. Visits to the site by Bidders may be made only by appointment with the Cemetery Director.
C. Offices of The LA Group, P.C., Landscape Architecture & Engineering Co., as
Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by the Resident
Engineer/duly authorized Contracting Officer Representative (RE/COR).
D. All Testing Laboratory services will be retained and paid for by the Contractor (see Spec.
Section 01 45 29 Testing Laboratory Services). However, the Department of Veterans Affairs may elect to retain its own Testing Laboratory for any purpose. Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans
Affairs, the notify the RE/COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection.
Such prior notice shall not be less than three working days unless otherwise designated by the RE/COR.
E. All employees of general contractor and subcontractors shall comply with VA security management program.
F. Prior to commencing work, general contractor shall provide proof that an OSHA certified
“competent person” (CP) as defined in 29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general contractor or subcontractors are present.
G. Training:
1. All employees of general contractor or subcontractors having supervisory responsibilities shall have the 30-hour OSHA certified Construction Safety course and/or other relevant competency training, as determined by VA CP.
2. All other employees of general contractor or subcontractors shall have the 10-hour OSHA certified Construction Safety course and/or other relevant competency training. Relevant competency training shall be as determined acceptable by the VA CP.
3. Submit training records of all such employees for approval before the start of work.
1.2 STATEMENT OF BID ITEM(S)
A. CLIN 001 - BASE BID: The total performance period for the Base Bid Item is 900 calendar days from Notice to Proceed. By the end of the performance period, all work
BID DOCUMENTS
01 00 01 - 2 shall be satisfactorily completed and ready for custody transfer and acceptance by NCA, all punch list items shall be satisfactorily addressed, all commissioning completed, and all training accomplished. The Base Bid work of the Contract includes phased construction requirements. These phases are referred to as Phase 1A Early Turn Over (ETO), Phase 1A
Remainder and Phase 1A Restoration. The Phase 1A ETO work shall be completed within the established time frame indicated in the Contract. Completion of the Phase 1A ETO work will follow procedures similar to those for final completion and acceptance; with the facilities within the Phase 1A ETO being completed and turned over to the Cemetery for use to begin operation of the Cemetery while the remaining work is completed. Phase 1A ETO shall be complete and accepted by NCA for operation within 480 calendar days from Notice to
Proceed. Phase 1A ETO requires the Contractor to perform work and provide facilities that will be of a temporary nature, being replaced with permanent facilities prior to the overall project completion. While the Phase 1A ETO work is being performed, work for the Phase
1A Remainder portion of the project can also be performed. Because of the specific requirements for the Phase 1A (ETO) work, to be completed well ahead of the final project completion, the overall work is going to require coordination. Work sequencing is going to be a critical component of the overall project. The Contract Plans and Specifications have been created with these conditions in mind. There are specific requirements identified throughout these documents that are intended to facilitate the Contractor and the government staff overseeing the project to ensure a successful progression through the project, while meeting the performance milestones and allowing the NCA to begin serving the area veterans as intended. The general scope of the project construction will include work from many trades as specifically needed to create a new National Cemetery from generally vacant (previously farmed) parcels of land into a shrine to our Veterans. The new Cemetery will generally contain all of the various types of interment facilities found at National Cemeteries, as well as the roads, infrastructure, buildings, aesthetic elements, and landscaping that are required to create and operate a National Cemetery meeting the intended shrine status for the facilities being constructed to serve the area Veterans, their families and friends.
B. CLIN 002 – Manufacture, deliver, off-load and store 1,200 pre-placed double-depth crypts and 650 oversized pre-placed double-depth crypts.
C. CLIN 003 – BID ALTERNATE NO. 1 (ADD): Install Honor Guard Building (with appurtenances) and associated sitework.
D. CLIN 004 – BID ALTERNATE NO. 2 (ADD): Install 972 pre-placed crypts and associated sitework.
E. CLIN 005 - BID ALTERNATE NO. 3 (ADD): Manufacture, deliver, off-load and store 972 pre-placed double-depth crypts.
BID DOCUMENTS
01 00 01 - 3
F. CLIN 006 - BID ALTERNATE NO. 4 (ADD): Install fully functional GIS/GPS system, and collect, organize, store and display all Geo-Data as specified herein for this project.
1.3 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. AFTER AWARD OF CONTRACT, three (3) full-sized hardcopy drawing sets and three (3) hardcopy sets of specifications will be furnished as well as an electronic (pdf) set of plans and specifications.
B. Additional sets of drawings may be made by the Contractor, at Contractor's expense.
1.4 CONSTRUCTION SECURITY REQUIREMENTS
A. Security Plan:
1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.
2. Assure that all sub-contractors working on the project and their employees also comply with these regulations. Dismissal of violators may be directed by the RE/COR.
B. Security Procedures:
1. Contractor’s employees shall not enter the project site without an appropriate badge.
They may also be subject to inspection of their personal effects when entering or leaving the project site.
2. For working outside the “regular hours” as defined in the contract, give 3 days' notice to the RE/COR so that security arrangements can be made for the employees. This notice is separate from any notices required for utility shutdown described later in this section.
3. No photography of VA premises is allowed without written permission of the RE/COR.
4. VA reserves the right to close down or shut down the project site and order Contractor’s employees off the premises in the event of a national emergency. Return to the site only with the written approval of the RE/COR.
C. Guards:
1. Provide unarmed guards at the project site, if deemed necessary because of vandalism or theft within the contract work areas.
2. Secure the project site, work in progress, materials, tools, equipment and any other materials within the project site that are not under operational control of the Cemetery staff. The use of guards is a Contractor responsibility, if deemed necessary because of ongoing theft and/or vandalism within the project work area. Coordinate the use of guards with the RE following input from the Cemetery Operations through the RE. Any guards provided shall be able to communicate with the local police.
D. Key Control:
1. Provide duplicate keys and lock combinations to the RE/COR for the purpose of security inspections of every area of project including tool boxes and parked machines and to take any emergency action(s).
BID DOCUMENTS
01 00 01 - 4
2. Turn over all permanent lock cylinders to the VA locksmith for permanent installation.
