About this file
This is a Standard Form 1449 Solicitation/Contract/Order for Commercial Products and Commercial Services issued by the Department of Veterans Affairs (VA) Veterans Benefits Administration for beneficiary locator and outreach services. The solicitation number is 36C10D26Q0031, with an offer due date of March 3, 2026, at 2:00 p.m. EST. This acquisition is set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with a NAICS code of 561611 and a budgeted amount of $25 million.
The VA Insurance Service and Operations Center (INS) seeks contractor resources to locate difficult-to-find beneficiaries and conduct outreach to facilitate life insurance claims processing for deceased veterans. The performance work statement defines three service tiers: Tier 1 (primary beneficiaries 6 months to 1 year after veteran's death) requiring electronic address searches, death determination, outreach mailings, and reporting; Tier 2 (contingent beneficiaries or cases 1-2 years post-death) with similar services; and Tier 3 (alternate beneficiaries or cases 2+ years post-death) requiring in-depth genealogical research and expert services. The base period runs 6 months (March 9, 2026 to September 10, 2026) with a minimum of 1,000 cases (approximately 1,000 per tier), followed by four optional 12-month periods. Success criteria mandate 90% location and outreach completion rates for Tiers 1 and 2, and 70% for Tier 3. Contractor Project Management Plans, monthly progress reports, technical kickoff meetings within 10 days of award, and compliance with VA security, privacy, and records management directives are required deliverables. Invoices must be submitted electronically monthly to a designated Tungsten Network portal, and all personnel require background investigations commensurate with their access level. The contract incorporates extensive FAR clauses addressing security prohibitions, supply chain requirements, labor standards, and data breach liquidated damages of $37.50 per affected individual.

If a beneficiary is determined to be deceased, Contract will cross-reference two or more sources to verify accuracy. Sources for verification of a death include but are not limited to: Social Security Death Index; state death records; obituaries; background check services; and genealogy services, such as Ancestry.com and FamilySearch.org.
