About this file

This document is a Request for Information (RFI) containing 16 questions and responses related to an HVAC Preventative Maintenance contract for the Department of Veterans Affairs in Winston Salem, North Carolina. The solicitation covers maintenance services for 19 HVAC units located in the Hiram Ward Federal Building and Wells Fargo Building, with systems manufactured by LG, GREE, Emerson, and Liebert. Key details include quarterly preventative maintenance (last serviced on February 25, 2025), four free emergency service visits per contract year (up to 8 hours each), and provisions for additional repairs through separate purchase orders or purchase cards. The contract is a recompete of an existing requirement with Order Number 36C10E20P0193.

The RFI addresses specific vendor questions about replacement units, maintenance checklists, service reporting, and proposal submission requirements. Notable clarifications include: manufacturer's preventative maintenance is preferred, emergency service visits cover labor only, repairs will be handled separately based on monetary amount, and no site visit will be conducted. The solicitation requires past performance questionnaires associated with the vendor entity, not individual personnel, and provides flexibility on page limits for proposal submissions by excluding cover pages, table of contents, and executed amendments from page count calculations.

Question: 1 – The PWS states “If an HVAC unit is replaced at any time during this Purchase Order, then preventative maintenance services for the replaced unit would be incorporated on the next scheduled quarterly inspection.” Can the Government clarify if the replacement will always be of the same make/model or whether this will be a like for like replacement?

Response: The Government would incorporate Federal Acquisition Regulation (FAR)

52.211-6 titled 'Brand Name or Equal' to procure a replacement in a separate requirement.

Question: 2 – If the replacement is like for like, will the Government accept a modification to the award should associated preventative maintenance costs rise above the quote price?

Response: The Government would have to assess the replacement ramifications in accordance with Federal Acquisition Regulation (FAR) 52.212-4(c).

Question: 3 – Can the Government clarify if the manufacturer’s preventative maintenance or the GSA standard is the preferred maintenance checklist?

Response: Manufacturer’s preventative maintenance would be the preferred checklist unless another checklist is more detailed and subsequently approved by

VA.

Question: 4 – Can the Government clarify the medium to be used in providing the CARE to the customer?

Response: A walk through of the HVAC systems would be the preferred method with an informal written brief. The informal written brief should include, at a minimum, any actions to be taken immediately and any future foreseeable actions necessary.

Question: 5 – Can the Government provide the Make for the sixteen (16) systems at the Winston Salem Federal Building?

Response: LG and GREE Systems, which are identified specifically in the updated table below.

Question: 7 – Can the Government provide the current preventative maintenance schedule that all nineteen (19) units are currently being serviced on?

Response: The units have been serviced quarterly with the last service date as of February 25, 2025.

Question: 8 – The PWS states, “The Contractor shall provide emergency unscheduled preventative maintenance services visits not to exceed four (4) occurrences per contractual year at no additional cost for the Government.” Can the

Government clarify that these four (4) service visits include only the labor hours for the technician to diagnose the problem and/or make minor corrections?

Response: Yes, only the labor hours and minor corrections.

Question: 9 – Can the Government clarify if repairs will be performed on this contract under a repair CLIN, as a separate task order, or through purchase card?

Response: Depending on the monetary amount, repairs would be through a separate purchase order via contracting or purchase card.

Question: 10 – Can the Government confirm if this is a new requirement or a recompetition of an existing requirement? If a recompete, can the Government provide the incumbent contract number?

Response: Recompete of an existing requirement. Order Number 36C10E20P0193.

Question: 11 – Will the Government accept two (2) key personnel past performance questionnaires instead of a prime/sub PPQ for work established and executed as the

Prime contractor within the last five (5) years under another firm?

Response: No. The PPQs must be associated with the prospective vendor as an entity, not individuals, for award verification purposes as well as accurate past performance assessment of the business. Two (2) PPQs are only required if no applicable CPARS data is available.

Question 12 – Will the Government provide a site visit so bidders may perform a walk-through and visual check of the existing systems to ensure price accuracy?

Response: No site visit will be conducted.

Question 13 – Will the Government provide an extension to allow industry time to review questions and perform the site visit?

Response: Refer to Block 11 of the Standard Form (SF) 30 for Amendment 0001.

Question 14 – "12. EMERGENCY SERVICE VISITS/CALLS: The Contractor shall provide emergency unscheduled preventative maintenance service visits not to exceed four (4) occurrences per contractual year at no additional cost for the Government." Would this be exclusively for eight (8) hours of troubleshooting with only labor (not including materials which would be quoted separately)?

Response: Up to eight (8) hours per unscheduled preventative maintenance not to include materials.

Question 15 – Will emergency service calls above 4 visits require a separate quote for both troubleshooting and the repair?

Response: Yes.

Question 16 – With the Page limits, for example for section 2 with a 3 page limit, that covers the Continuation of SF1449 and the pricing schedule provided in the solicitation, this solicitation already has an amendment and with the requirement to provide a signed copy of the amendment that will put the page count at four pages, thus disqualifying the proposal for exceeding the published limits. Will required documents such as the section cover page and acknowledged amendments count against the page limits?

Response: Page 54, Section (c), Paragraph ii of the Request for Quotation (RFQ) solicitation establishes that Cover Pages and Table of Contents are not included in the page limitations. Executed Amendments are also not counted against the page limitation as the number of potential Amendments are unknown at the time of original solicitation posting.
