About this file

This is a Request for Quotation (RFQ) for HVAC preventative maintenance services issued by the Department of Veterans Affairs (VA) for the Winston Salem Veterans Affairs Regional Office (VARO). The solicitation is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and requires quarterly maintenance on nineteen (19) HVAC devices and systems located in two buildings: sixteen (16) units in the Hiram Ward Federal Building and three (3) units in the Wells Fargo Building. The maintenance services include tasks such as checking amps, motors, wiring, replacing air filters, inspecting for refrigerant and oil leaks, cleaning drain pans, and conducting system performance evaluations.

The RFQ (Solicitation Number 36C10D25Q0104) is structured as a Firm-Fixed-Price Purchase Order with a base period of one year and four optional one-year periods. Key dates include a technical question submission deadline of June 9, 2025, and quotation submission deadline of June 18, 2025. Vendors must be verified in the SBA Dynamic Small Business Search database, registered in SAM, and have a current North Carolina HVAC Servicer and Installer License. The evaluation will consider past performance, technical capabilities, and price, with non-cost factors being equally important as pricing. Quotations will be evaluated for recent and relevant performance, technical understanding of HVAC maintenance requirements, and overall best value to the government.
