This document is a Request for Information (RFI) for the Veterans Affairs Processing and Automation Services (VPAS) contract opportunity. The RFI provides background on the Department of Veterans Affairs (VA) and the need for contractor support across a range of services, including source material processing, automation, data integration, and customer experience. The RFI requests information from vendors on their capabilities, experience, and pricing structures to meet the requirements outlined in the draft Performance Work Statement (PWS). Key details include:
The VA plans to release the VPAS Request for Proposal (RFP) in the first or second quarter of Fiscal Year 2025. The VPAS IDIQ will replace the existing Veterans Intake, Conversion and Communication Services (VICCS) contract. The RFI responses are due by March 3, 2024. The VA is considering set-asides for the VPAS IDIQ but has not made a final determination. Evaluation factors are expected to include technical, past performance, and price. The PWS covers a broad scope of services such as mail handling, data conversion, automation, and customer support. Vendors are asked to provide feedback on the draft PWS and answer specific questions related to their capabilities, pricing, and risk management approaches.

VBMS as a non‐rating claim. Once the claim is established in VBMS, VBA personnel begin the detailed process of gathering the documentation and creating the response to the request. The requests are then provided to the requestor via hardcopy, Compact Disc, or both via USPS.
Other related systems in this process are Caseflow, which is used to retrieve information from
VBMS when specific types of requests are made, and FOIAXpress, which is the VA enterprise management application for tracking the status of FOIA claims, where information is inserted to support status tracking activities.
