X X X ** HOUR & DATE for Receipt of Offers is EXTENDED to:
August 31, 2023 @ 4:00pm EST See CONTINUATION Page X Amendment 0005 is FINAL clarification questions about SOW, answer submitted RFI questions details are attached as well as SOW to be utilized for RFP submission
Due date of proposal submission is herby extended to: August 31, 2023 @ 4:00pm EST No further RFI submissions will be accepted.
All other terms and conditions of solicitation remain the same.
RFI questions for CLARIFICATION - Solicitation 36C10D23R0006
1. If not in the Scope of Work, why is it clearly indicated as work on the drawings?
Drawing were issued to allow contractors to see where the fence was being installed (as a reference). As stated at the site visit the electrical, gates, and bollards were not to be included. Only fence and installation.
1. Had the RFI answers not been asked, would the SOW be per the VA’s own direction which is quite different that the issued plans and specs?
See # 1, SOW attached.
1. Is there other SOW shown on the plans that the VA believes isn’t in the SOW?
There is only one SOW that was included in the solicitation, separate from the plans.
1. If yes to the above, how do we know that if the VA’s SOW is different than what the drawings clearly indicate?
See # 3, disregard drawings except as for site reference.
1. It’s not even clear if JCI has scope in this. There is scope of work for them scattered all over the plans with specific mentions and call outs.
At site visit, contractors were informed JCI was removed.
1. ES100 calls for 39 trees to get demoed in the west parking lot because they are in the way of the new light poles. The demo is clearly shown on the plans but RFI’s now saw not in SOW. Why is it shown?
Disregard plans. The plans were only for reference of the location of the fence. The SOW does not include lighting.
1. Most of the VA response related to electrical state “Not in SOW”, but a few do make references to electrical SOW to remain in the contract.
There is no electrical in the SOW that was issued in the solicitation.
1. It seems like selective deletion of SOW in the drawings is what’s happening, but there is no document that clearly explains what SOW is to remain and what SOW is to be deleted. Ex. JCI’s power wiring seems to be deleted, but what about the wiring for the gates, lighting, etc?
See # 1, Drawing were issued to allow contractors to see where the fence was being installed (as a reference-ONLY). As stated at the site visit the electrical, gates, and bollards were not to be included. Only fence and installation.
1. Whatever the response is to the above, how would contractors know this?
Attending the site visit would have clarified this.
1. Can the VA clarify which type of fencing they want? See below from the fencing subcontractor.
Included in the SOW.
1. Clarify if Spec SECTION 32 31 19 DECORATIVE METAL FENCES AND GATES is included in this solicitation.
Yes, see attached SECTION 32 31 19 DECORATIVE METAL FENCES AND GATES
1. the “Plans and Drawings (are there both Plans and Drawings?) are for guidance & reference points for layout of [the] facility ONLY”. What does that mean? Are we to disregard the Drawings and Specifications and just bid on the sketch of the Scope of Work?
Again if the contractor looks at the plans that were issued only as a reference to the fence layout it is matched by the sketch and the locations of the gates.
1. “no bollards, no electrical components, no lights or light poles, no need for (JCI-specified) controls…” So, what IS the Scope?
Install a fence around the building that is hurricane rated.
1. “Fencing only, see attached drawing” is the third item of the Amendment. “Drawing” is a loose term, more like a sketch. There’s a blue line, hand drawn that is supposed to represent what? The fence line? What is the Scope of Work? Where are the details?
See # 13
1. Clarification of exclusions (are these excluded?):
14. Lighting- excluded
14. Power to gates- excluded
14. Controls to gates- excluded
14. Card Readers excluded -
14. Cameras- excluded
14. Vehicle barriers- excluded
14. Guardrails- excluded
14. Handrails- excluded
14. Sidewalks/ramps/stoops- excluded
14. Planters- excluded
14. Landscape demolition- excluded
14. Bollards - excluded
14. Signage- excluded ALL these items are excluded.
1. If not in the Scope of Work, why is it clearly indicated as work on the drawings?
See # 1- Drawing were issued to allow contractors to see where the fence was being installed (as a reference). As stated at the site visit the electrical, gates, and bollards were not to be included. Only fence and installation.

The SOW issued with the solicitation does not have any electrical work included.
1. It seems like selective deletion of SOW in the drawings is what’s happening, but there is no document that clearly explains what SOW is to remain and what SOW is to be deleted. Ex. JCI’s power wiring seems to be deleted, but what about the wiring for the gates, lighting, etc?
The only gates listed in the SOW are for pedestrians. No wiring or lighting included.
1. Whatever the response is to the above, how would contractors know this?
This was answered via several amendments in sequence, please refer to SOW only.
